Streamlining in the Ministry of Defense - the fight against corruption or the next stage of the intraspecific war? How loud arrests and defendants in affairs are interconnected

A wave of arrests, held for several months in the Ministry of Defense of the Russian Federation, affected many senior military. Among the arrested are two deputy ministers, several generals and influential officials. According to “important stories”, a bribe is only a public part of the prosecution. According to the SK, Yuri Kuznetsov committed a crime from 2021 to 2023, when he headed the GOSTINA protection service. Compared to Ivanov, Kuznetsov received an order of magnitude smaller amounts, said an employee of the military department. According to him, the personnel officer could receive more than 100 million rubles for a separate project, while the total cost of the work done was billions.

On May 17, 2024, the former commander of the 58th Army Major General Ivan Popov was arrested on charges of fraud on an especially large scale (part 4 of article 159 of the Criminal Code). Later, the investigation added an accusation in the official forgery.

Investigators claim that Ivan Popov acted as part of an organized group of persons who stole about 1.7 thousand tons of metal structures necessary for the construction of defensive structures. Initially, the damage from the crime was estimated at 130 million rubles, but later the amount was reduced to 105 million rubles.

According to investigators, Popov acted together with his commander Lieutenant General Oleg Tsokov and Kommersant Sergey Moiseev, a new-European employee of the Russian intelligence services, familiar with the course of the investigation, told the new-Europe. Tsokov, being deputy commander of the Southern Military District, died upon shelling the Storm Shadow rocket, a reserve command post of the 58th Army at the Dun Hotel in Berdyansk. At the same time, he was posthumously awarded the title of Hero of Russia.

According to Novo-Europe, the criminal prosecution of Popov was organized by the head of the General Staff of the Ministry of Defense of the Russian Federation Valery Gerasimov.

On May 21, 2024, an employee of the Department of Security of the Ministry of Defense Vladimir Verteletsky was arrested for abuse of official powers. According to the Investigative Committee, in 2022, Verteletsky accepted unfulfilled work under a state contract and thus damaged more than 70 million rubles.

A source of Novo-Europe in the FSB said that the criminal activity of Verteletsky was associated with tenders for the "friendly" military leaders.

On May 23, the head of the Main Communications Department and the Deputy Head of the General Staff, Lieutenant General Vadim Shamarin, in the case of a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation). The Baza publication reports that, according to investigators, Shamarin received a bribe from the general director of the Perm Telephone TETTA in the amount of 36 million rubles from April 2016 to October 2023. Shamarin took money from the general director and chief accountant of the Perm telephone factory for increasing the volume of products supplied to the Ministry of Defense and general protection. The general director of the plant Alexander Vysokov and Glavbukh Elena Grishina were detained in the summer of 2023 in the fraud case.

Military expert Yuri Fedorov told Novy-Europe that Shamarin could regularly receive bribes for the distribution of orders for the development and production of various devices and technical equipment . It was conducted by the conclusion of state contracts that allow you to send large financial flows to the design organizations convenient for the general, research institutes and industrial enterprises.

On July 25, Moscow was detained by the head of the public legal company of the military-construction company (PPC VSK) Andrei Belkov , the media said with reference to sources. Journalists claimed that he was detained on suspicion of abuses with state defense systems. The publication "Kommersant" claimed that Belkov was supervised by Timur Ivanov.

According to RBC, 46-year-old Belkov, according to SPARK data, temporarily acted as the General Director of the PPC VSK from April 2021 to March 2022, and then led the company until October 2023. VSK is engaged in the construction of special, strategic and socially significant objects for the Ministry of Defense. Journalists stated that Belkov’s detention is related to his previous work in the Federal State Unitary Enterprise “The Main Military Construction Management (GVSU) for Special Objects”, which he led until 2021.

The case is connected with the theft of the Ministry of Defense in the framework of the state contract for 121 million rubles of August 9, 2019 on the supply, installation and commissioning of a tomograph as part of the reconstruction of the 9th medical and diagnostic center of the Ministry of Defense on Komsomolsky Prospekt in Moscow. The GVSU acted as a customer under a contract for the purchase of a tomograph. Belkov attracted his familiar Elena Lyakhovich and chief accountant of her company Viktor Bilko. Lyakhovich found the dealer of the largest German company, which, due to sanctions, left the Russian market a few years ago. The dealer was ready to put a tomograph for 114 million rubles, but due to sanctions he could not sell equipment directly. As a result, the contract was concluded with Lyakhovich, and its company received all 121 million rubles under the contract. The real value of the tomograph was 76 million rubles. The remaining funds were divided between the criminal group and the dealer.

On July 26, the former Deputy Minister of Defense, Army General Dmitry Bulgakov , was arrested. On August 1, the Ministry of Internal Affairs of the Russian Federation opened a criminal case of theft of 400 million rubles by the leadership of Voentorg JSC in the execution of state contracts for the needs of the Ministry of Defense. The department said that the head of the organization was detained. His name is not called, however, the Voentorg website states that Vladimir Pavlov is the general director of the company.

Investigators are convinced that the head of Voentorg with accomplices in 2019–2022 organized the conclusion of state contracts for the supply of “army uninfronts” in the amount of about 625 million rubles, and then sold them to the Ministry of Defense, “unreasonably increasing the price of goods by the amount of over 400 million rubles”. The report of the Ministry of Internal Affairs says that as a result of these actions of the Ministry of Defense and the budget of the Russian Federation "caused damage on an especially large scale."

Voentorg took place as a “laying” between the Ministry of Defense of the Russian Federation and the “Gryazinsky food plant” in the criminal case, in which General Dmitry Bulgakov was arrested. The investigation materials indicate that a contract was signed between the Ministry of Defense and Voentorg for the supply of individual diet diets. Voentorg, in turn, entered into an agreement with the “Gryazinsky food plant”. Later, the investigation established that the rations turned out to be poor -quality, and the cost of the products is overpriced.

On August 1, the media reported on the detention of the former head of the Building Department for the Central Military District of the military-building company Sergey Sukhov. Her work was supervised by the arrested former defense minister Ivanov.

At the end of July, employees of the Main Military Personal Administration of the Investigative Committee initiated the case of fraud on an especially large scale against Sergei Sukhov (part 4 of article 159 of the Criminal Code). The interlocutors of RBC reported that Sukhov was arrested.

The interlocutors of RBC said that several more employees of commercial organizations are also held in the case, who were affiliated with the military construction company and performed work for her as part of the state contract. Preliminary damage amounted to about 200 million rubles, the source said.

According to RBC, another former top manager of the military-building company, Sergey Gorsky, was involved in the investigation. In 2022, he held the position of head of the Department of Projects of the Department of VSK. He later became the general director of SK Patriot LLC, which was attended by the ex-head of the military-building company Andrei Belkov.

On August 5, it became known about the detention of the leadership of the Patriot Military Park. The official representative of the Investigative Committee of Russia, Svetlana Petrenko, said that the Main Military Directorate of the IC of Russia, with the operational support of the FSB of Russia, is investigated by a criminal case against officials of the Ministry of Defense of the Russian Federation, the Central Military-Park of Culture and Rest of the RF Armed Forces "Patriot" and the FGAU of the Patriot Congress and Exhibition Center on the grounds of crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale committed by a group of persons).

As part of the criminal case, the director of the Patriot park Vyacheslav Akhmedov was detained. At the request of the investigation, a measure of restraint in the form of detention was chosen by the court. The deputy head of the Main Directorate of Innovation Development of the Ministry of Defense of Russia, Major General Vladimir Shesterov , was also detained.

According to the investigation, these people, together with other defendants, are involved in the theft of budget funds allocated to ensure activity and the functioning of the Patriot Park and the congress and exhibition center. We can talk about theft of more than 40 million rubles. At home and at workplaces, the defendants were searches.

The struggle of the clans

— Ясно, что без коррупции вся система власти в стране существовать не может. И Министерство обороны — неотъемлемая часть этой системы, — заявил «Новой-Европа» политолог Станислав Белковский. — Ведь именно коррупция является важнейшим мотивом принятия важнейших экономических решений. На Министерство обороны выделяется всё больше денег из бюджета. Финансирование армии принимает фантасмагорические формы. Пытаясь решить проблему нехватки солдат на фронте, Путин вдвое повысил выплаты контрактникам. При этом он захотел, чтобы в военном ведомстве воровали меньше. Условно говоря, не 70 процентов, а 30. Именно поэтому произошла смена министра. Целью стало не искоренение коррупции, а попытка загнать ее в контролируемые рамки. Белоусов и есть тот самый «министр 30%». Даже независимые расследования, которые проводились в его отношении, показали, что он ограниченно коррумпирован. По условиям сегодняшней системы власти в России он честный. То есть ворует в определенных начальством рамках и проявляет несомненную лояльность.

— У сменившего Сергея Шойгу Андрея Белоусова нет своей многочисленной команды, которой он мог бы заменить всю бюрократическую структуру Министерства обороны, — рассказал «Новой-Европа» источник в военном ведомстве. — Недаром одним из его заместителей назначен младший сын бывшего премьера Михаила Фрадкова Павел. Белоусов лихорадочно ищет союзников. Шойгу, получив пост министра, привел своих людей с прежних мест работы — МЧС и администрации Подмосковья. Он попытался проглотить весь жирный коррупционный кусок один, расставив на многие «хлебные» должности в ведомстве доверенных подчиненных. Те создали разветвленную структуру освоения государственных средств, большая часть которых проходила по секретным статьям бюджета.

Главным бенефициаром всей этой пирамиды был сам Шойгу. Находясь в фаворе, он пиарился, устраивал танковые биатлоны, а параллельно разворовывал вооруженные силы.

Путин всё понимал, но был уверен, что армия действительно находится в боеспособном состоянии. Ход СВО показал, что это совсем не так.

Сейчас, по словам политолога Аббаса Галлямова, формируется клан Андрея Белоусова. Так же в Министерстве обороны было после того, как Анатолия Сердюкова сменил Сергей Шойгу. Он тоже довольно долго «оперялся». Однако за несколько лет его клан подрос, набрался сил и связей и начал выстраивать свои криминальные схемы. Белоусов, очевидно, действует умнее Шойгу, который пытался освоить все потоки самостоятельно. Ведь новый министр уже заявил о желании разделить коррупционный пирог с другими сильными мира сего. На новом месте нужны новые друзья. Так, заместителем Белоусова назначена Анна Цивилева, супруга главы Минэнерго Сергея Цивилева. А Цивилев — это партнер Геннадия Тимченко, старого друга главы государства и влиятельного члена «путинского политбюро».

Всеобщая лояльность

— В объявленной кампании по чистке Министерства обороны объединились интересы Андрея Белоусова, а также ФСБ и Следственного комитета, — рассказывает «Новой-Европа» Аббас Галлямов. — Недаром следователи и сотрудники спецслужб получают звездочки, премии и повышения за раскрытые дела. Для Белоусова сейчас сложилась ситуация, при которой чем громче будет скандал, тем лучше. Ведь пока выводят на чистую воду лиц, виновных в развале ведомства, с него самого спрос будет невелик. Путину же эта череда расследований уже не нужна. Они наносят удар по его имиджу. Многие люди видят в борьбе с коррупцией лишь войну кланов за влияние и денежные потоки. Однако глава страны уже не может остановить начавшийся процесс.

Наш источник в МО РФ убежден, что, по замыслу Белоусова и Путина, посадки в армии должны напугать мздоимцев и нечистых на руку генералов. Собеседник «Новой-Европа» в МО РФ утверждает, что своей цели эти меры достигли.

Многие военачальники, а особенно снабженцы, испугались и начали срочно рвать коррупционные схемы. Однако некоторые контракты заключены на долгое время и после проведения тендеров. Их нельзя просто перезаключить на новых «безоткатных» условиях.

В случае, когда взятки даются не живыми деньгами, а услугами, к примеру, в области строительства, как это было в случае Тимура Иванова, их обычно тоже не получается быстро остановить. Нарушение поставок, к которому может привести кризис управления, вызванный скачком борьбы с коррупцией, грозит новыми уголовными делами.

По мнению Станислава Белковского, вся проводимая в МО РФ чистка имеет и еще одну задачу: обеспечить всеобщую лояльность Кремлю. Вычищают всех тех генералов и чиновников, кто не проявил на прошлых этапах «операции Z» должной преданности руководству. Среди таких — генерал Иван Попов, посмевший спорить с начальником Генштаба и даже пытавшийся жаловаться на него Путину.

Коррупция — не проблема

Станислав Белковский рассказывает, что у Путина есть несколько страхов о дестабилизации государственной системы, сопряженных с его восприятием краха СССР. Путин очень не хочет повторить ошибки советских лидеров, а избежать сочетания трех факторов: свобода слова, максимально раздутый военный бюджет и крайняя милитаризация страны. Поэтому глава России не должен допустить значительного повышения военных затрат. Для того чтобы этого не произошло, необходимо контролировать уровень воровства.

Станислав Белковский ожидает новых арестов в структурах МО РФ. В логике работы репрессивной машины, которой поставлена задача очистить определенное ведомство, продолжать хватать всех, у кого нет очень солидной «крыши». А поскольку в этой системе воруют все, то под ударом оказывается полностью весь кадровый состав Министерства.

Силовики уверены, что нельзя затормозить уже ведущееся следствие. Источник «Новой-Европа» в ФСБ рассказывает, что в рамках уже расследуемых уголовных дел фигуранты дают показания на новых подозреваемых. Дела пересекаются между собой. Всё это растет как снежный ком.

— Трое обвиняемых — Юрий Кузнецов, Андрей Белков и Сергей Сухов — замыкались в своих криминальных цепочках на Тимура Иванова, — рассказывает наш собеседник из ФСБ. — А Владимир Вертелецкий и Владимир Павлов проходили по подведомственности Дмитрия Булгакова. Ясно, что оба арестованных в бытность заместителями министра не забывали и про интересы Шойгу, который их банально крышевал. Материалы на Тимура Иванова и Дмитрия Булгакова были собраны контрразведчиками несколько лет назад. Воровство достигло миллиардных размеров. Но Путин смотрел на эти проказы своих любимчиков-генералов сквозь пальцы. Вскоре можно ждать новых уголовных дел в сфере снабжения армии. В первую очередь под подозрением — сотрудники службы тыла и те, кто занимается строительством для МО . Проверки, к примеру, проходят на «новых территориях», ставших черной дырой для финансирования. Но и другие сектора министерства не забывают.

— Фактически Путин по примеру многих стран разделил Генштаб и Министерство обороны, оставив за последним гражданские, экономические и социальные функции, — замечает Станислав Белковский. — Среди новых заместителей Белоусова нет ни одного военного . Известно, что Путин назначает на ключевые посты лишь представителей кланов, с которыми он имеет дело долгие годы. Дети единомышленников Путина тоже входят в этот круг. В основании всей структуры находятся люди, которых Путин знает 20–30 лет.

Воров — на воров

— История последних десятилетий дает возможность утверждать с большой вероятностью, что одних воров поменяют на других , — заканчивает рассказ Аббас Галлямов. — Просто арестованные коррупционеры перестали по политическим или другим соображениям удовлетворять верховную власть. Их заменят теми, кто на данный момент руководству страны нравится больше. Ожидать, что перестанут воровать, не приходится. Нужно понимать, что у Путина нет никаких иллюзий относительно масштабов коррупции в армии. Он долгие годы не давал Следственному комитету РФ и ФСБ отмашки на реальную борьбу с этим явлением в Министерстве обороны. Сама по себе коррупция для Кремля не является проблемой. По поводу того же Тимура Иванова было много публикаций в прессе и расследований, подтверждающих его воровство. Проверка этих сведений автоматически должна была привести к возбуждению уголовного дела. Однако реальные шаги начались лишь после того, как было принято решение о снятии с должности министра Сергея Шойгу — прямого босса Тимура Иванова. Дюжину лет Шойгу хватало аппаратного веса, чтобы заступаться за своих подчиненных, завязанных в теневых схемах. И вот он оказался в опале, и многие его близкие товарищи погорели .

Аббас Галлямов уверен, что самому Сергею Шойгу не грозит уголовное преследование. Ясно, что его назначение главой Совбеза — это почетная синекура. Совбез при Шойгу, судя по всему, будет совсем не тем, чем он был при Николае Патрушеве. Но самого бывшего министра, водившего близкую дружбу с Путиным, не тронут.

— Для Сергея Шойгу и его родственников, на мой взгляд, угрозы уголовного преследования нет, — говорит Станислав Белковский. — Шойгу — очень важный человек для этой системы. Он способствовал приходу Путина к власти еще в конце 90-х годов прошлого века. И дружил с Путиным много лет. Шойгу уже получил максимальную меру наказания — освобождение от хлебной должности министра обороны и назначение на не сопряженный с серьезными финансовыми потоками пост главы Совета Безопасности.

Его подозревают в получении взятки в сумме 4 млн рублей в 2017 году, сообщила официальный представитель Следственного комитета РФ (СКР) Светлана Петренко.

«Установлено, что полковник запаса Демчик до апреля 2018 года занимал должность начальника вещевого управления Минобороны России, — рассказала Петренко. — Весной 2017 года генеральный директор одной из коммерческих организаций, желая заручиться покровительством Демчика при решении вопросов о привлечении указанной коммерческой организации к исполнению государственных контрактов на поставку различного вещевого имущества для нужд Вооруженных сил Российской Федерации, передал последнему взятку в размере 4 млн рублей… Изучив изъятые документы, следователи установили, что в 2017-2018 годах организация, которую представлял взяткодатель, была привлечена в качестве соисполнителя по государственным контрактам на поставку различного вещевого имущества для нужд Вооруженных сил РФ. В указанный период с ней было заключено в общей сложности 26 договоров на общую сумму более 574 млн рублей».

По словам Петренко, 35-й гарнизонный военный суд удовлетворил ходатайство главного военного следственного управления СК России о заключении под стражу Демчика.
