This is a schedule for the famous St. Petersburg Baras-Elector Vogel in recent months: 80 days of forced downtime due to suspension of activity by court decision, 12 minutes of work and again 90 days under the castle. Prior to this, the work of the "Vogel" was interrupted three times, the previous time - May 8. Then, after the visit of security forces and regulatory authorities, the court sealed the bar for 80 days. On the evening of July 26, on the day of the renewal of the institution, the St. Petersburg law enforcement officers again appeared there - before their visit, Vogel managed to work only 12 minutes.
Now the owners of the bar on the Fontanka embankment are again found guilty of Antisanitaria ( Article 6.6 of the Code of Administrative Offenses of the Russian Federation-“Violation of the sanitary and epidemiological requirements for the organization of the population of the population” ) and punished with a new prohibition of work within 90 days.
Place for those "who withstand freedom of speech"
Easy and just “Vogel” never lived. The project was implemented three years ago by a company of people close by the interests of people who periodically gathered to discuss history, philosophy, politics ... Before that, one of the favorite places of such meetings was the BAKALAVERATA BAR, whose business and social networks, then moved to the creators of Fogel, which was closed in 2021.
Initially, it was located on Suvorovsky Prospekt, in the profitable house of V.F. Vogel (his last name and served as the name). The founders and ideological inspirers of the project were entrepreneur Ivan Bikeev, human rights activist, city -defender Yuri Bagrov and the former regional coordinator of Vesna* Valentin Khoroshenin, accused of “organizing an extremist community and rehabilitation of Nazism”.
“Since we initially got a company of people with various, not always similar beliefs, there was total pluralism in our party,” says Ivan Bikeev, general director of Vogel, “and therefore we wanted to open a place where a person who adheres to any views can come, drink and talk with a person who has a diametrically opposite point of view. For example, some convinced sexist can debate with a feminist, well, or the Communist can polemnize with the monarchist. We did not have a hard filter. Everyone who withstand freedom of speech came, because it is not always pleasant when your point of view can smash to fluff, not everyone is able to digest it.
Fogel began with lectures, then debates, film clubs, poetic evenings, stand -ups spun. At the start, the founders called teachers from universities or competent acquaintances who could speak on a particular topic.
There were many enthusiasts who were tired of academism, supported the idea of educational events in an informal setting and wanted to get a new experience in interaction with the audience. Soon, the regulars of the bar proposed new formats: for example, lovers of political science from St. Petersburg State University decided to conduct seminars on political topics.
- Thanks to our concept, we have become a place of attraction, a place of power. But when they talk about “Vogel” as a place for lovers of politics, they do not cover the entire range of our activities and views, ”Bikeev explains. - The lion's share of the current audience of the bar is people who accidentally came from the street, or those who came from the speaker of the lecturer, and then plunged into the context and concept of the institution.
And cut a hole in the wall
The first check came to Vogel at the end of October 2021. During the evening of letters to the political prisoner, Paul Krisevich (the artist received 5 years in a colony per share on Red Square), employees of Rospotrebnadzor, accompanied by security forces, came to the bar. The formal cause of the visit was a violation of covid restrictions on mass meetings. However, the number of visitors that evening did not go beyond the limit of 25 people. Nevertheless, the bar was sealed for a week for violation of sanitary standards.
- One of the claims was presented regarding the presence of a sanitary agent in a sanitizer. One of the results of the audit was the conflict with the lessor, due to which Vogel moved to his current premises on the Fontanka embankment.
In November 2022 - a new check of Rospotrebnadzor. There is a resolution on the restrictions on business checks that allows a control event only if the business puses the country's defense capacity and state security, the threat of natural and (or) technogenic emergency situations, a threat of life or a threat of serious harm to health.
Most often, the last point is the cause of the inspection.
The visitor makes an order, takes the check and after some time, usually less than an hour, calls an ambulance. He reports to the doctors that he had lunch at the institution, after which his stomach fell ill.
By sending a person to the infectious department, ambulance doctors indicate where and with what complaints he addressed. The ambulance do not diagnose as an expert opinion, but as an alleged reason for choosing treatment tactics. Typically, in hospitalization, patients are refused for patients, and in their analyzes submitted to the court are not found deviations and pathologies, but they receive a certificate, on the basis of which they can write a complaint to Rospotrebnadzor.
Rospotrebnadzor accepts a complaint, sends an idea to the prosecutor’s office, and she approves of an unscheduled audit. The business does not have the opportunity to appeal this decision. Among the requirements of the production control program, both reasonable requirements and seriously controlled or technically impossible due to the layout of the room.
“For example,” Bikeev explains, “we have one entrance to the stack area, and there should be two of them by SanPin, because it is a violation of the splashness of dirty and clean dishes. The logic is such that dirty and pure dishes should not intersect, but it cannot, since at the same time bringing dirty dishes and taking a clean one bartender in the shift is physically unable. To make two entrances, we need to cut a hole in the wall, and these are a historical loading walls and building, that is, at once two million can be laid out for a fine.
There is also a requirement that there should not be damage to the surfaces in the production area so that dirt does not clog in cracks and chips. The subject of special attention of the overseers regularly becomes one drywall tile, slightly shifted to the side. Despite the fact that this tile is in the office of the office, it supposedly violates the integrity of the entire room.
In addition to the fact that representatives of Rospotrebnadzor draw up the inspection protocol, they take flushes and samples that need to be taken in a cooler bag and given to the laboratory for an hour. Baybulatov lawyer notes that during the November audit, it was necessary to wait for the audience to take the finished dish within two hours. A crowd of policemen walked through the production room, specialists packed samples without gloves and placed them not in a cooler bag, but in a thermamut.
Nevertheless, the court and for the second time suspended the work of the bar for 60 days. The decision was appealed to the appeal, but to no avail.
Subsequently, Rospotrebnadzor filed a decision on Ivan Bikeev himself, and he was charged with a fine as an official for not complying with regulations and does not control them.
"Now there is fun"
In January of this year, on the eve of the presidential election, Vogel provided his site to collect signatures in support of presidential candidate Boris Nadezhdin, here the politician held meetings with his supporters. Here, Presidential candidate Ekaterina Duntsov ** met with Petersburgers. Prior to this, the bar supported the municipal campaigns of self -nominated, who acts as opponents of the current government in St. Petersburg.
“I will not say that we would have supported them all now, because we basically associate that we began to try to squint at us, just with the future municipal and governor's elections,” Bikeev explains. -The logic is this: since we supported Nadezhdin, since we had supported some candidates not only in the presidential, but also in the municipal elections before, we can become a meeting place for people who are engaged in opposition activities. On May 8, specialists of Rospotrebnadzor, Rosalkolreguliegovation, the Migration Service and the Center “E” came to the bar.
“Before Fogel, I did not know who the Ashniki are and how they look,” Ivan Bikeev grins.
The reason for the visit of the security forces was the possible poisoning of the guest, although there were no victims in the case. The court simply presented a certificate that a certain applicant turned to an ambulance, since "he believes that he was poisoned."
Half an hour before the publication of information about the temporary suspension of activities in the Telegram channel of Vogel, the social activist Timur Bulatov, who complained about the institution in 2022, handed over the “fiery greetings” of the bar and noted that “now it’s fun”.
On May 8, the check turned into the closing of the bar for 80 days.
According to the lawyer Baibulatov, the judge carefully studied the evidence, listened to the side of the defense - and nevertheless charged the barar more violations than Rospotrebnadzor discovered.
On the evening of July 26, on Friday, a party was arranged in the bar in honor of the opening after the expiration of the suspension period. Uninvited guests came to the holiday. After exactly 12 minutes of work of Vogel, representatives of the supervisory authorities appeared in the doorway. The samples were not taken, but they were charged with “malice” for repeated violations and “closed” the bar for 90 days.
