Andrei Ilnitsky began his political career in 2003 in Mikhail Khodorkovsky's Open Russia. There he oversaw the School of Public Policy, within which he traveled to the regions and met with promising activists and entrepreneurs who wanted to learn political technologies. At that time, the political strategist criticized “state bureaucracy” and the “corrupt way of governing the country,” but for the most part publicly approved Putin’s initiatives. When Khodorkovsky and Platon Lebedev were sentenced in the Yukos case in 2006, Ilnitsky went to United Russia.

In 2007, when Ilnitsky was working on the party’s slogans for the State Duma elections, he became close to the head of the party’s central executive committee, Andrei Vorobyov. At Ilnitsky’s suggestion, the minister spoke about the “information confrontation with the West” and the role of the Ministry of Defense in it. In particular, it was he who began to accuse the West of starting a “mental war” with Russia. He also used such names as “hybrid war”, “virtual war” and “social war”.

According to an acquaintance of Ilnitsky, Meduza writes, the political strategist created a complex world of concepts of “mental war and Antichrist technologies” for the sake of political gain, but then he sincerely believed in it.
