In the last message to the Federal Assembly, Vladimir Putin promised that “Veterans“ Svo ”would become a new Russian elite and replace those who have yet discredited this concept, and,“ without any merits to society, considers themselves some kind of caste with special rights and privileges. ”
With the presentation of Putin, many parties before autumn elections reported on how the military who returned from Ukraine (the participation of candidates “related to their own” was promoted at least “United Russia”, the Communist Party, the LDPR and “Fair Russia”). Nevertheless, the number of such candidates, even according to official statements of parties, amounted to less than one percent of the total. And elected posts received even less, and almost exclusively through the party of the old Putin elite.
The new newspaper Europe analyzed the results that in the past elections showed candidates with the military past. Of all the registered ones, we chose those who indicated the military units, other units of the Ministry of Defense or the Russian Guard, or indicated the “soldier” with his position. Already from these candidates, we focused on large federal, regional and city campaigns, in which 83 people participated.
People who are under sanctions or are suspected of committing war crimes were in local authorities. For example, the party list of United Russia in the Electoral City Council was headed by military Andrei Frollenkov. In December 2023, he fell under the sanctions of the European Union for participating in the seizure of the territory of the Chernobyl nuclear power plant.

Evgeny Chintsov received a place in the city Duma of Nizhny Novgorod. According to the Main Directorate of Intelligence (GUR) of Ukraine, he was the commander of the 96th separate reconnaissance brigade, which participated in the occupation of the Kiev region at the beginning of the full-scale invasion of Russia to Ukraine, and may be responsible for the military crimes of the Russian Federation for numerous certificates, under Kiev the Russian military massively killed and raped civilians. In December 2022, the UN issued a special report in which she unequivocally assigned responsibility for these acts on the Russian military.

Chintsov participated in the program “The Time of Heroes”, invented by Vladimir Putin specifically as a career elevator for military personnel. So, he underwent an internship in the government of Nizhny Novgorod under the leadership of his head Gleb Nikitin. The vast majority of those who eventually got into federal or regional authorities were advanced from United Russia. At the same time, all parliamentary parties had their own candidates.
For example, candidates from the “Svo” zone from the Communist Party, LDPR and United Russia were running for elections to the city council of Ulan-Ude, but only the latter received a place in the City Council. Such a result caused a strong indignation of local Z-activists. “A bunch of residents of Ulan-Ude, who came to the polling stations, did not choose the deputy of the City Council of the hero of Sv, the defender of the interests of Russia Roman Sakanov. But she chose a dad who would take care of the well-being of her daughter, who adopted the citizenship of an enemy country, ”the authors of the Mountain Buryatia telegram channel are outraged. A candidate from the Communist Party in a single -mandate district was won by an opponent from United Russia, a local businessman Alexander Mantatov.
A similar situation can be observed in almost all areas: not a single single -mandate with a military background won in the elections if it was not running from United Russia. The number of candidates who went on party lists, without representing the party in power, can be counted on the fingers of one hand.
Units passed from other parties to regional parliaments. Among them there is a candidate from Fair Russia, who managed to directly defend his thesis on the forefront. Through the near -election to the Ulyanovsk City Duma, a military man Alexander Bochkarev hit. Before that, he participated in the war, where he was the commander of the named battalion "Sviyaga".

At least one more “veteran of the“ one ”fell into the State Council of the Republic of Tatarstan from Fair Russia: Rushan Mingazov said that in 2023 he formed a battalion of 200 volunteers and went to the front line with them. From there, on the video, he defended the master's dissertation on jurisprudence, returned and now plans the work of the regional branch of the party.
Most of the "veterans" of the "of" were elected in the Republic of Tuva. The new newspaper Europe counted 11 candidates with the military past who claimed from different parties to the place in the Supreme Hural of the Republic. As a result, only candidates of United Russia went to parliament - there were seven of them. One of them, 34-year-old Aydin-Mong Ondar, is a former Wagnerian. He appears in the Ukrainian base "Peacemaker", where he is accused of "destroying Bakhmut and the murder of Ukrainian citizens." By the way, many of the candidates for Khural fell into the war during mobilization.

Several parties put forward the military with a criminal record. None of them, according to preliminary data, did not get to the elected position. So, Alexander Kombarov, nominated by United Russia in the Crimea, had a criminal record under an article on abuse of authority (part 1 of article 285). This criminal record was removed only on April 1, 2022, and it is not known whether this happened due to the fact that Kombarov went to war.
Another candidate Eduard Kovtunov was convicted of the illegal acquisition, transfer, sale, storage, transportation or weapons of weapons in Crimea, but repaid a criminal record in 2004. After the outbreak of war, he also went to the front. Both candidates - both Kombarov and Kovtunov - were nominated on the party list and may not fall into the authorities, because they are in 34 and 59 places in the list.
There are still no election results in Kalmykia, but a candidate from United Russia with a criminal record may well become a deputy of the Elistinsky city assembly: his party won the region, and he takes third place in the party list. Nikolai Chumudov has a repaid criminal record for violating the statutory relations between military personnel. Since 2023, he serves as an operator of unmanned aerial vehicles. “My motto in life:“ We don’t throw our own, ”he says in self -presentation on the party’s website.
