The Ministry of Transport of the Russian Federation proposed to register all electric scooters - to “ensure the inevitability of punishment” for violation of the rules of the road

The Ministry of Transport of the Russian Federation submitted a bill that will oblige to register electric scapers, Sigwees and other “personal mobility tools” (SI). The document is posted on the portal of regulatory legal acts.

It is assumed that from September 1, 2026, electricity scooters and other Sim will need to be registered in a special register within ten days from the date of purchase, and then get an analogue of the car license plate and the “accounting mark” to register travel.

Before starting the movement, users of electric scooters will have to log in to the “Regional Information System of Turgitical Funds” using an account on the public services portal.

The Ministry of Transport said that the changes are aimed at "ensuring the inevitability of punishment for violation of traffic rules, reducing the number of violations and increasing road safety."

• In 2023, “Fair Russia” introduced a similar bill, which intended the assignment to all scooters of registration numbers. The government did not support the document, indicating that the document does not provide for the identification of the person who is driving at a particular moment - despite the fact that this can be not only the owner of the scooter.
