Today's meeting of the Russian Security Council on nuclear deterrence met alarming expectations. Vladimir Putin announced changes to one of the two documents defining the conditions and threshold for the use of nuclear weapons. The first is a military doctrine that has not been updated for a long time, which still states “preventing a nuclear military conflict.” The second, which the president spoke about, is the Fundamentals of State Policy in the Field of Nuclear Deterrence.
