This is 25.5% more than in 2024, when 24.6 billion rubles were allocated for the work of the president and administration. At the same time, at the end of last year, when parliament adopted the budget for the current year, it was planned that in 2025 spending on Putin and the Presidential Administration would increase by only 0.02%.
This increase in expenses for maintaining the president is not comparable with the growth of the state budget itself - it is expected that in 2025 it will grow by 10.67% - to 28 trillion 386 billion rubles.

In addition, the increase in spending on Putin and the Presidential Administration in 2025 could be five times faster than predicted inflation: in early September, analysts surveyed by the Bank of Russia expected that inflation next year would be about 4.8%.
