The main seaside communist moved into an elite apartment. The prosecutor's office demands the confiscation of the deputy's housing in the most prestigious residential complex in Vladivostok

In 2021, the first secretary of the Primorsky regional committee of the Communist Party of the Russian Federation and deputy chairman of the regional Legislative Assembly, Anatoly Dolgachev, acquired an apartment in one of the most expensive skyscrapers in Vladivostok - the Aquamarine residential complex. For a four-room apartment of 114.2 sq. m (8th floor, sea view, excellent renovation, expensive and rich) Dolgachev spent only 15 million 170 rubles: a little less than 10 million of them were his own funds, and 5 were borrowed, a mortgage from VTB Bank for 10 years . By the standards of the Far Eastern capital, this price for such real estate in an elite new building in the very center of the city is mere pennies. The prosecutor's office noticed the discrepancy between the official income of the deputy and the luxury purchase and went to the Frunzensky District Court in order to take away the apartment from Dolgachev and turn it into the property of the Russian Federation. According to Novaya, it was even sealed by the bailiffs, although the papers were torn off.

Where do the square meters come from?

The bourgeois-communist apartment actually became known back in 2022 after the publication of parliamentary declarations, alas, the last at the moment. A funny coincidence: the Aquamarine residential complex was built by JV Stroitel LLC, 82.69% of the share in which belongs to Seyran Oganesyan (another 17.31 to Harutyun Oganesyan), who has a son Artavazd Oganesyan, who entered the Legislative Assembly in 2021 from second place in the lists of the Communist Party of the Russian Federation.

To make it even clearer, even Artem Samsonov, the locomotive of the party, largely thanks to whom the Communists triumphantly won those elections, was third. And the young deputy Oganesyan, who in 2016 was also included in the general part of the list (there were rumors about the amount of the deal at that time), and the last convocation remained silent in the public space - and now “for special services to the party” he was nominated again.

In general, of course, there is nothing new or surprising in the practice of electing “wallets” according to party lists in Russia, and in the world. The party needs to live on something, produce propaganda materials and elect other deputies (with the latter, by the way, the Primorye communists have had big problems since 2022). But there are minimal questions if the money goes to the party treasury, and a lot if someone suddenly has expensive real estate at a huge discount.

And the discount is truly colossal (for some reason the prosecutor’s office did not raise any questions about this fact). Such apartments are now sold without renovation, with concrete floors and walls, for 30 million.

But even 15 million is more than Anatoly Dolgachev’s total declared income for the three years preceding the deal

(almost 8.6 million; in 2015–2017 he earned even less - 6.65 million). On this occasion, a special commission of the Legislative Assembly issued a warning to Dolgachev.

Where, then, does the money come from?

Strictly speaking, the prosecutor’s office’s claim was initially framed in such a way that the defendant’s side simply needs to prove that he could have gotten 15 million rubles from somewhere. And this is not the most difficult process.

A witness on the defendant’s side, mother Natalya Dolgacheva, said that until 2021, her son lived with her, and they, very communist-style, ran a joint household.

“Whatever he earned, he gave it all to me.” That is, we are together... I bought groceries and fed him. Well, naturally, I didn’t dress him - he dressed himself there,” explained Natalya Vasilievna. - He has no family. So I wanted him to create it, so that he could leave us quickly. He was not married. And I really want this!

In 2021, Natalya Dolgacheva sold two hotels left to her from her parents (1.65 million and 2.9 million rubles). She gave about 4.5 million to Anatoly.

- With the goal that he acquires real estate for himself! So that he can finally move away from me! - she explains.

In addition, there were personal savings - about 5.5 million rubles, Dolgachev spoke about this in previous meetings. He also borrowed money from his friend Sergei Tsarulitsa - 6.5 million (he repaid the debt in February 2022). But the acquaintance died two years ago and will no longer be able to answer the court, is it really true that a tax agent with a total income of 172.4 thousand rubles could have just loaned his acquaintance 6.5 million?

Well, let's say that's how it all happened. But why it is necessary to start an independent life in an apartment of 114 square meters in the most expensive skyscraper in Vladivostok, history is silent. In the end, there is definitely housing in the city with excellent views of Peter the Great Bay, but a little cheaper, so that the purchase does not constrain your mother’s funds.

And the numbers stopped beating

Just at the fact that the main communist is nesting in the most bourgeois lair, all the political circles of the region laugh. And then suddenly at the court hearing the prosecutor announced that Dolgachev’s brother, yesterday’s student Vasily, also had an apartment in this residential complex. He recently graduated from university and does not officially work anywhere yet. Mom said that he rents an apartment. But the plaintiff has a different opinion. Prosecutor Maxim Popov began from afar - with the question of whether Dolgachev Jr. received a scholarship while studying at the university?

- I can explain. Since they were running a joint household, it is possible that the costs of purchasing apartments were slightly higher than stated. Not only Anatoly Nikolaevich Dolgachev is the owner of the apartment at the address: st. Arsenyeva, 2A. But Vasily Nikolaevich Dolgachev is also the owner of the apartment. Two apartments - each brother has one.

If the appearance of the first “communist apartment” can somehow be explained, then by the second the numbers had completely stopped beating. And even the sincere emotions of the mother, who claimed that she had never heard of the second apartment, in the light of the official data of Rosreestr seem rather unconvincing.

And if you also understand that the figures in the “fat” for luxury housing differ from the figures in receipts for three rubles in a Khrushchev, it turns out strange. After all, according to the mother, the main Primorsky communist “barely makes ends meet” and does not help his brother and mother financially.

True, Vasily Dolgachev’s real estate does not appear in the lawsuit in any way and the prosecutor’s office initially did not have any questions about it, so this point did not become an argument for the court.

Veteran of the Revolution

But that’s not all. The threat to the main coastal communist came from an unexpected source. That is, from space.

— Anatoly Nikolaevich Dolgachev owns a plot of land on which a house is being built. We requested information from Russian Space Systems JSC about the provision of satellite images for various periods over several years. “In order to assess how this object was built, in what time frame, and whether Anatoly Nikolaevich incurred additional costs for the construction of the house,” the prosecutor said.

Fun fact: the house is being built on a plot that Anatoly Nikolaevich purchased in 2018 for 1.5 million in the Sugar Key area in a gardening partnership with the telling name “Veteran of the Revolution.” In addition, in 2019 he bought an apartment on Partizansky Avenue, 12, also almost in the center, for 6.7 million - and in 2022 he sold it and just repaid the debt to his friend (but still lived with his mother).

It is worth noting here that there are questions about this purchase, because in December 2018 there were repeat elections for the governor of Primorye, in which the Communist Party of the Russian Federation suddenly “decided” not to nominate anyone under a completely ridiculous pretext. Although, remembering the scandal with the actual victory of the Communist candidate in the elections in September and the cancellation of their results, victory in December was, one might consider, in his pocket.

Neither this “ordinary” apartment on Partizansky Prospekt nor the plot of land were included in the expenses in the declaration, since expenses did not exceed income.

Just to understand - the communist not only saved money and did not spend it on anything. Still, he bought something.

But no matter how strange all this may look, a court is a court, and what is being examined in it is not the moral character. Dolgachev's representative, lawyer Igor Melnik, recalled: the claim was brought against very specific real estate. To foreclose on an apartment at the address: st. Arsenyeva, 2A. So there should be no talk about other apartments, houses, money, plots of land.

“The information, satellite images of some mythical land plot that the prosecutor is telling us about today are not related to the subject of this lawsuit,” Melnik noted. — The land plot was acquired by Dolgachev in 2018 for the amount of 1.5 million rubles. This amount does not exceed his three years' income, so this area is not subject to control at all. And even if it were subject to it, it would be for the previous three-year period. We believe that the prosecutor's request for satellite images has nothing to do with the case materials.

The next hearing in the case of the bourgeois-communist apartment will take place on October 10. Then the court will nevertheless study photographs from space, and the parties will move on to debate.
