Barnaul: The authorities allowed to kill homeless dogs

The Legislative Assembly of the Altai Territory adopted in the final reading a law that allows you to kill homeless animals after catching. It is planned to expose euthanasia to animals with diseases or showing "unmotivated" aggression, Kommersant reports .

The author of the United Russia law, Sergei Serov, said that the method of sterilization and return of dogs to Wednesday turned out to be ineffective. According to him, over the past 4 years, the authorities spent 114 million rubles on capture 10 thousand animals.

Against the law, 10 deputies out of 55 deputies attended at the session voted, one deputy abstained. According to the deputy Evgenia Borovikova from "Fair Russia", the law will lead to "total and without analysis of the death of animals."

The law also provides for an increase in to 5 thousand rubles of fines for the lack of registration of pets.

• In July 2023, the regions received the right to independently decide what to do with homeless animals from the federal center: to continue to implement the federal OSVV program (capture - sterilization - vaccination - return) or approve their methods. This happened against the backdrop of the regular calls of the regional authorities, in particular Siberia and the Far East, to allow shooting or euthanizing homeless dogs.

• A number of regions adopted a law on euthanasia of homeless animals, but after the protest of the Constitutional Court, the parliament of Buryatia changed the law on dog euthanasan and allowed them to kill only in exceptional cases. According to new amendments, it will be possible to kill dogs only in the case of an attack on a person, illness or "unmotivated aggression and the cessation of unbearable physical suffering of a dog." After the decision of the Constitutional Court of Russia, similar changes to the law prohibiting for no reason to kill dogs were adopted on Kolyma.
