But on the southeastern coast of the United States, two hurricanes collapsed with an interval of ten days, they are called the most destructive in a hundred years. Dozens of people in North Carolin and Florida died, hundreds were missing, millions of households for three days were left without electricity, total property damage is estimated at $ 100 billion. Hurricances hit, as purpose, in the most re -republican districts of the country. A month before the presidential election, the electorate of Donald Trump has to think not about how Make America Great AGain, but about the restoration of his own property. Representatives of Trump immediately accused the administration of President Biden of these troubles: the Democrats reacted incorrectly to natural disaster, poorly fought with the consequences, and in general the hurricane themselves to the country and healed. How the element will affect the vote on November 5-says the-American political scientist Jan Veselov.

The material was prepared specifically for the publication "Wind" . Novye Europe publishes him with the permission of his colleagues.
- In the USA, the alleged killer was again detained, who seemed to want to kill Donald Trump. This time in California. This is the second prevented attempt, but actually, the third. Is Trump too often become an object of attempts? How does this affect his rating?
- It is difficult to say exactly how this affects the rating. In the first case, in Pennsylvania, the news was quite bright.
- And the picture is beautiful.
-This, perhaps, added Trump about 1-2% to the rating, but it is difficult to say here, because the Republican Party congress was following, and he traditionally gives a small increase in the rating, after all, it is three days when the party in Prime-Time presents its picture of the future and position on basic issues. It is difficult to separate precisely the factor of attempt from the congress factor.
The second attempt, in Florida, did not give any exhaust at all, besides, it was prevented. And from the point of view of PR, of course, it was not so loud.
The third attempt, in California, and the attempt is difficult to name. As far as I understand, the detainee himself claims that he is the Republican and the hot supporter of Donald Trump, he simply did not know that the laws on the transportation of firearms in California differed from the laws of Nevada, where he came from.
But even if all these details are taken out of brackets, it seems to me that for many voters these attempts are not such an important factor, many voters have already decided.
- After the third time I really want to say that this is PR, that Trump himself came up with this. Can such stories harm Trump?
-Such accusations are quite difficult to take seriously, they can only mobilize some supporters of Trump. Those for whom this fits in one picture: here, our president first stole the elections, then they wanted to put him, and now the last attempt to remove him from the elections is to kill him.

- Trump himself compared himself to Alexei Navalny.
-He himself compared, but I would draw your attention to the fact that the Republicans use quite little these attempts in their agitation. In the videos, they do not say that they want to kill their president. And Trump himself, after the first attempt, said: now, they say, now I will tell you everything once, so that he can’t return further to this topic.
The identities of people who are detained on suspicion of attempts in some extent interfere with PR to use this in PR. If these were hot and devoted supporters of the Democratic Party, one could talk on this topic. But the first person who tried to kill Trump had no political views at all, they could not find anything at him. The second himself initially voted for Trump, then only disappointed in him. Therefore, all this is not very convenient for agitation. Perhaps this is one of the factors why Republicans prefer to keep quiet about it.
- The third detainee also says that he is a Republican.
- And that in his thoughts he did not have to encroach on Trump, he just had a weapon in a car, he was found, searching for a car. Some media have already written that he had a fake certificate of accreditation as a journalist. He himself says that he had a VIP pass donated by the Republican Party. Perhaps he was accepted for fake accreditation. It is unlikely that this can affect Trump's rating.
- Is it possible to call the “October surprise” in the presidential campaign of Hurricane Helen and Milton?
-I think not, they are unlikely to have some strong impact on the vote. In North Carolin, where Helen walked through the western part of the state - more mountainous, more rural and generally more conservative, they can affect the turnout.
People are more engaged in the elimination of the consequences of a hurricane, they are trying to somehow settle down, and perhaps some of them will not be up to voting.
Given all the same, that North Carolina is one of the oscillating states, this role can play. In the remaining states - hardly. In Florida, according to which Hurricane Milton was walking, he is unlikely to affect something greatly, it seems to me that everyone resigned to the fact that Florida became more to the republican state, and not hesitating, which she was, say, in the 2008 elections.
- According to Florida, Hurricane Helen was relatively calm, there was one dead in this state. [In addition], three days without light, flooded cars and other material damage. And Milton still took away the lives of 16 people.
- It was expected that the hurricane would be even more destructive, that he can become one of the most destructive in the history of the state. Florida was lucky because the hurricane was weakened by the moment when he reached its coast, the damage is small compared to what could happen.
- Nevertheless, the damage is estimated at $ 100 billion, there, too, people have to restore property. If this affects the turnout in such obviously republican states, and not in the hesitation, does this mean that it is the Republicans who will become fewer voters?
- Theoretically, this is possible. But there is its own specificity - in what way supporters of different parties vote. Supporters of democrats often vote by mail and in advance, and Republicans more often prefer voting day. In North Carolin, local authorities adopted a law that simplified the procedure for early and mail, so that people still had the opportunity to vote, even if they could not get to the polling stations. Because some polling stations were badly damaged by floods. Here the question, of course, is how republican voters will be ready to use this to vote. But purely theoretically, the Republicans can be lower in North Carolin, and, possibly, partly in Florida.

- In the United States, the president is not called directly, but electors from the States. Given this method of determining the result, how will the turnout that decreased in one of the parties affect it?
- If we talk about Florida, I do not think that it will be very affected. Still, there, according to polls, Trump is ahead of Harris on average by five percent.
- This is a lot when the candidates go so nostrils to the nostril.
- This is a lot. Especially considering that Florida is a rather large state in the population. A 5% gap between Harris and Trump in Nevada and Florida is a different number of voters, in one state we will talk about several tens of thousands of voters, in the other - about hundreds.
- But the decision is made not by the voters themselves, but by the electors. And ultimately, "The winner receives everything." What role does the turnout play in such a situation?
- After all, ordinary voters vote for the electors, so in Florida, even if the Republicans will have a lower turnout, this will not have a serious influence.
In recent years, we have seen that the registration of democrats has fallen very much, the Republicans went around them and continue to lead them. Therefore, it is unlikely that this will be greatly affected by the presidential race. Most likely, in the elections to the Senate too.
In North Carolin, this can have some kind of influence, because the state is smaller, plus this state is hesitation. In 2020, the difference between Joe Biden and Donald Trump was less than a percent. Therefore, the fall of the turnout among the Republicans plus mobilization of Democrats-purely theoretically, this may affect the result. But for sure we do not know this.
- How do candidates use a hurricane in their campaigns? Republicans, for example, almost accused Harris of that it was a hurricane because of her.
- Yes, there was such a policy of weather phenomena at the federal level from Trump and some other Republicans. Moreover, this is - reaching the theory of the conspiracy. That is, Trump says that the Biden administration, including Harris, does not help the republican states, does not help the republican regions in these states, that they are biased, that all the money of the Federal Emergency Situations Agency (FEMA) is allegedly stolen or spent on illegal migrants.
- And they really spent on migrants?
- These are two different Fema programs. That is, the agency has a program with the allocation of money to provide housing conditions for migrants, but this is a separate fund, not related to the one from which money is allocated to the victims of emergency situations.
In addition, such an ardent supporter of Trump in these elections as Elon Musk actively distributed statements that Fema allegedly blocks assistance to people, that the flooded areas allegedly took the blockade, that they were not allowed volunteers, they take humanitarian people from people, and remove property.

“But this is a frank lie!”
-Yes, and the apogee of all this is a statement that the Democrats somehow control the weather, they sent a hurricane on the republican states less than a month before the election. Say, the democrats themselves have already voted, and now with the help of hurricanes they want to interfere with the Republicans.
“Does someone take it seriously?”
- I think that in public who are looking for news on social networks, this may affect. And from studies, we know that in recent years, the consumption of news from the Republicans has shifted very much in favor of social networks. Not mainstream media, even if conservatives like Fox News, namely in the direction of Twitter, Facebook and other networks.
- Who are these statements for - for the republican electorate or on a democratic one?
- Most likely, this is designed for Republicans.
- If we are talking about the injured republican states, then they see there to what extent all this is a lie?
- On the one hand, it is not necessary to influence people living in Florida or North Carolina. You can in the same way to influence people living in Nevada, Arizona, Pennsylvania and Michigan.
On the other hand, we saw a story with immigrants from Haiti, which, according to Trump, eat dogs and cats. This is refuted not only by conditionally mainstream media, which can be stated that they are enemies of the people and in general Fake News, not only democrats. The republicans themselves refute the accusations related to the hurricane. The authorities of Tennessi, Florida, South Carolina, Georgia alone say to others: the White House helps us, they allocate all the necessary assistance there, do not believe fakes. Republicans at the level of individual small cities in North Carolin ask: do not scare, this has a negative impact.
People are afraid to ask for help from the federal government, because the conditional Trump said that they would be given no more than $ 750, and even then as a loan. In fact, residents can receive up to 40 thousand dollars, but due to false information they can refuse to ask for help.
Apart from the directly victims, who are already quite cynical in the campaign, it seems to me that such false messages are mainly aimed at not very politicized people who do not follow the news and cannot immerse themselves in the context. They do not know that there are allegations, but there are their refutations. They see some news that shocking them and believe. Potentially, this may affect some voters.
- At the same time, there is a reality in which most of the American society lives. People know very well what insurance is. In Florida, for example, not only FEMA offers help, people there immediately began to apply for insurance payments, the townspeople of insurance companies rushed for all households, took the flooded cars. Many people are already receiving payments, someone managed to buy new cars instead of drowning. Is there really a lot of those who believe in all these linden news in the USA?
- With a hurricane, Helen was that in the territories where he walked and caused strong destruction, many households were not insured in case of floods. Therefore, now, of course, there will be a very big problem for many people who do not have insurance to cover the costs of housing recovery. And those conditional 40 thousand dollars that Fema allocates is an amount that is not comparable to the cost of housing in America. So the problem, of course, will be.
On the other hand, Fema is, in principle, an object for conspiracyology, which did not begin now, but back in the 1990s. Even then, there were theories that Fema protects the interests of international globalists, that she is building concentration camps in the United States. During the presidency of Bill Clinton, such theories were popular: they say that all Americans, especially those who own weapons, will be sent to such concentration camps, and Fema purchases plastic coffins for these people. This is not a new phenomenon when it comes to federal agencies. Only so far it has not gone beyond the marginal political layer. And now this conspiracyology begins to go beyond such limits, because people who are quite influential in the world spread theories. For example, Donald Trump or Elon Musk. When such things are not told by a conspiracyologist on YouTube, but by a presidential candidate or the richest person in America, this inspires more trust.

“I understand why Trump is, all means are good for him in the elections.” But why is people like Ilon Mask support this? A person whose company in the same days showed a “trap” for a superheavy rocket can really believe in conspiracy therology or does he have his own self -interest here?
- I do not think that Ilon Musk himself sincerely believes.
- Then why should he?
- It seems to me, on the one hand, his approach can be quite cynical. On the other hand, we see how over the past couple of years he had a certain turn towards conservatism, and this turn is not cynical, but value, emotional. This is not the conservatism of a rich man who wants to see the Republicans in power, because they will reduce taxes and reduce regulation. In America, there are many such rich people who do not hide what they want to see in the power of the Republicans for these reasons. But they often act more from the shadow: they finance election campaigns, finance various NGOs that promote their interests.
With a mask, it seems to me that the situation is different. For him, the story of his son, who made a transgender transition and became a woman, was a key. Musk himself frankly said that it was after this that he decided that the democrats were to blame for the imposition of the transgender left agenda, now it is fundamentally important for him to fight, and in Trump he sees a kind of instrument of struggle against the Democrats.
- You can blame Biden of that he deliberately let a hurricane into the Republicans, and then did not help them. But what does Kamal Harris have to do with which the same people say that she did not play any role in the Biden administration? What did she not do to prevent a hurricane?
-Yes, it is difficult to come up with the accusation for her, because Kamala Harris can always answer: I am not a president, here is a constitution, here it is the powers of the vice president, only preside the Senate and replace the president if something happens to him. On this, the formal powers of Harris end, there are simply no others.

Or vice versa.

What really happens?
- That's right.

- That's right.
