WSJ: DPRK troops were sent to Ukraine by secret agreement

South Korea said she was worried about sending the DPRK troops and their opportunity to get real combat experience. In this regard, Seoul noted that they would take phased response measures, possibly, including lethal assistance to Ukraine.
