Instead of launching “Chubais tablets,” 13 billion rubles were stolen from Rusnano

Plastic Logic, a subsidiary of Rusnano, stole 13 billion rubles when creating a flexible tablet, the FSB said. Anatoly Chubais presented the prototype of the device to Vladimir Putin in 2011. The tablet was supposed to replace paper textbooks in schools, and the first thousand devices were planned to be distributed to schoolchildren within a year.

Plastic Logic returned 700,000 rubles to Rusnano

According to the FSB, Rusnano transferred this amount to the accounts of Plastic Logic, although the company did not have the capacity or qualified personnel to launch production. As a result, Plastic Logic did not purchase the necessary technologies, did not build a plant in Zelenograd, and budget funds were transferred “to foreign jurisdictions.” Last spring, Rusnano sued Plastic Logic for 700 thousand rubles, and in May 2024 the company closed.

How theft is investigated at Rusnano

In August, the ex-head of Plastic Logic Boris Galkin was arrested in Moscow, and two more former top managers of Rusnano - Oleg Kiselev and Irina Rapoport - were arrested in absentia. Anatoly Chubais, who headed Rusnano from 2011 to 2020, left the post of special presidential representative for relations with international organizations after the outbreak of war and left Russia. No charges were brought against him in the Rusnano case, but in September 2023, Putin said that Chubais “ran away and is hiding”, fearing criminal prosecution.

In October 2023, the State Duma initiated an audit of Rusnano for the entire period of existence of the company, which has been on the verge of bankruptcy for the last two years. The order stated that the estimated damage to the budget from the state corporation exceeded 100 billion rubles.
