Deputies of the Legislative Assembly of the Kemerovo Region at a meeting on October 30 adopted in the second reading a law allowing to euthanize homeless animals in temporary points. Information about this is published on the website of the local parliament.

The text of the document says that they will euthanize "unclaimed", deadly ill and animals attacking humans. At the same time, the bill does not indicate the period after which the homeless animal can be killed, which did not find the owners. The New Law will enter into force on January 1, 2025.

Last summer, the State Duma adopted a law allowing the regions to decide what to do with homeless animals. After that, in several regions, parliaments allowed them to euthanize them. Kuzbass became the 13th region of the country where a similar law was adopted.

At the same time, in July, the Constitutional Court of Russia recognized the murder of non -dummy animals that the owners from the shelter did not take illegal. After that, in Buryatia , Yakutia and the Magadan region they changed the law, deciding to kill only those dogs that attack a person.

Against the bill allowing the murder of homeless animals, zoo defenders, public and cultural figures actively opposed. In dozens of cities of Russia, protests were held, in Moscow protesters gathered several times near the building of the presidential administration. More than 140 thousand people signed a petition against the law.
Federal law still provides for a program to handle homeless animals (capture - sterilization - vaccination - return). The zoo defenders investigated the practice of its application and found out that if you do not abduct budget funds allocated for OBVV, then the program works.
