“Exclude encroachment on gender reassignment.” The State Duma adopted a law banning the adoption of Russian children in countries with permitted cross-border crossings

The State Duma immediately adopted in the second and third readings a law prohibiting the adoption or placement of Russian children in guardianship to citizens of countries where trans-transition is allowed. This is stated on the website of the lower house of parliament.

“In Austria, Estonia, Germany, Iceland, Italy, Luxembourg, Malta, Norway, Slovenia, Switzerland, there are no age restrictions for legal gender change. In eight, the minimum age for minors has been established: for example, in Spain - from 12 years, in Belgium - from 16 years,” said State Duma Chairman Vyacheslav Volodin.

According to him, since 1993, foreigners have adopted 102,403 children from Russia.

“It is extremely important to exclude any encroachment on a possible gender change in any way during adoption abroad,” Volodin said.

Since 2018, foreigners have adopted 699 children from Russia, said State Duma Deputy Speaker Anna Kuznetsova. According to her data, in 2018-2019 foreigners adopted 529 children, in 2020-2022 - 164 children, in 2023 - six children, in 2024 “this process stopped completely.”
