The “extraordinary situation” regime in the Orenburg region came up with, after the ban on the Constitutional Court, to kill ownerless dogs - except for “cases of their danger to man”. The Orenburg regime implies that dogs will be caught, placed in temporary detention points and euthanize if they are not found the owner. The mode will act for at least three months.
According to the lawyer, with whom the “cedar” spoke, there are no real grounds for introducing the “extraordinary situation” regime: it was created by the authorities artificially.
“Firstly, to kill all the dogs. Secondly, apparently, to master budget funds. I do not exclude that someone really wants to earn a lot on this, because there is no objective danger in the region,” said the interlocutor of Kedra. He suggests a regime introduced in the areas of the Orenburg region.
