
Russian President Vladimir Putin on Saturday signed a bill approved earlier and the Federation Council on the ban on the so -called chaldfrey propaganda - refusing children - on the Internet, the media, cinema and advertising.
Amendments are made to several laws at once, including the Administrative Code. In it now, the “propaganda of rejection of childbearing” has been listed through a comma with the so -called propaganda of LGBT and the “sex change” previously banned in Russia. For actions that the authorities consider the propaganda of one of the above, citizens are threatened with fines of up to 100 thousand rubles, and if we are talking about "propaganda" using the Internet and in relation to children - up to 400 thousand. Legal entities face a fine of up to 5 million, as well as suspending activities.
The sites convicted in the propaganda of rejection of childbearing will be included in the Unified Register of prohibited information of Roskomnadzor, and films will refuse to issue rental certificates.
At the same time, the document states that the propaganda of Childfri does not consider the spread of information about the monasticism and the monastic lifestyle and the observance of the vow of celibacy, "if the promotion of these ideas is justified by the internal rules of centralized religious organizations."
Putin and other representatives of the Russian authorities have repeatedly spoke in support of measures aimed at increasing the birth rate, and called the birth of as many children as possible one of the traditional values that the state is designed to protect.
At the same time, a number of members of the Federation Council expressed doubt about the need to adopt the law. The influential head of the Federation Council Committee on Constitutional Legislation and State Construction Andrei Klishas said that he considers excessive legal regulation of the issue and expects a “contradictory law enforcement practice” after the adoption of the law. However, he did not vote against him. At a meeting of the committee, Senator Lyudmila Narusova spoke out against. At the plenary meeting of the chamber, the only vote against the representative of the Kaliningrad region Alexander Schenderyuk-Zhidkov gave.
Among the other laws signed by Putin on Saturday, a bill on the possibility of writing off loans to 10 million rubles for participants in the war in Ukraine and a document prohibiting the adoption or guardianship of children from Russia by citizens of foreign countries, where the gender marker and medical intervention under the transgender transition is allowed.
According to the chairman of the State Duma Vyacheslav Volodin, this initiative is aimed at protecting children from "potential dangers". The transgender transition, including the legal recognition of the change of gender marker, is allowed in most countries of the world, including Iran, and until recently was allowed in Russia. At the same time, speaking of the ban, the deputies emphasized that he would affect mainly so -called unfriendly states, that is, Western countries. The adoption of children by US citizens was banned back in 2013, and the number of children adopted by citizens of other Western countries was calculated in recent years.
The bills continued a series of previously approved repressive measures aimed, according to deputies, to protect the so -called traditional values. Among them, the ban on the so -called propaganda of LGBT and the ban on the change of gender marker and transgender transition to Russia itself.
