
In 2020, “Protocol” released the material “From protection to development. 15 years of promises from Evgeny Pervyshov.” A lot has changed in four years. The main character of this material managed to cease being the mayor of Krasnodar, be elected to the State Duma, volunteer for the war, and even become the governor of the Tambov region. In this text, we briefly recall what Evgeny Pervyshov did after he left the mayor’s chair and study the list of his family’s real estate.
The adventures of the good soldier Pervyshov
Evgeny Pervyshov headed Krasnodar for five years. In December 2020, the official denied rumors that he was planning to run for the State Duma: “I’ll say right away that this is not true. I’m not going to the State Duma ,” Evgeny Pervyshov said then. But four months later, he said that he “had a rethink” and decided to become a deputy from United Russia. Pervyshov’s election campaign took place using his official position, which is prohibited by law. He himself refused to comment on this.
Activist Vitaly Nemtsev, who asked a question about the compatibility of the status of mayor with a campaign campaign in the State Duma elections, was under pressure from law enforcement agencies.
The election campaign of Yevgeny Pervyshov itself was populist. For example, the Kuban 24 TV channel published a story about how the mayor “ceremoniously installed a “symbolic crutch” on the new tram route.”
It was stated that the pace of construction of the new route would be 50 meters of rails per day. Local activists stated that after filming the pre-election story, construction progressed very slowly. The new route was opened by the next mayor of Krasnodar, Andrey Alekseenko.
Pervyshov won the elections and therefore resigned in September 2021 . So he moved from the mayor's office to the deputy seat.
After winning the elections, Evgeny Pervyshov promised to deal with Krasnodar “at the federal level,” but according to the DumaBingo project, during his entire time in the State Duma, Pervyshov did not put forward a single independent bill. But he supported 13, the authors of which were almost the entire State Duma. Among the supported initiatives are tougher penalties for LGBT “propaganda”; introduction of new articles for crimes related to sabotage; and, of course, a bill on granting the status of veteran and disabled combat veteran to all SVO volunteers. For supporting the war, Yevgeny Pervyshov came under sanctions from Ukraine, Australia, Switzerland, Canada, France, the European Union, the USA, Japan, New Zealand, Great Britain and Belgium.
In October 2022, Evgeny Pervyshov wrote in his telegram channel that he submitted an application to the Krasnodar military registration and enlistment office and received approval to be sent to the front as a volunteer. Deputy Chairman of the Federation Council Andrei Turchak said in January 2023 that Yevgeny Pervyshov remained to fight on the territory of Ukraine even after the end of his three-month contract. Two weeks later, Pervyshov was found in photographs from a meeting of State Duma deputies from the Krasnodar Territory with the Kuban governor. The former mayor tried to justify himself in his Telegram channel, where he wrote that he extended the contract, and he “was able to stop by in Krasnodar for just a few days . ” During these same “several days,” Pervyshov managed to give several interviews to the Kuban media, in which he talked about the fact that he was engaged in reconnaissance at the front, took the call sign “Kuban” and praised the fighters of the Wagner PMC, calling them “heroes of this war.”

Evgeny Pervyshov said that he was serving in the BARS “Cascade”. UK Defense Intelligence says this is a unit where high-ranking officials and their children can serve away from the front. “Cascade” was created for PR of the Russian elite: “You sit somewhere in the rear, drink tea, return with a medal and titles and go on to build your political career as a participant in the war , ” journalist Ruslan Leviev tells The Guardian. In November 2022, the commander of the Chechen special forces unit “Akhmat” Apti Alaudinov praised Yevgeny Pervyshov and another embattled deputy, Oleg Kolesnikov. In the video, Alaudinov says that Pervyshov and Kolesnikov are on the front line, actively carrying out command tasks and have brought with them powerful equipment that helps track the enemy.
While serving in the military, Evgeny Pervyshov gave an interview to the propaganda publication Readovka. He walked around with a machine gun against the backdrop of destroyed buildings, and also stated that the decision to launch a “special operation” was timely.
In his telegram channel, Pervyshov either wrote about the “ulcer of Nazism” and the “fascist dictatorship” in Ukraine, or asked philosophical questions: “When will patriots give their lives and non-patriots return? What will happen to Russia’s victories?” . During the rebellion of Yevgeny Prigozhin, the deputy declared his full and unconditional support for Vladimir Putin. In July 2023, Evgeny Pervyshov was awarded the Order of Courage, and in September he once again returned to Krasnodar and reported on holding a personal reception for residents. At the end of the year, of course, Pervyshov supported the nomination of Vladimir Putin for another presidential term.
In the summer of 2024, Pervyshov attended a meeting between Putin and participants in the “Time of Heroes” program. They discussed the deputy's previous and current places of work. The President told Pervyshov that there was a proposal for him. In November, Putin and Pervyshov met in the Kremlin. The president invited the deputy to become governor of the Tambov region, and he agreed. On the same day, he was appointed acting governor. Pervyshov has already resigned as deputy. In an interview with RBC, the ex-deputy said that his plans include deciding on housing and moving his family to Tambov.
Evgeny Pervyshov was married, but divorced in 2013. In 2015, his ex-wife, Alexandra Pervyshova, acquired an apartment with an area of 168 square meters. In 2016, an apartment with an area equal to up to a meter appears in the declaration of Evgeny Pervyshov. In the same year, they wrote on social networks that the official’s ex-wife was seen at his mayoral inauguration. She has not changed her last name since then. In 2020, Pervyshov published a video on his Telegram channel with the caption: “A fourth child appeared in my declaration. First steps." The names of the first three children of the former deputy have been known for a long time - he repeatedly involved them in his PR campaigns. The name, gender and date of birth of the fourth child are known to the editors of the Protocol. We do not publish this data for ethical reasons. From the leaks of Russian databases, which the Protocol reviewed, it follows that in 2020, Evgeny Pervyshov, his ex-wife and all four children flew together on the same flights. This fact confirms the hypothesis that the divorce of Evgeniy and Alexandra was fictitious.

Probably, the fictitious divorce was needed in order to hide from Evgeniy Pervyshov’s declaration the property that belongs to his wife. In the village of Azovskaya, Alexandra Pervyshova owns an estate. The area of the property of the wife of the governor of the Tambov region is almost two hectares of land. Here she has two houses with a total area of 658.4 square meters. Here on the site there is a tennis court and several buildings that are not on the cadastre. We found videos and photos on social networks that the hired worker posted. It was made on the territory of one of the houses of the Pervyshov estate. “Protocol” could not find any overview photos close to it, but on “Yandex.Maps” there are photos available that allow you to view the estate from the air from afar, but from different angles.

We were unable to find properties of similar size that were put up for sale. Not far from Pervyshov's dacha, a house with an area of 370 square meters on a plot of 50 acres is for sale. This is almost two times less living space and four times less total territory than the Pervyshovs. We estimate this property of the wife of the new Tambov governor at 200 million rubles.

In the village of Novovelichkovskaya, Dinsky district, Alexandra Pervyshova owns 5.5 hectares of land. Back in 2020, there was an open field here, but already in 2022, buildings appear in its place: two administrative buildings with a total area of almost 350 square meters, a warehouse building with an area of 590 square meters, and a production building with an area of 1,451 square meters. In 2023, Alexandra Pervyshova became the owner of the Kristalitsa company, which produces soft drinks. The legal address of the company coincides with the actual address of these properties of Alexandra Pervyshova. Formally, these are settlement lands, but the cadastral map says that these land plots are related to the food industry. Having studied advertisements for the sale of similar land plots, we estimate the property of Alexandra Pervyshova in Novovelichkovskaya at 30 million rubles.
In Krasnodar, Alexandra Pervyshova owns a garage worth a million rubles. Here she owns four apartments with a total area of about 550 square meters. “Protocol” estimates the total cost of Alexandra Pervyshova’s Krasnodar apartments at 115 million rubles. The largest apartment of the wife of a former State Duma deputy is located in the center of Krasnodar, on Chkalova Street. In the modern 9-storey business-class residential complex “Art House”, Alexandra Pervyshova owns an apartment with an area of 278 square meters. A 4-room apartment with an area of 260 square meters in this residential complex is sold for 63 million rubles. “Protocol” estimates the apartment of Evgeny Pervyshov’s wife at 70 million rubles. This does not take into account two parking spaces that belong to Alexandra Pervyshova, in the same residential complex.
Also, the wife of the Tambov governor owns two cars: a Mersedes GLS-Klasse and a Hongqi HQ-9. Alexandra Pervyshova purchased Mercedes in 2022. Now this will cost about six million rubles. Hongqi HQ-9 is a luxury executive minivan made in China. His wife Evgenia Pervyshova acquired it in May 2024. This one costs about seven million rubles.
We estimate the cost of Alexandra Pervyshova’s entire property at 350 million rubles. Taking into account the cost of cars, the price of the governor’s wife’s property increases to almost 360 million rubles.
