Rustam Muradov was born on March 21, 1973 in the village of Chinar, Derbent region, Dagestan Autonomous Soviet Socialist Republic. He is Tabasaran by nationality.

Serving in the Russian army since 1990. In his military career he held command positions from platoon commander to deputy commander-in-chief of the ground forces. He took part in the Chechen campaigns. He graduated from the St. Petersburg Higher Combined Arms Command School, the Combined Arms Academy of the Russian Armed Forces, and in 2015, the Military Academy of the General Staff of the Russian Armed Forces.

Since December 2017 - Commander of the Second Guards Combined Arms Army of the Central Military District. As part of a group of Russian armed forces, he took part in a military operation in Syria. In 2017, Muradov was awarded the title of Hero of the Russian Federation. From December 2018 to October 2022 - Deputy Commander of the Southern Military District. From November 2020 to September 2021 - commander of the contingent of the Russian armed forces in Nagorno-Karabakh.

During the full-scale invasion of Ukraine, he led the Vostok group of Russian troops. From October 5, 2022 to April 2023 - Commander of the Eastern Military District.

He gained fame thanks to the senseless assaults to which he sent his subordinates and the enormous losses.

“New Europe” wrote how, as a result of an “incomprehensible offensive” near the village of Pavlovka in the Donetsk region, the 155th Separate Guards Marine Brigade could lose up to 300 people. The Marines of the 155th Brigade appealed to the Governor of Primorye Oleg Kozhemyako. The text of their letter said: “Once again we were thrown into an incomprehensible offensive by General Muradov and his corefan Akhmedov so that Muradov would earn bonuses over Gerasimov, and Muradov would promise Akhmedov a hero of Russia.
