The work of Russian legislators has long turned into a cruel farce. Back in 2012, the State Duma of the Russian Federation received the nickname “mad printer” for the fact that it passes new laws quickly and thoughtlessly, and in 2013, with the light hand of Vladimir Pozner, it began to be called the “State Fool”. But there is no limit to perfection; the State Duma continues to set new records for speed and senselessness in its work.
The law prohibiting the admission of migrant children to schools without knowledge of the Russian language flew through it with a whistle. On November 25, 2024, the draft of this law was submitted to the State Duma, on December 10 it was considered in the first reading, on December 11 - in the second and third, and on December 12, the completed new federal law was submitted for approval to the Federation Council. Moreover, and this seems to have happened for the first time, State Duma deputies completely ignored the comments on this bill from the official review of the Government of the Russian Federation, which stated that the Government would support it only if it was significantly revised and brought into compliance with other laws of the Russian Federation and international treaties with CIS countries. The amendments of the deputies, and there were only two of them, were both rejected.
The draft of this law was introduced by a powerful group of deputies led by the Speaker of the State Duma of the Russian Federation Vyacheslav Volodin, consisting of his deputies and the heads of all party factions with their deputies. The composition of the “authors” of the bill speaks for itself - its content and rapid adoption were authorized at the very top.
