The “single recruitment point” in Moscow has expanded

A separate building appeared there for conscription of those who did not appear on the summons or tried to challenge their conscription in court

A separate one-story building has appeared next to the building of the “Unified Recruitment Point” in Moscow, where conscription events are held with those whom the Moscow authorities consider “draft dodgers.” Lev Karmanov, a lawyer on military issues in Moscow, reported this on his Telegram channel.

As he writes, the concept of “draft dodger” includes citizens who did not appear on an electronic summons, are not registered with the military in Moscow, or have previously challenged the decision on conscription in the courts.

According to Karmanov, at the collection point for draft dodgers, draft deferments are much more often ignored, and sick citizens are recognized as fit. There is also heavy security on the premises - lawyers and parents are not allowed inside the building. Often conscripts are simply locked in a bus on the territory of the conscription point and then taken to the collection point on Ugreshskaya Street, from where they are sent to the army.

“Even handing over a push-button telephone to a conscript who has been kidnapped is a difficult matter,” writes Karmanov.

Lawyer of the Conscious Objector Movement Artem Klyga notes that the conditions at the conscription point for draft dodgers are similar to the conditions at the assembly point - “strangers are not allowed in, conscripts are kept in isolation and are faced with the fact that they are already supposedly military personnel.”

“I assume that the Moscow Government realized that there is no need to release conscripts after making a decision on conscription. After all, they can exercise the right to judicial protection, and this will complicate the sending of a conscript to the army from a collection point. It is much easier to create a new building where conscripts will be kept in isolation until they are transported to the main assembly point,” writes Klyga.

Karmanov also notes that next to the new one-story building there is also a seven-story building, the functionality of which is still unclear.

A “single recruitment point” in Moscow opened in April of this year on Yablochkova Street. It essentially became a replacement for military registration and enlistment offices. Thanks to him, it became much easier for the Moscow authorities to illegally “row” young men into the army. Human rights activists note that after the appearance of the “Single Recruitment Point,” raids on conscripts in Moscow became more severe.
