“The state will not bear 100% of the costs. Well, we are not compensating for the destroyed bathhouse - not because we don’t want to do this, but because we have to... Just imagine how many villages, towns, roads - everything was destroyed: schools, hospitals, clinics, shops, pharmacies, your houses. How will we restore all this? But our SVO is still ongoing, and the SVO is highly technical, we need to liberate the land. But here, excuse me, every shell costs money,” he said.
Khinshtein also added that the state is obliged to fulfill “other social obligations,” such as paying pensions and salaries, building and cleaning roads.
