In the Kursk region, where military operations are still ongoing, there is an ongoing series of changes of governors. Over the past year, several heads of the region have changed here: in May, Governor Roman Starovoyt left for a promotion in Moscow, he received the post of Minister of Transport in the federal government. Alexey Smirnov, deputy, became the new governor. Starovoita: in September, while fighting was going on in the border areas, Smirnov “won the elections”, receiving 65% of the vote. However, there was no real support for the governor behind these percentages, which, no doubt, was also seen in Moscow. And in November, after an unsuccessful meeting with Sudzhan refugees, which Novaya Gazeta Europe previously wrote about, things became very bad for the governor.
And so on December 5, the odious State Duma deputy Alexander Khinshtein, known as the author of denunciations and a skilled PR man, became acting governor.
Kursk governors can only envy their lower-ranking colleagues, the heads of districts, who tightly clung to their seats. At that very meeting with refugees, Governor Smirnov publicly announced the resignation of the head of the Sudzhansky district, Alexander Bogachev, and after the demands of local activists, he suggested that the head of the Korenevsky district, Marina Degtyareva, also resign. Degtyareva tried to justify herself and even boasted about the medal she received from the governor, but she was booed and kicked off the stage.
Bogachev actually wrote a letter of resignation of his own free will, but, as it turned out, he withdrew it the very next day and decided to resign only a week later, “after reflection and a conversation with the governor.” But Degtyareva decided to hold on to her place, no matter what. She told the propaganda RT that she was not going to go anywhere. In response
Refugees from the Korenevsky district launched a petition demanding that the official resign and quickly found an alternative.
They proposed appointing local volunteer Maria Skrob as the head of the district, who had previously publicly accused Degtyareva of the deaths and failure of the evacuation. However, in an interview with the Wind project, Skrob stated that she did not want to be the head of the district. As a result, the personnel changes stalled.
Now that the region has a new leader, it would be reasonable to expect that the odious official will still be removed from her post. But, as Tochka found out , Khinshtein “reversed his predecessor’s decision to fire Degtyareva.” “At this stage, she continues the work of the head of the Korenevsky district,” Khinshtein told the Tochka correspondent. The legal conflict lies in the fact that no one fired Degtyareva. The governor cannot do this with the stroke of a pen, since the head of the district is an elected position. She can leave her post only at her own request, on the proposal of the governor or deputies of the district council. During the scandalous November meeting, Governor Smirnov only politely invited the official to leave. And she refused.
Well, the change of chief in the regional administration does not matter to Degtyareva, and she remains invulnerable to her critics from the people. But, as it turned out, a new threat loomed over her.
On December 9, Kursk social activist Vladimir Sinelnikov discovered that the official’s nephew Timur Tivelev ran the Black Angels strip club, which operated in the village of Korenevo. The establishment welcomed guests from June 2022 until the Ukrainian invasion. According to Sinelnikov, the son of the district head, Maxim Degtyarev, was in charge of recruiting personnel; his wife Ekaterina was in charge of the establishment’s social networks. In an unnamed way, the family business was also helped by a local sports functionary, the head of the Seim sports and recreation complex, Mikhail Tivelev, who is the brother of the head of the district, Degtyareva.
We were unable to fully confirm this information. According to an extract from the Unified State Register of Legal Entities, Black Angel LLC is headed by someone Svetlana Usenko (general director), and not Timur Tivelev, in whose name only the eatery in Lgov is registered . However, at least part of Sinelnikov’s information is true: Degtereva’s daughter-in-law Ekaterina is listed as a contact person on Black Angels social networks, and the head of the district herself actually bore the name Tiveleva as a maiden.

According to Sinelnikov’s publication, the establishment showed male and female striptease. They also allegedly provided sexual services. According to the social activist, people living next door to the club repeatedly complained to the police, but “all problems with the authorities were effectively resolved” by Marina Degtyareva. Immediately after the publicity, Sinelnikov said, “girls contacted Mash with a story that they were forced into prostitution” in the Black Angels.
“The sudden influx of a large number of solvent men (military - editor's note ) prompted the idea of monetization. Running a brothel, apparently, was much more interesting than evacuating the village of Kauchuk,” the social activist notes in the comments.
On December 10, the day after publication, the Mash telegram channel, associated with the security forces, reported that “the dissatisfied head of the Korenevsky district will be checked for LGBT propaganda and the organization of prostitution.”
