The company "World technology" is a successful player in the Russian market of agricultural and construction equipment. In the 2000s, Mirtekteh developed rapidly. He became a representative of the largest world brands in Russia. The spot with an influential weaver family strengthened the business and expanded partnerships. The financial data for 2023, which the Protocol got acquainted, show that a significant part of the income of “world technology” is associated with trade with suction firms. The documents mention organizations registered in the Crimea and in other occupied territories of Ukraine.

Under the flag of success

83 years ago, in the American state of Colorado, Robert Lincoln Brotli was born. Not much is known about his life in the United States : he worked in the field of industry. In 1973, Robert Brotli arrived in the USSR “to participate in the construction of a large industrial enterprise“ KAMAZ ” , and later it remains to live in Moscow. By the time of the collapse of the Soviet Union, Robert continues to work on the Russian market. He talks about business in post-Soviet Russia and participates in Russian-American seminars.

In the late 90s, he comes to Saratov for a seminar of industrial enterprises. Here Robert gets acquainted with an employee of the Tantal defense plant Natalya Podomogilny. In April 1999, Robert and Natalya create the company "World Technology". He is the general director, and she is his deputy. Immediately, Mirtektech becomes the official representative of Katerpillar in Russia. This American company is one of the world's largest manufacturers of construction and mining equipment.

In 2000, a branch has a branch in the Krasnodar Territory, a year later, the company became the official representative of the German company CLAAS, which is among the world leaders in the production of agricultural machinery: “We have traditionally, at our stand, the main player is, this is, this is, this is, this Of course, the CLAAS company, which supplies feeding equipment today, grain harvesting equipment to Russia , ” says Cyril Brotli, General Director of World Technology at the Yugagro exhibition.

Already in 2003, the World Technician was negotiating with the administration of the Krasnodar Territory on the construction of the CLAAS plant in the capital of the region. In the same year, the foundation of the future plant will be laid - the event is personally present at the event, Governor Alexander Tkachev. The plant was opened in 2005. By its decade, Mirtektek is a representative of 19 companies producing agricultural and construction equipment, including the five largest world brands.

At the end of the 2000s, Natalia marries Robert Strand and changes his last name. The same surname is taken by her son from the previous marriage Cyril. In 2011, Cyril Brotly marries the daughter of State Duma deputy Alexei Tkachev, Anastasia. Her father is not only a deputy of the State Duma, but also a brother at that time of the Governor of the Krasnodar Territory. In 2013, Cyril Brotli became the Director General of World Technology.

After the families of briefly and the weaver were related, the affairs of the "world technology" went even better than before. In 2013, the German Claas planned the construction of a second plant in Krasnodar. Two years later, the company opens new workshops in the Kuban capital. "World technique" is actively developing not only in the Krasnodar Territory and the Saratov region, where it was founded. In 2015, Mirtekteh opened two new service centers in the Voronezh region at once. At the meeting of the governor of the region with Robert and Natalya Brotli, the State Duma deputy Alexei Tkachev is personally present. In 2017, Cyril Brotli gives an interview about the work of Mirthekh in two regions of the Black Earth Region - in the Voronezh and Belgorod regions.

In 2019, the “World Technique” still expands the capacity and increases the level of localization of its products. Even in the coronavirus, 2020, the CLAAS plants in Krasnodar continue to work in full. The company even receives permission to build new capacities and increases employees by 10%. The building permit was handed over to the Claas Director Michael Ritter Personally the head of Krasnodar, Yevgeny Pervyshov. The company also works outside of Russia. In the United States, Mirtech Harvest Center is a major dealer of agricultural machinery for the Mississippi Delta region.

In mid -February 2022, the media wrote that the Kla Nodar Claas Plant became the only supplier of the Tucano 320 combines for world markets. The main buyers of this model of combines were the farms of Poland, Serbia and Romania. After the outbreak of war, when Western companies began to massively leave Russia, Claas announced that he plans to continue working in Russia. Later, the Ukrainian representative office of CLAAS said that the work of the company's plant in Krasnodar was suspended. The media seriously discussed the possible move of the plant to Kazakhstan, but the company refused to comment on the likelihood of such a step. At the moment, World Technology continues to lead its social networks and advertise the products of “CLAAS” both in Russian and in English.

Agrarian lads

If the Family Company is a “world technique”, then the Tkachevs are “agricultural complex”, the largest agro -industrial holding of Russia. It was founded in 1993 in the Krasnodar Territory Nikolai Tkachev, the father of the former minister Alexander and the current deputy Alexei Tkachev. Members of this family, holding key posts in the region and at the federal level, created all the conditions for the successful growth of the company. During the governorship of Alexander Tkachev, the holding was rapidly expanding the land bank.

The company AgroComplex has been repeatedly accused of raider seizures of land in the Krasnodar Territory. In 2009, the General Director of Pobeda CJSC Anatoly Garbuz claimed that the enterprise was captured under pressure. Subsequently, it went under the control of the Agro -compartment. In 2016, farmers from the Dinsky district and the village of Kazan announced the illegal seizure of their plots and unsuccessfully tried to return them through the courts. In the same year, one of the farmers committed suicide. Relatives associated this with threats of agricultural holdings. Despite all this, the company rejects the accusations, insisting on the legality of transactions. Also, the Agricultural complex also went to lands that previously belonged to the Tsapkovsky organized crime group.

In 2022, the company's land bank reached 1.1 million hectares, which made it the largest agricultural holding of the Krasnodar Territory and one of the leading players in Russia.

In December 2022, The Wall Street Journal reports that Agrookompleks, owned by Alexander Tkachev, received more than 160 thousand hectares of agricultural land in the occupied regions of Ukraine. Ukrainian companies Harveast, Nibulon and Agroton accuse him of capturing, sometimes using armed threats. The land was selected by re -registering documents or forcing farmers to give part of the crop.

Despite these and many other Agrocomplex scandals, I have not yet come under any sanctions in the world. This company with "world technology" is associated not only by related ties of weaver and briefly. Agrocomplex and its subsidiaries - regular customers of Mirthekh. The “Protocol” was at the disposal of the financial statements of the company “World Technics” and its Kuban branch for 2023. According to our estimates, a total of almost 12.4 billion rubles received in 2023.

The company AgroComplex and its subsidiaries purchased goods and services for 433 million rubles. This is more than 5% of the total income of the “world technology-kuban” and about 3.5% of the total amount, taking into account the main company.

The secret of the company

From the financial documentation it follows that the “world technology” supports close financial relations with Western companies and their legal entities registered in Russia. For example, in 2023, Mirtektek and its Kuban branch transferred almost three billion rubles to Klaas Vostok. This company directly belongs to a German company, and its general director is a German citizen Dirk Zeelig. In only three of the 283 payments, we are talking about renting agricultural equipment, two more cases are payment of “information consulting services”. The appointment of other payments says that this is either payment for equipment or paying spare parts.

Another company from the list associated with Germany, the logistics company Heinrich Tapp Rus. The Reuters news agency in the summer of 2024 writes that this company helps Russian companies against which Western sanctions are operating and bypassing restrictions. Among the clients of this company is the manufacturer of the Aurus and KAMAZ limousines. The services of this company Mirtektek in 2023 turned 147 times. In total, Heinrich Tapp Rus received almost 44.6 million rubles from Mirtha.

Reuters also writes that Heinrich Tapp Rus was founded by former employees of another German company, Hellmann, which announced the departure from Russia after the start of the war with Ukraine in 2022. Now the legal entity of Hellmann is renamed Si-El-Em Solushens, although the financial documentation of Mirthekha is mentioned under the old name. From the data of the commercial registry it follows that this company belongs to the German company Hee Trans European Management East GmbH since April 2018 and has not changed the owner since then. Hellmann, in total, “world technology” transferred a little more than 36 million rubles for storage, transportation and technical inspection services.

Among the services, the services of which were addressed by “world technology”, in addition to German, there are other European companies. “Geguar-Besson” is one of the oldest manufacturers of agricultural machinery in the world. From her Russian legal entity, “World Technics” bought spare parts for 19.1 million rubles. Almost 530 million rubles Mirtekte purchased equipment and spare parts from the Russian legal entity of Maschio Gaspardo. This is an Italian manufacturer of agricultural machinery.

A significant part of the procurement of services and goods in 2023 falls on South Korean companies. Mirtektek and its Kuban branch transferred more than 1.4 billion rubles to HD Hyundai InfracoCore Co. Ltd ". This company specializes in the production of excavators. For example, under the brand "Doosan". Mirtekh transferred money for the supply of industrial, construction equipment and related services. In total, the "World Technique" transferred money to this company 80 times. In most cases, it is not known what exactly Buying Mirtekte - in the appointment of payments, “goods”, “construction equipment” and “spare parts” are mentioned. At the Russian branch of the South Korean company GS CALTEX, the company Mirtektek bought Kixx machine oil and spent a total of 13.2 million rubles on this.

In the list of suppliers who purchased “world technology”, there really are Turkish companies. For almost 151.5 million rubles, Mirtekte purchased equipment and spare parts from Hidromek and its Russian legal entity.

From the Russian legal entity of the Brazilian company Stara, the company Mirtekte bought spare parts for 3.5 million rubles.

Part of the operations are trading with Cyprus offshore. The company "World Technics" is fully belonging to the same company registered in Cyprus. This offshore Russian companies Mirthekh also buy equipment. In most cases, we are talking about excavators, in some - about agricultural machinery. In several cases, countries of the origin of technology - Canada and South Korea are indicated. For 2023, Mirtektek and its Kuban branch purchased 525 million rubles from the Cyprus offshore.

In addition to “world technology”, the Fratli family owns the Agro-Prime company. The main activity is all the same - trade in agricultural equipment. This company transferred more than 481 million rubles to the Cyprus offshore of Mirtha. In this case, we are talking mainly about irrigation systems purchased in Turkey: drip irrigation systems, centrifugal pumps, sprinkling equipment, irrigation control systems, pipelines, connecting elements and filtration systems.

The total amount sent by the mentioned foreign companies and their legal entities is 6.2 billion rubles. 57.7% of this amount was transferred to European companies, 26.1% of this amount-purchases from companies from Turkey, South Korea and Brazil, and another 16.2% were at the Cyprus Offshore (taking into account the financial transactions of Agro-Prime. ").

The line of the law

In addition to the companies from which Mirtektek was purchased, the Protocol studied operations with companies to which the firms of briefly sold goods and services. In this case, we divided the list of companies of interest to us into several categories:

• The first category includes companies registered in occupied Crimea and Sevastopol, but not included in any sanctions list.
• The second category includes companies that fell under the sanctions exclusively in Ukraine. This category is necessary because Ukraine is a side of the continuing military conflict.
• The last category is legal entities that have been received by entering the sanctions lists of European countries and the USA. Once in these lists significantly worsens the capabilities of the company to work in global markets, since the sanctions of the USA and the EU are the most influential in the world.

The first category. In 2023, World Technics received almost 1.8 million rubles from companies registered in Crimea and Sevastopol. One of these companies, the Center for Economic Interaction of the Republics. Vedomosti wrote that the company was created to "establish strong and reliable relationships between the subjects of the economic activities of Crimea and Donbass . " Aval, registered in Sevastopol, acquired from Mirthekh and the company Mirthakh. According to the media, this is the former Ukrainian “Avlita”, which is now involved in illegal grain trade from the territories captured by Russia. This is confirmed even by Russian state publications.

The second category. In 2023, Mirtekteh traded with 12 companies that were under sanctions exclusively in Ukraine or are associated with the sanctions of this country through its owners at the time when transactions took place. From them, Mirtekte received 670 million rubles. 23.7% of this amount was paid by the Europlan leasing company, it bought self -propelled equipment. Since 2022, Europlan, like its general director Sergei Misyura, has been under the sanctions of Ukraine. This company is 87.5% belongs to the Esefai investment holding, which is successfully dodging international sanctions. Since 1999, the company belonged to the Gutseriev family, but in 2021, Mikhail Gutseriev, one of the richest people in Russia, fell under the sanctions of Great Britain and Canada. Then he left the Board of the Directors of the SSEFAI. A year later, his son, Said Gutseriev, came under the sanctions of Great Britain, and he followed the example of his father.

The World Technicia received 1.2 million rubles from Cherkizovo-Winning. The company itself is not on the lists, but it is fully owned by PJSC Cherkizovo, which has been under the sanctions of Ukraine since the fall of 2022. This is the largest meat manufacturer in Russia.

Companies against which exclusively Ukraine imposed, also include Baltic Leasing, Stroymagistral, Sphere, Rosagrolysing, Atomenergoremont. Buyed from "world technology" and billionaire Mikhail Nikolaev. The mentioned individuals and legal entities transferred the payment to “Mirthekh” after they were included in the sanctions list of Ukraine.

Separately, it is worth paying attention to the company Gazprombank Autolyting. It entirely belongs to the Joint -Stock Company Gazprombank Lising. This company since the summer of 2024 has been under the sanctions of Ukraine. At the time of the work of calculations, no sanctions were applied to these companies. But in 2023, Gazprombank Autolizing bought 11 Excavators of the South Korean brand “DOOSAN” from the Kuban “Mirtha” in the amount of more than 160 million rubles. The same number of DOOSAN excavators and four excavators of the Hidromek Turkish company Gazprom Autolyting bought from the main company. This brought more than 200 millions of rubles to Mirthah accounts. Another 287 million rubles in the “world technique” were paid by the company Karkade, which also belongs to the Gazprombank Liding joint stock company by 100%.

The third category. At once, four companies from the list belong to the Gazstrom Joint-Stock Company-GSP-6, GSP-2, GSP-5 and GSP-Mechanization.

Starting September 14, 2023, Gazstrom has been under the sanctions of the US Department of Finance, and in December 2024 the company introduced the European Union on the sanctions list. Gazstroyprom subsidiaries paid 72.5 million rubles to the world technique. Part of the translations were made before the company on the list of the US Treasury. The company transferred 60% of the total amount to the accounts of the Kuban “Mirtha” right on the day of getting on the sanctions list. Another 5.2 million rubles of Gazstroyprom were transferred in December.

The Rosteretol Joint -Stock Company is under the sanctions of the EU, the USA, Ukraine and Switzerland. В 2023 году оно купило у «Мировой Техники-Кубань» не указанное транспортное средство почти за семь миллионов рублей.

Технику и запчасти у «МирТеха» покупали лизинговые компании, принадлежащие российским банкам. Компания перечисляет их на своем сайте указывая, что имеет с ними «долгосрочные партнерские отношения». «Сбербанк Лизинг», «ВТБ Лизинг» и «Совкомбанк Лизинг» включены в санкционные списки США в 2022 году, а под украинские санкции попали в 2023-2024 годах. Они приобретали технику южнокорейской компании «Doosan», немецкой «Claas», итальянской «Maschio Gaspardo» и турецкой компании «Hidromek». В общей сложности они заплатили за это почти 422 миллиона рублей.

Компания «РБ Лизинг» не находится ни в одном санкционном списке, но полностью принадлежит «Росбанку», который входит в санкционные списки Великобритании, ЕС, США , Украины и Швейцарии. «РБ Лизинг» в 2023 году купила у «МирТех-Кубань» экскаватор и сельскохозяйственный опрыскиватель почти на 21 миллион рублей.

Еще одна компания, не находящаяся непосредственно в санкционных списках — «Альфамобиль». Она на 98% принадлежит фирме «Альфа-Лизинг», которая находится под санкциями США с 2022 года. Конечный владелец этих компаний — «Альфа-Групп». За 2023 год «Альфамобиль» перечислил «Мировой Технике» почти 450 миллионов рублей за 24 экскаватора все той же южнокорейской компании «Doosan», пять экскаваторов «Hidramek» и один погрузчик китайской компании «Wecan».

В общей сложности за 2023 год компании, входящие в третью категорию, заплатили «Мировой Технике» почти 970 миллионов рублей. Это около 59% от всех компаний, перечисленных в трех категориях.

Компания «Агро-Прайм», принадлежащая семье Краттли, в 2023 году продала товаров и услуг более, чем на миллиард рублей. В списке компаний, с которыми торговал «Агро-Прайм», мы обнаружили только две компании, которые находятся в санкционных списках США — «ВТБ Лизинг» и «Альфамобиль». Они покупали автоматические погрузчики американской компании «Bobcat». Еще два юридических лица из списка находятся под санкциями исключительно Украины — Кубанский государственный аграрный университет и компания «Кшеньагро». В общей сложности «Агро-Прайм» продал подсанкционным и аффилированным с ними компаниям товары и услуги на 236,3 миллиона рублей. 93% от этой суммы приходится на «Кшеньагро». На торговлю с этими компании приходится 22,4% от всех продаж «Агро-Прайма» в 2023 году.

Санкции без последствий

В 2015 году губернатор Краснодарского края Александр Ткачев рассказывает студентам Кубанского университета о том, что он не может выехать из России в Европу: «Я действительно нахожусь в санкционном списке. К сожалению или к счастью, не могу поехать ни в Европу, ни в Америку, и в Канаду, по-моему тоже, и в Австралию». То, что Ткачев находится под санкциями за поддержку аннексии Крыма — правда, но то, что они работают и он не может ездить в страны Евросоюза — сомнительно. В 2016 году, уже министр сельского хозяйства России, Александр Ткачев, приезжает во Францию, чтобы участвовать в сессии Международного Эпизоотического бюро. Спустя год он участвует в сельскохозяйственном саммите в Берлине.

Если Франция вообще никак не комментировала выдачу визы главе российского минсельхоза, то Германия стала оправдываться , что приглашения на саммит были разосланы всем министрам сельского хозяйства большой двадцатки, в которую входит Россия.

Изученные «Протоколом» данные дополняют картину. На данный момент проблемой является не только избирательность применения санкций, но и несостоятельность механизмов их регулирования, которую мы можем наблюдать на примере семьи Ткачевых и их родственников. Санкционные ограничения не приводят к изоляции или снижению активности подсанкционных лиц и структур. Тесные связи с иностранными партнерами, обход санкций через посредников и офшоры, говорят о наличии системных лазеек.

Более 13% от общего дохода «Мировой Техники» — это оказание услуг компаниям, против которых ввели санкции европейские страны, США и Украина. «МирТех» не только сам участвует в сомнительных операциях, он втягивает в это иностранные компании, которые представляет в России.

Официальный дистрибьютор немецкого «Claas» и ряда других иностранных компаний в России, сотрудничает с фирмами, ведущими деятельность на оккупированных территориях. Это включает поставки запчастей и оборудования компаниям, связанным с оккупационными структурами. Более того, деятельность «МирТеха» непосредственно связана с партнерами, эксплуатирующими украинские сельхозугодья, которые были захвачены силой. Отсутствие значимых последствий для «МирТеха» и «Агрокомплекса» подталкивает к повторению подобных схем.

Против депутата Алексея Ткачева до 2022 года вообще не было никаких санкций, кроме украинских. Что уж говорить о его дочери, зяте и их родителях, которые постоянно путешествуют по миру. Жена Алексея Ткачева регулярно бывает в США, а его внук родился в Лос-Анджелесе.

Эта история ставит под сомнение не только этические позиции иностранных компаний, которые представляет «Мировая Техника». Ситуация указывает на то, что их техника стала инструментом эксплуатации ресурсов оккупированных территорий, что делает эти компании косвенно вовлеченными в системную поддержку агрессии России.
