In the State Duma (again) they want to tighten the legislation on “foreign agents”. Among the proposals is a multiple increase in fines and a complete ban on teaching

The State Duma Commission on foreign intervention considered several initiatives regarding tightening the legislation on “foreign agents”, writes Interfax.

According to the head of the commission, deputy Vasily Piskarev, in particular, it is proposed to significantly increase fines for non -compliance with the law on “foreign agents” - it is proposed to be fined by citizens for the amount of 30 to 50 thousand rubles (now - from 500 to 1000 rubles), for officials the fine will be a fine from 100 to 300 thousand rubles (now - from 2000 to 4000 rubles), and for legal entities - from 300 to 500 thousand rubles.

Piskarev explained such an amendment by the fact that existing fines "do not hold off offenses." He also added that the deputies are discussing the introduction of fines of up to 50 thousand rubles for the incorrect labeling of the materials of the “foreign agents”. According to Piskarev, some “foreign agents” label their materials “in a distorted form, for example, attributing anti -Russian slogans to them”.

In addition, the deputies have developed bills that allow us to withdraw a teaching license from Ino -Agent. It is assumed that people and organizations with such a status will not be able to conduct any educational events. Now “foreign agents” are forbidden to teach only in schools and universities. The Duma commission also wants to prohibit “foreign agents” receive municipal financing - since 2022 a similar ban has been valid in relation to state financing.

When exactly the proposals of the commission on foreign intervention will be registered in the State Duma as a bill, Piskarev did not specify - but noted that the deputies are going to do this “soon”.

• In total, in the register of “Ino -Agents” the Ministry of Justice of the Russian Federation, at the end of January 2025, 921 people and the organization are included. Among those who are endowed with this status, there are writers, musicians, actors and other representatives of creative professions, many of whom continue to work in Russia.
• At the end of 2024, Vladimir Putin signed the law on the creation of special accounts for “foreign agents”. It is assumed that after the law comes into force, people with this status will be obliged to actually transfer any income, including from the sale of property, to a special ruble account, to dispose of money from which it will be possible only after withdrawing the status of “foreign agent”.
