Criminal proceedings began against the Minister of Defense
The National Anti -Corruption Bureau of Ukraine began criminal proceedings against the Minister of Defense of the country Rustem Umarov. This became known late in the evening of January 28.
Production was begun at the request of the Center for Combating Corruption on the possible abuse of power (part 2 of Article 364 of the Criminal Code of Ukraine) due to the fact that Umarov did not renew the contract with the head of the Office Agency (AOZ) Marina Bezrukova.
AOZ is engaged in arms purchases for the Ukrainian army. This is an autonomous structure in the Ministry of Defense, which was created in the summer of 2022 after a series of corruption scandals in the ministry to make purchases as transparent as possible.
The director of the AOZ for the Charter is appointed by an independent supervisory board, however, in December 2024, the Ministry of Defense changed the Charter of the AOZ and received the right to independently appoint the director in case of “threats of national security”. On January 24, Umarov announced that the expiring contract of Bezrukova would not extend - despite the fact that only a week earlier the observation council voted for this.
Umarov explained the dismissal of Bezrukova by the fact that instead of the timely provision of the army, AOZ was engaged in “political games” and that the level of transparency of the procurement, in his opinion, was excessive in the conditions of an ongoing war: “For some reason, the purchases of weapons turned into Amazon, where every user The Internet can in real time see who and what buys, in what volumes and from which manufacturers. ”
AOZ, in turn, announced pressure on the supervisory board and emphasized that it continues to consider it his leader Bezrukov.
