In the USA there is no federal law that would oblige all Americans to own weapons. Almost any citizen over 18 years old can buy a gun or rifle for himself if he wishes himself. This differs from the law of the city of Kenneso, which states that each “head of the family” is obliged to have a firearm and ammunition for it “in order to ensure the safety and general well -being of the city”. True, there are exceptions: weapons cannot be stored convicted of serious crimes and people with mental disorders. It is also allowed not to store weapons to those whose financial situation is completely dependent on charitable assistance, and to those to whom this does not allow religion.

The City Council of Kenneso unanimously adopted such a law back in 1982, when only five thousand people lived in the city (now there are already 35 thousand of them). The resolution was a political response to the town of Morton Grov in Illinois, which a year earlier the first in the United States was the ban on wearing weapons within the city. Then the locals of Kenneso, for the most part, conservatives and convinced owners of firearms, were outraged by a clear attack on the second adjustment of the American Constitution.
“For me, ownership of weapons means not only to be an American, but also to observe the constitution. Therefore, when this right is violated, when someone is trying to take it away, it looks like they are trying to take freedom of speech from you, ” said a resident of Kenneso Alex Payne.
What is the second amendment of the US Constitution
It guarantees citizens the right to freely store firearms, "since a well -organized folk militia is necessary for the security of a free state." The founding fathers of the United States believed that the authorities could use the army to oppress the people, so Americans should be able to protect themselves. The amendment was adopted in the 18th century.
As a result, the Morton Grov law was canceled 27 years after its signing, and the Kenneso law is still valid.
The city authorities of Kenneso boast of a low level of crime in the city and see the merit of their policies regarding weapons. At first glance, statistics proves their rightness: in five years, from 2019 to 2023, only one murder occurred in Kenneso. But this does not mean at all that Kenneso is a completely safe city: it takes robberies, rape and theft of transport.
In 2022, 681 crimes were registered in Kenneso. The crime rate here is below 2% - this is a fairly low indicator in the world in general , and compared to other cities of a similar size in Georgia. For example, for the same period in Dalton there were completely 972 crimes (including two murders), and 1159 in Khinlesville. Such dynamics did not change over the years: Kenneso was much safer than these cities back in 2008, when the crimes could have been committed, If only because there were fewer video surveillance cameras on the street.

Residents of Kenneso also believe that the city’s policy in relation to weapons ensures their safety. They are sure that criminals are scaring away the idea that their potential victims have weapons. Not only local residents, but also most US citizens believe in the effectiveness of such preventive self -defense: judging by polls, 52% of Americans believe that their weapons can really protect. Moreover, as the respondents themselves believe , there is no difference if a person really has a weapon, the main thing is that the attacker believes that his victim is really armed and ready to apply the firearm in case.
“Here, in Kenneso, the level of crimes with the use of firearms is reduced due to attitude to it, and not because of the weapon itself. It doesn’t matter, this is a pistol, a fork, a fist or high -heeled shoe. We protect ourselves and our neighbors, ” says Blake Weserby, caretaker of the first Baptist Church of Kenneso.
It is definitely not clear whether the low crime rate in Kenneso is really associated with weapons. Nevertheless, local authorities still fuel this belief, citing suitable facts from the history of the city. According to them, the number of thefts with hacking doubled a year after the adoption of the Law on Weapons. By 1985 - three years after the adoption of the law - the number of such crimes was completely reduced by 80%.

Criminologist David MacDowell, however, noted that the Kenneso authorities are manipulated by statistics to prove their innocence. He found that 1981 - the last year without the law on weapons in Kenneso - was an abnormal in the number of thefts with hacking. That year, 75% more such crimes were recorded than on average over the previous five years. The subsequent years, when the law entered into force, simply “returned to normal” and showed the statistics of thefts familiar to Kenneso. Against such a background, 1981 really seemed disastrous. But if you take it instead of it for comparison 1978, 1979 or 1980, then there will be no decrease in crime.
Historically, there were always few crimes in Kenneso. The exact reasons for this state of affairs are unknown, but this may be due to the mentality of local residents and the location of the city, and not with the number of pistols in families. Weapons in houses can be regarded and vice versa - as a factor provoking crimes.
A type of crime characteristic of Kenneso is the theft of pistols and rifles. Lieutenant Craig Greidon, working in a local police station, admitted that cases of theft of another's weapons are so common that residents are advised to keep their guns in places that can be closed to the castle.

Studies show that the presence of weapons in the house is associated with an almost five -fold increase in suicide. The firearm is 11 times more likely to be used in suicide than in self -defense. This partially proves the statistics of Kenneso: in 2023, not a single murder occurred in the city, but two suicides with the use of firearms were registered .
Other studies show that owners of weapons are inclined to use it against members of their family. The probability of being killed at home by the hands of a loved one increases three times if the weapons are held at home. Scientists admit that storage of a gun of the house can prevent hacks, but at the same time it can change the behavior of its owner - and such changes become dangerous for those who live with him.

The inhabitants of Kenneso did not question the law on weapons for all the years of its existence. Now they don’t really say about him: many do not even know that the obligation to have a firearm exists. There are those who consider themselves an “weapon agnostic” - they recognize the law, but do not have their weapons. During all this time, there was only one local resident who tried to protest against the obligatory storage of weapons. He was a certain owner of a television repair workshop (none of the locals even remember what his name was). Now he no longer lives in Kenneso.
Kenneso’s law also picked up another city of Georgia - Nelson. Since 2013, a similar law has been operating here, obliging the heads of households to store weapons. A little less than one and a half thousand people live here, and the law fulfills a symbolic function rather. Even the city authorities admit that local residents will not begin to buy weapons massively, but this measure can at least scare away the attackers.
American society has long been divided on the issue of free possession of weapons. Opponents of the second amendments blame her in an epidemic of murders in the United States: for five years now in the country have been fixing at least 400 mass executions annually. After such large tragedies, more liberal states usually introduce additional measures to control weapons, but conservative settlements act exactly the opposite.

Another part of America - mainly Republicans - consider the possession of weapons to their integral constitutional law, and especially in residents of rural areas and south believe , where sports hunting is often a family tradition. Today, every fourth family in the United States owns weapons.
In Kenneso itself, official accounting of weapons owners do not, so it is difficult to say how many people really follow the law. When he only entered into force, at least 70% of local residents already stored weapons, and in the 2010s their number decreased to 50%.
Some residents of Kenneso say that the long -standing law on weapons is more likely symbolic significance and does not regulate their life in any way. The mayor of the city of Derek Isterling does not agree with this: “This is not a symbolic law. I am not a supporter of everything to be done just for the sake of window dressing. ” Nevertheless, for 43 years of the existence of the law, not a single offense has yet been recorded.
