
In the LPR, the head of the administration of the city of Severodonetsk, Nikolai Morgunov, was detained, the RF IC reports .
Morgunov is suspected of participating in a gang (part 2 of article 209 of the Criminal Code of the Russian Federation), robbed by an organized group (paragraph “a” of part 4 of article 162 of the Criminal Code of the Russian Federation) and human abduction (paragraph “a” part 3 of article 126 Criminal Code of the Russian Federation). Now it is known about the cases of 11 murders by the participants of the gang, six cases of abduction of people, four robberies, two extortions, the embezzlement of property of one of the enterprises by 6.2 million rubles.
Morgunov, according to investigators, since May 2014 actively participated "in the formation and support of a stable armed group." At that time, he was the head of the Lugansk Bryanka.
Morgunov had information about all real estate objects and significant enterprises of the city, the financial condition of wealthy citizens. He transmitted this information to the gang participants who abducted people and extorted the ransom, the UK points out. According to the department, all the victims had hostile relations with Morgunov, and in some cases he “directly incited to the reprisal” of them.
Morgunov was appointed head of Severodonetsk after taking the city by the Russian military in 2022.
And in December 2024, as a result of a joint operation, special services detained and neutralized members of the group of officials-marauders in the DPR .
Among the detainees were the ex-deputy chairman of the Government of the DPR Vladimir Rushchak, previously former the Minister of Industry and Trade, his assistant Sergey Goloshchapov, former mayor of Makeevka, head of the State Unitary Enterprise "Tutormet" Maxim Soldatov and others.
