
Since the beginning of February 2025, three explosions near the TCC (territorial setting centers, analogue of the military commissariats) occurred : in Pavlograd of the Dnipropetrovsk region, in Rivne and in Kamenets-Podolsky. According to representatives of the police and the security service of Ukraine, from the beginning of 2024, 497 people have been installed, involved in the preparation of such explosions, arson of cars and attempts on employees of the TCC and police officers. All of them were recruited by the Russian special services, Ukrainian security forces say.
Texty correspondents made contact with one such recruiter. Journalists found the address of an unknown telegram channel on the wall of the underpass in Kyiv. The channel talked about compulsory mobilization in Ukraine, as well as “resistance”: to put up leaflets against mobilization, explosion in TCC in Rivne, the murder of a military in the Poltava region.
Then a post appeared in the channel, which directly indicated the amount of remuneration for the transfer of personal data of the TCC employees, for the arson of cars and the TCC buildings, as well as for the murder of the military.
The channel administrator in correspondence with reporters especially carefully asked them about whether they could control the drones, whether they have access to them or their details. Then he suggested starting with the "simple projects" - the placement of graffiti with the advertising of the channel. For each inscription, a reward of 250 hryvnias was proposed. Photos for the report had to be taken through a special application, which automatically geolocates pictures.

Journalists identified a whole network of similar telegram channels: the central with about five thousand subscribers and regional (in almost all regional centers of Ukraine) with several hundred subscribers each.
The administrator of one of them emphasized that he himself is from Ukraine, and Russia has nothing to do with his channel. “I do this for my own children so that they live in a normal country,” he wrote. By this, the ideological component was exhausted. The main motivation was money. At the same time, the administrator did not object to the fact that minors were engaged in the application of graffiti and placing leaflets.
