The deputies, voting for the candidate for the mayor, chose the not operating head of Yevgeny Pissov, who was on the fourth term, and the head of the department of investment in Yulia Maslakov. In the press, she was dubbed the "spoiler" and the wife of the personal driver of Pissov. The deputies explained the deputies by the fact that the competitive commission did not allow the main competitor of Pissov - Alexei Gorevoy, who, however, see the hand of the “owner of the city”, the founder of the company that produces their putty and Brozex, Vyacheslav Brozovsky.

Maslakova herself did not obviously dream of the mayor’s chair: she announced the self -discharge right on the voting day, but the deputies did not exclude her from the lists. Then the mayor elected by deputies ignored the inauguration and sued the local Duma. The correspondent of Novaya went to Berezovsky in order to look with his own eyes to a rare political protest.

Goreva, clearly restraining emotions, did not withdraw the candidacy of Maslakova. He explained that on the day of voting, when the competitive commission completed its work, it is already impossible to withdraw the candidate for his application.

Remaining the only candidate in the hall, before voting, as expected, Evgeny Pistsov entered the deputies with a speech in which he promised to build a pool, a universal sports complex and to complete the school in the microdistrict of Cozy City, to reconstruct treatment facilities and much more. The deputies, including Goreva Speaker, criticized Pissov for failed key projects: from the development of a network of roads and streets and repairing networks to the creation of reserve water supply.

As a result, 6 deputies out of 23 those present at the vote cast their vote for the current mayor of Yevgeny Pissov, who has been led by the city since December 2011 and was supposed to be re -elected for the fourth term. 17 voted for Julia Maslakov - but exclusively in protest.

Maslakova 35 years old, in Berezovsky, she lived from early childhood and considers it to be hometown. She graduated from the Ural Academy of Civil Service (now - the Ural Institute of the Office of the RANEPA), the official worked for nine and a half years, of which eight - in the Berezovsky administration. However, in the press she is stubbornly called the wife of the personal driver Evgeny Pissov.

Before the Berezovsky administration, writes URA.News, Maslakova worked as a specialist in the expenses department of the Federal Treasury of the Sverdlovsk Region (2007-2010), a manager in Raiffeisenbank (2010-2015). In 2015, she came to work at the Berezovsky City Hall, and in 2017 she became the head of the department of investment development of the administration. In this post, she was engaged in the city development strategy, in which she proposed to make a bright annual event, which would be associated with Berezovsky as well as the popular creative festival “ Summer at the factory ” with Syserta - another small town of 50 kilometers from Yekaterinburg, where this festival It has been carried out since 2020.

Despite her experience and victory in the vote, Julia Maslakova categorically refused to take office. Kommersant-Ural, citing a source in the government of the Sverdlovsk region, wrote that the official allegedly explained that he could not work as the head of the city "in the atmosphere of the conflict."

On February 11, Maslakova sued the Duma of Berezovsky. In the lawsuit, she demanded to cancel the decision of the deputies who chose her by the mayor. As interested persons, the court brought to the case of the Governor of the Sverdlovsk Region Yevgeny Kuyvashev, the current mayor of Yevgeny Pissov and the chairman of the competitive commission of Berezovsky Vladimir Sharukas.

In addition, Maslakova asked as interim measures to cancel her inauguration, but judge Lilia Chechulina did not meet her. And on February 13, lawyer Andrei Elansev, who also ran for the post of mayor of Berezovsky, but was not allowed, wrote in his VKontakte that Maslakova supposedly began to receive threats.

For you now there is all the Duma and all of Berezovsky. Do not fail! Everything will be fine, ”Elantsev wrote on his VKontakte.

He did not talk with the correspondent of "New", referring to employment in the courts.

As a result, Maslakov did not come to the inauguration. Thus, the current mayor Evgeny Pistsov remained to manage the city until the next competition, the date of which has not yet been set.

"Master" of the city

The 77-thousandth Berezovsky, from which the first Russian gold and the AK-47 REP Duet known throughout the country, is located a few kilometers from Yekaterinburg. “So the press writes, all of Russia,” I answer.

- I do not buy. I don’t really get into this. It doesn't matter to me, if only to us, people, it was good and that’s all. And so they are all well done: they are ennobled, and they are building at home slowly. I have a brother in Asbest ( a small city near Yekaterinburg. - Ed. ) Lives, sometimes comes. Immediately, he says, it can be seen: the city [Berezovsky] lives, there are new buildings. Then everything is built. And Asbest itself is a dead city, ”answers Nadezhda.

She lives in Berezovsky all her life, her two daughters also work here. The red vest at hope - from past work at the company "Broosex" of the local businessman Vyacheslav Brozovsky, where, according to her admission, "always pay normally."

And she is pleased with Brozovsky himself. “Vyacheslav Piusovich also helps around the city, and on *** [“ Special operation ”] rides, supplies the guys there. In this regard, he is well done. ”

52-year-old Brozovsky-a native of Berezovsky. In the 1990s, after graduating from the Ural Mining Academy in Yekaterinburg, he took up business: traded building materials. “I remember him in a dirty T -shirt behind the wheel of Cheburashki: the loader, and the forwarder, and the seller himself,” said his partner Dmitry Gureev to the expert magazine.

Brozovsky’s business successfully developed. In 1996, he founded Brozex, which first sold in bulk of building materials. By the beginning of the 2000s, judging by the official website of the company, the entrepreneur bought a plant of paints and varnishes and an enterprise for the production of dry building mixtures. In addition, the group of companies includes the developer company and the Berezovsky plant of machine -building structures that produces stoves for baths and heating houses.

In 2004, as the owner of several factories, Brozovsky decided to go into politics. In the mayor’s elections, he bypassed the then mayor of Vladimir Perepelkin, who was not complained by the entrepreneurs, and gained two -thirds of votes. Over the first term, as mayor, Brozovsky managed to solve problems with hot water and invested in improvement, which was and fell in love with the townspeople. Around that moment he became friends with the structures of the UMMC, notes the FederalPress.

“At that time, he did not distribute the budget conservatively: he knew that people could not notice some internal problems if they improve the appearance. He knew how to not only communicate in a business space, but also urgently asking for money from the regional budget. There were free money that could be spent on solving social and communal problems, ”a source familiar with the work of Brozovsky at the mayor’s post told FederalPress.

In the new elections in 2007, Brozovsky already scored 80% of votes, in 2011 Brozovsky resigned the mayor to oversee domestic policy. Five years later, he became a regional deputy from United Russia, where he still represents Verkhnyaya Pyshma and Berezovsky.

And it is considered one of the richest deputies of the Legislative Assembly. In the last published declaration for 2021, he indicated 23 million rubles of income, his wife Olga - 123 million rubles.

The developer Monolith Stroy and the distribution company Distribution Company are recorded on it. Both are registered in Berezovsky.

Alexander Khanin, political strategist:

“Brozovsky considers himself a political owner of the territory, let it be so. He himself was a mayor there, then he went to the deputies, because his business. He is so much more handy, because much more obligations are superimposed on the mayor. He handed over the chair to another person - Evgeny Pissov. He himself participated in his elections, scribes were his man. He was elected from his submission. ”

The businessman did not lose his influence on the city. According to FederalPress, one of the largest contractors in Berezovsky was Berezovskstroyinvest, whose co -owner was then Brozex. In 2012, his other company, Arsenal, began the construction of the Utyt-City residential complex on the outskirts of Berezovsky. For the improvement of the boulevard in this residential complex, Arsenal received a contract of 20 million rubles. In 2020, Brozovsky promoted the construction of the school in this microdistrict on the principles of public-private partnerships. The very one that he promised to complete the scribes and about which the journalists wrote in the fresh issue of the Golden Hill. The investor became Brozovsky himself, a school worth 2.5 billion rubles should be rented in early 2025.

"There are no objective claims"

During the first period of Brozovsky scribes, he worked as a deputy, and from 2007 to 2011, being a local deputy from United Russia, headed by Berezovsky Innovation Park LLC, owned by Brozex. In the elections in 2011, recalls Nakanune.ru, Brozovsky candidate gained 39% of the vote.

The relationship between the successor and the predecessor began to deteriorate over time, and in 2015 Dmitry Smyslyaev, who headed the City Hall of property management at the Brozovskoye Committee of the Property Committee, moved against Pissov. This moment is called the first flashes of the conflict between former associates: Brozovsky, wrote URA.ru, allegedly lost influence in his hometown: the government of the Sverdlovsk region agreed without it.

In an interview with the chief edges of the “Berezovsky worker” to Sergey Stukov, Piszov spoke of past elections as a heavy marathon, and Smyslyaev irritably called “skilled demagogue”, which “impressed impressionable” deputies. “Warning your question, I will immediately answer - I will not take it to work,” Pistsov sharply designated in an interview.

In 2021, Stukov quit the Berezovsky Worker under the pressure of the authorities. According to him, the Governor of the Sverdlovsk region Yevgeny Kuyvashev, General Director of the UMMC Andrei Kozitsyn and the deputy corps of Berezovsky insisted on this resignation. And Pystsov demanded that the administration coordinate publications.

“You have a bad image in the regional government,” Khukov Pussov quoted. He did not communicate with the correspondent of “new” knocks.

However, the elections were no longer popular. On February 3, 2015, Vladimir Putin signed a law that allowed municipalities to abandon direct elections, filtering part of the candidates first at the competitive commission, and then choosing in the Duma of the remaining ones. Berezovsky was among the first municipalities who decided to switch to a new system. At the same time, “against”, judging by the polls, were 92% of the Berezovites, which was recognized by the scribes.

The city hall explained this decision as follows: "So that there is no social tension, which may lead to the split of a society that has a sufficiently serious political and economic burden."

Over the years of Pissov’s work, the regional authorities did not appear in the position of complaints about him, Khanin is sure.

“There are no objective complaints against him. There are no complaints about him, first of all, from law enforcement agencies and the regional authorities to spend budget funds. At least, I don’t know about them, but I know well one and the other ( Brozovsky and Pissov. - Ed. ). Pissov is a normal person. Not a tyrant, not some kind of dark genius there. An ordinary mayor, a normal economic comrade. He spent money reasonably, good and without violations, ”Hanin explained.

В отличие от аппарата губернатора, у депутатов Березовского и общественников к мэру были претензии в неправомерном, по их мнению, предоставлении в аренду муниципального имущества частной геодезической компании (отменить это требовало Свердловское УФАС), в махинациях с землей, в отсутствие очистных сооружений в поселках Монетный и Лосиный неподалеку от Березовского. На заседании 30 января, где Писцов проиграл, ему ставили в упрек плохую работу отдела ЖКХ. А местная пенсионерка упрекала мэра за дорогу в частном секторе, которую разбивает строительная техника.

Помимо этого в городе, как признавался и сам Писцов еще в 2023 году на слушаниях по бюджету, 61% дорог не соответствует нормативам по безопасности. А ГАИ может легко закрыть их для общественного транспорта. Также городу нужна ливневка, но в ближайшие десятилетия жители ее не получат .

«Нужна [ливневка], но ее не будет еще лет 20, а может, 50, это сооружение дорогое… Мы сейчас реконструкцией очистных занимаемся, которая стоит 1 млрд 800 млн, 20 лет занимались этим вопросом», — не обнадежил градоначальник.

Но с бюджетом около 6 млрд рублей ежегодно, из которых две трети — это дотации, проводить масштабную реконструкцию тяжело. Вдобавок у Березовского есть постоянная проблема, доставшаяся вместе с золотодобывающим рудником от Российской империи: провалы.

Золото в Березовском добывают с 1745 года, и шахты — закрытые, действующие и раскопки нелегальных старателей — проходят почти подо всем городом. Неиспользуемые разработки ветшают, затопляются грунтовыми водами или обваливаются.

Из-за особенностей породы, уверял екатеринбургских журналистов из 66.Ru гендиректор рудника Фарид Набиуллин, страшных последствий, как в пермских Березниках, здесь не будет. Но крупные обвалы тоже случаются. Последний был зафиксирован в мае 2019 года. Глубина ямы на месте засыпанной еще в 1990-х воронки достигала 30 метров.

Чтобы город не ушел под землю или не заболотился, муниципалитет ежегодно выделяет деньги на откачку шахтных вод и закладку пустот Березовского рудника остатками переработанной породы. Последний контракт был опубликован в январе 2024 года и обошелся властям в 143,8 млн рублей. Эту работу выполняет сам рудник. Делать это придется всегда, даже если добыча золота прекратится, а предприятие обанкротится, рассказывал журналистам Набиуллин.

После начала спецоперации и введения санкций на иностранную торговлю рудник грозился обанкротиться . Дело в том, что содержание золота в руде на месторождении скромное — порядка 1,74 грамма на тонну при средних значениях в мире в 3,4 грамма на тонну. И любые дополнительные издержки и нестабильный курс могут сильно влиять на себестоимость добычи. Но кризиса удалось избежать, и по итогам 2023 года компания показала 500 млн рублей чистой прибыли при выручке в 3,4 млрд рублей, следует из данных системы «Руспрофиль».

«Они друзья. Помогают, наверное, друг другу»

Новый конфликт, который привел в итоге к победе Маслаковой, начался еще летом 2024 года. Ura.Ru утверждало , что Брозовский якобы решил не допускать Писцова на новый срок.

«У Писцова возникла некая самостоятельность, как это обычно бывает у глав. Некоторые решения он стал принимать сам. И Брозовский захотел его поменять», — полагает Ханин.

Нынешнему мэру противостояли две трети думы, а на участие в конкурсе на должность мэра Березовского удалось зарегистрировать 10 кандидатов. Среди них и спикер думы Алексей Горевой, который мэрских амбиций до того не проявлял. Его называли в прессе главным конкурентом Писцова.

В сентябре губернатор Куйвашев поддержал кандидатуру Писцова на выборах, после чего работа комиссии затягивалась под разными предлогами, а ее решение дважды переносилось.

В то же время исполнительный директор принадлежащего Брозовскому «Арсенал и К» Дмитрий Гаренских просил СК завести на Писцова и начальника имущественного комитета мэрии Анатолия Иванова уголовное дело. Поводом стало то, что мэрия отдала компании «Жилстрой» три участка у логистического парка Брозовского в обмен на участок в центре города. «Жилстрой» продал полученную землю екатеринбургскому девелоперу «Философия идеалистов». Застройщик поставил забор, парализовав работу логистического парка. Брозовскому пришлось выкупать участок за 81 млн рублей, утверждает Ura.Ru.

Гаренских считал, что участки, которые мэрия обменяла у «Жилстроя» на территорию в центре города, значительно дороже, а чиновники злоупотребили полномочиями.

Но следователи состава преступления не нашли и пришли к выводу, что земля по стоимости равнозначная. При этом звучали оценки, что это решение силовиков было политическим.

В конце января 2025 года комиссия, наполовину состоящая из сотрудников администрации губернатора, а наполовину — из депутатов думы Березовского, утвердила только две кандидатуры на позицию мэра: Писцова и Юлию Маслакову.

Собеседник «Новой», знакомый с тем, как принимались решения о кандидатурах, утверждает, что администрация Куйвашева согласовала кандидатуры и Писцова, и Горевого. Но в разное время. Из-за чего работа комиссии в какой-то момент парализовалась.

«Губернатор как Путин. Кураторы определенных направлений приносят ему готовое решение. И он с ним либо соглашается, либо нет. Так ему принесли на согласование кандидатуру Писцова. Через какое-то время Брозовский или его представитель зашел туда же, в ту же резиденцию, но через другого человека с кандидатурой председателя думы Горевого вместо Писцова. Зашли в разные ворота. И Горевого тоже согласовали. В итоге и одна кандидатура согласована, и вторая. И случилась стычка: не смогли провести через комиссию одного или другого. И Писцов понимает, что ему лояльных депутатов не хватает, и Горевой понимает, что в комиссии половина представителей губернатора», — считает собеседник «Новой».

Впрочем, политолог и депутат гордумы Екатеринбурга от партии «Яблоко» Константин Киселев считает, что Писцов в принципе был слабым мэром. И подконтрольная Брозовскому дума его «скинула».

«Евгений Писцов когда-то сменил на посту Вячеслава Брозовского, который ушел в администрацию губернатора, а сейчас он депутат Заксобрания. Он оставил после себя Писцова, но это оказалась слабая замена — о его низкой эффективности говорили и депутаты. Получилось так, что сегодня думу города контролирует именно Брозовский. А Писцов выдвинул себе в спойлеры жену своего водителя. И соответственно, депутаты, которые в одной команде с Брозовским, проголосовали за нее. То есть Писцова прокатили», — так Киселев прокомментировал изданию «Региональные комментарии» историю с выборами «спойлера». Общаться с «Новой» он отказался, «чтобы не подставиться».

Александр Ханин, напротив, считает, что в такой ситуации Писцов только укрепил позиции. «Было недавно соревнование, где присутствовал полпред президента Артем Жога, он сидел рядом с Писцовым. Прекрасная фотография, которая показывает, что он не в опале, а уважаемый и поддерживаемый высшими чинами. Пока, на сегодняшний момент, Писцов выиграл», — считает Ханин.

Но окончательно решить ситуацию власти могут, найдя компромиссную фигуру. Возможно, даже «варяга» из аппарата губернатора.

«Мне неизвестна ситуация, когда губернатор проигрывал. Поэтому мое мнение: будет найден компромиссный кандидат отдельный, с которым все согласятся. Но пока выиграл Писцов. Он остался у власти экстравагантным способом. А поиски компромиссных кандидатур у нас очень долгие. И обычно традиционно это кандидатура, которая не имеет отношения ни к одной, ни к другой стороне конфликта. Это кто-то из сотрудников резиденции [аппарата губернатора], допустим. У нас так было в Каменск-Уральском, когда нынешний вице-губернатор был там мэром», — считает Ханин, имея в виду первого замгубернатора Свердловской области Алексея Шмыкова.

Но в представлении местных Брозовский и Писцов скорее друзья, нежели враги.

«Ну они друзья. Я думаю, подсказывают друг другу, где чего лучше сделать. Общаются. Ну не сказать, чтобы прям друзья-друзья. Но раньше сидели вместе в Белом доме ( здание мэрии . — Ред. ), вместе работали. Писцов же не сразу в мэры выбился. Был тут по наставлению Вячеслава Пиусовича», — подчеркнула продавщица Надежда в красной жилетке BROZEX.

Никаких «спойлеров»

И хотя среди горожан тема смены мэра не нашла отклика, а Писцов фактически удержался у власти (до нового конкурса), депутатов думы Березовского ситуация серьезно задела.

«К сожалению, последние недели мы предстаем перед всей страной не в лучшем свете. В сложившейся ситуации нет вины думы или конкурсной комиссии. <…> Высказывания о том, что мы избрали «технического» кандидата, я считаю не очень разумными и противоречащими самой сути действующего законодательства, предусматривающего конкурентную борьбу. Нельзя назвать техническим кандидата, обладающего большим опытом работы и необходимыми компетенциями, который сначала получил поддержку конкурсной комиссии в составе представителей региональной власти и муниципальной думы, а затем одержал победу с большим перевесом», — заявил 21 февраля спикер думы Березовского Алексей Горевой.

Так он прокомментировал проект поправок в правила проведения конкурса по выборам мэра. Сейчас конкурс двухступенчатый: после проверки на формальное соответствие комиссия оценивает кандидатов по их опыту и заслугам. Дума же предлагает убрать второй этап и допустить до голосования всех кандидатов, соответствующих формальным требованиям.

Решение понравилось другому не допущенному до голосования кандидату в мэры Андрею Еланцеву. «Несмотря на мои противоречия с частью депутатов, мы всегда конкурировали открыто и честно. Сегодня я поддерживаю их в стремлении провести настоящие выборы, а не имитацию! Буду вновь выдвигать свою кандидатуру и рассчитываю на их благоразумие в этой ситуации. Хватит руководствоваться партийными принципами, пришло время думать о городе!» — заявил Еланцев у себя во «ВКонтакте».

Заседание думы, где рассмотрят этот вопрос, назначено на 27 февраля. В этот же день Березовский суд рассмотрит иск Юлии Маслаковой к местной думе с требованием отменить решение, которым она избрана мэром Березовского.
