On March 7, a summit of the heads of the European Union countries is taking place, at which European security and the Russian-Ukrainian war will be discussed against the backdrop of the US refusal to help Ukraine. The summit was preceded by an address by Emmanuel Macron, in which he proposed protecting Europe with French nuclear weapons, and the announcement of the creation of a pan-European defense fund.

Ukrainian President Vladimir Zelensky will also participate in the summit. The heads of European countries plan to discuss the war in Ukraine and security guarantees after the ceasefire, the EU's dependence on the United States and increased spending on defense. EU countries could be allowed to spend more and borrow more to make military purchases. EU leaders will also discuss the use of frozen Russian assets to support Ukraine to compensate for the halt in American funding.

Before the summit, Hungarian Prime Minister Viktor Orban met with French far-right leader Marine Le Pen. The publication Euractiv called the meeting a “special gift” to Macron, Le Pen’s political rival.

The French President said that we need to be prepared for the withdrawal of American troops from Europe and increased defense spending. "I want to believe that the US will remain on our side, but we must be prepared if they don't," Macron said.

He also warned that the relative peace in Western Europe since the end of World War II appeared to be coming to an end. Therefore, Europe must prepare for the future by strengthening its defense, Macron said.

The head of the Russian Foreign Ministry, in response to the appeal, said that Macron “continues the work of Napoleon in an aggressive manner.”

Politico reported that amid discussions about European security, defense companies' spending on lobbying increased by 40% in 2022-2023. Most defense companies have expanded their Brussels teams over the past three years to meet growing demand to advance their interests, the newspaper writes.

Previously, European countries held a summit in London, where they discussed support for Ukraine. During the summit, British Prime Minister Keir Starmer said his country was working with France on a new peace plan.

Macron said the plan included a month-long ceasefire that would cover air, sea and attacks on energy infrastructure. Later, the truce should extend to ground combat. Europe is also considering the deployment of peacekeeping troops.
