
Yesterday, negotiations in Saudi Arabia, which the United States were conducted separately with Ukraine and Russia, ended. According to their results, the parties published official messages that at first glance did not directly contradict each other, but it very quickly became clear that Moscow and Kyiv were interpreting the agreements reached completely differently.
In a message published by the Donald Trump administration (these were the first official results of negotiations, the White House simultaneously issued two press releases- one about a meeting with the Ukrainian delegation, the second about meeting with the Russian), it was said that all three parties agreed to ensure safe shipping and “exclude the use of force” in the Black Sea. The United States did not report any additional conditions. A separate item in the press release noted that Washington will “help to restore” the access of Russian manufacturers of agricultural products and fertilizers to world markets.
In about an hour, the Kremlin released its press release , which also reported that the parties agreed on “ensuring the safety of shipping and non-use of force” in the Black Sea-and that the United States would “contribute” to the restoration of the supply of Russian agricultural products to world markets. However, it contained a fundamental note that was not in the American version of the agreement.
The note said that agreements come into force only after lifting sanctions from the Rosselkhozbank and “other financial organizations involved in international food and fertilizers”, as well as after lifting sanctions from producers and exporters of food and fertilizer and Russian courts that transport them.
In his evening video show, the President of Ukraine Vladimir Zelensky accused Russia of manipulations by agreements, saying that "the Kremlin is lying, that allegedly silence in the Black Sea depends on the question of sanctions." “Already now, already just today, just on the day of negotiations, we see how the Russians have already begun to manipulate. They are already trying to twist the agreements and actually deceive our intermediaries and the whole world, ”said Zelensky.
Later, Donald Trump spoke on this issue-from his comment it could be concluded that the “notes” added by the Kremlin to the press release were indeed not agreed with the United States. Trump said that his administration was studying the “five or six conditions” that were nominated by Russia to start a truce at sea. Later in another interview, Trump suggested that Moscow was delaying the signing of a peace agreement. “I'm not sure. But still I think that Russia would like it to end, ”he said .
The press secretary of the President of the Russian Federation Dmitry Peskov actually admitted that, according to Moscow, there are no agreements on a truce in the Black Sea yet. According to him, this initiative "can only be activated after a number of conditions."
The press release of the White House did not talk about the immediate cessation of attacks on energy facilities-it only contained a wording that the parties agreed to “develop measures to implement” this plan, which Trump proposed during a conversation with Putin on March 18.
In the official message of the head of the Ministry of Defense of Ukraine Rustem Umarov, published almost simultaneously with the press release of the White House, the wording sounded like this: “All parties agreed to introduce agreements on the complete ban on attacks on the energy infrastructure of Ukraine and Russia.” Soon the situation was commented by Vladimir Zelensky: according to him, the US position is that the ban on energy strikes enters into force immediately. He promised that Ukraine would fulfill its part of the transaction.
According to the results of the negotiations, the Kremlin’s press release also said that Russia and the United States “agreed to develop measures to implement agreements” on the termination of strokes for 30 days, but the start date was indicated there-March 18. That is, according to Moscow, the mode of termination of attacks on energy facilities has been valid for more than a week. In his statement, the Kremlin also emphasized the possibility of leaving the agreement if it is violated by one of the parties. Dmitry Peskov during a briefing assured that President Putin’s order was being prohibiting the blows of energy facilities in Ukraine, and the Russian military executed it.
At the same time, the parties accuse each other in continuation of the blows. The adviser to Zelensky on communications Dmitry Litvin claims that from March 18 - when Russia announced the suspension of attacks - there were eight confirmed hits on Ukraine’s energy facilities. “Every night, our air defense forces knock down about a hundred shock drones - and many of them probably aimed at other energy objects. If not for our defenders, there could be much more hits, ”he said . The Ministry of Defense of the Russian Federation, in turn, stated that on the night of March 26 - after Zelensky’s statements about the agreements - Ukrainian drones attacked the substations in the Bryansk and Kursk regions. The General Staff of the Armed Forces called statements about these attacks false.
