Vologda Governor Filimonov - a test for the normality of society. The results are disappointing

“We Russian people express the most sincere support to Governor Filimonov! God is with you ” - in the frame a semicircle is a group of comrades, a woman in the center in a microphone talks about what a well done Vologda governor. He banned abortion in the region and limited the sale of alcohol - which means that the Russian people are saved. These two decisions made Georgy Filimonov the most recognizable governor in Russia. True, he won the reputation of an official with a very unusual inner world earlier - almost from the first day after his appointment, the acting head of the region began to appear in federal news feeds - in the heading of Kuryazi.

Stalin, Mao and Crosses

A video message on behalf of “Russian people” is posted in the Telegram channel of Filimonov. He uses this resource to the maximum and became perhaps the most active blogger among his colleagues, not shying to record “circles”. It was from these two -minute video messages that the audience learned that portraits of Stalin and Mao Zedong were hanging in the official’s office. Stalin is depicted with Filimonov himself - at the time of a strong handshake.

“It is important to get out of the inferiority complex imposed from outside about the history of our country. We are obliged to appreciate the past in all diversity, understanding and accepting, among other things, its ambiguous pages, ”Filimonov explained his appearance at the opening of the monument to Stalin in Vologda - immediately after laying flowers to the memorial to the victims of political repression.

Mao is a separate love of the Vologda official. In the fall, during a trip to China, he met with the granddaughter and great -granddaughter of the leader - Tsao Lei and Cao Jinjin. The ladies received a T -shirt as a gift (judging by the photo - one for two) with the slogan "We will make the teachings of Mao Zedong forever occupying the advanced position of Wushu."

Martial arts in Filimonov’s life since childhood - his father Yuri Filimonov is the head of the Vologda Center for Martial Arts. He trained his son, who at the age of 19 became the world champion in kickboxing. Now the governor is a seven -time champion of Russia and a three -time world champion.

The connoisseur of diversity, in his office he found a place for Beria and Dzerzhinsky. There, of course, there is a portrait of Putin, and the icon of George the Victorious.

And the image of Filimonov himself: he is captured on a poster stylized under the poster of the “words of the kid”. And also - in the image of Che Guevara with the inscription Comandante GE.

In the fall, he won the election with a result of 62.30% with a 47.06% turnout. The same thing worked as in the Murmansk or Arkhangelsk regions a little earlier - the inhabitants tired of local elites voted for the “young technocrat”. And what would not vote? He goes to a hoodie, travels around the villages, promises everything in a new way, and indeed Putin himself is appointed. And some oddities are excusable.

Having won the elections, Filimonov replaced Hudie to the jacket a la Stalin. “The Orthodox Stalinist-Lyser,” journalists characterize the Vologda governor. The official emphasizes belonging to the Russian Orthodox Church so actively that he was awarded a personal congratulation on the 45th anniversary on behalf of Patriarch Kirill. Despite the fact that the Governor's experience of Filimonov is small - he was appointed Acting on October 31, 2023, and a year later he won the election.

“You have gained a valuable professional experience that helps to solve many difficult tasks of the socio-economic and cultural development of Vologda,” writes the Patriarch. The favor of the understanding: the authorities of the region increased the flow of funds to restore temples and churches by 5.5 times-from 98.5 million rubles in 2023 to 543.2 million in 2024. The governor himself headed the Foundation "Heritage of the Russian North", created to restore objects of religious and historical significance.

Loyalty of the Russian Orthodox Church - to the point of absurdity; For example, in January, the governor instructed to organize a course of lectures for officials about the importance of observing God's commandments. And a month earlier I reported my deputy because of temples without crosses on the slide: “Who made a slide? I’ll make you strict reprimand now. If I see this again - disqualification. So that I don’t see this anymore, otherwise I will apply penalties. Do your hands come from? Where do your hands grow from, I ask? If again at least one cross is cut off, write a statement. Or is it specially done by someone? You are like a product of enemy propaganda! ”

Governor and gynecology issues

The church does not remain in debt. Metropolitan of Vologda and Kirillovsky Savva publicly supported the main unpopular initiatives of the official - on the ban on abortion and limiting the sale of alcohol. Fedor Lukyanov, chairman of the Patriarchal Commission on Family and Childhood, also supported Filimonov’s anti-abortion campaign, saying that for some reason she would “reduce the likelihood of criminal abortions”.

Every reasonable person understands that this probability, on the contrary, is growing where it is impossible to do an abortion legally. For example, after the criminalization of abortion in the USSR from 1937 to 1940, more than a million cases of illegal termination of pregnancy were recorded. And after 10 years, in 1950, 90% of a million abortion were criminal.

The ban on abortion was announced by the governor in February - both in state and private clinics. Formally, it has not been introduced, but in fact - according to the Vologzhanka themselves - is already acting. It is difficult to find a clinic where you can terminate the pregnancy at will, in the region, it is known about five cases of direct refusal to provide this medical service (regional deputy Alexander Morozov filed an application with the prosecutor’s office demanding to check these cases).

This is not to say that the intervention of the governor in gynecology greatly pleased the population entrusted to him. Women who now need to go to commercial abortion to another region are not at all happy.

The announced “obstetric tourism” looks like a mockery against this background: every resident of any other area, which for some reason will come to give birth to Vologda, promise 50 thousand rubles each. Just on the road and a hotel for loved ones is enough. Why is this strange initiative? - to increase the birth rate in the region in the reports of officials.

It has not yet reached female riots, but some Vologzhanks have already asked the former Governor Kuvshinnikov. He congratulated women on social networks on March 8 - and received a bunch of comments of this kind: "Return until this one was driven into the coffin."

Filimonov has something to contrast. The “Russian community” expresses public support to him - supporters of the odious organization laid out the corresponding videos in the networks. No wonder, because the main agenda of the “communitymen” is anti -migrant, and here they and Filimonov have complete harmony. In February, he forbade migrants to work at a construction site.

Animature in a la RUSS

True, the background of the decision was not at all purely nationalist - it was the result of the conflict of Filimonov with the owner of Severstal Alexei Mordashov. Mordashov owns the company, and the company with a Cherepovets, where he is going to bring - according to the governor - 6 thousand migrants (according to the company - a little more than 2 thousand). And here-Filimonov with his Kung Fu.

“Severstal” in response to phlegmatically stated that she would reduce the investment program. And with pressure she added that the stop of work will lead to “discrediting state policy of investing in regional projects” and the threat of breaking contracts with the Chinese supplier of equipment. And in addition, she hinted that instead of dialogue with new authorities, she encountered “manipulations and the refusal to fulfill even the agreements reached”. A week later, Filimonov canceled the ban on builders migrants.

A little earlier, the governor proposed solving the case with a face (or a fight), calling the opponent “on the tatami, carpet or ring”, which, however, was ashamed to be called by name.

Instead, the official expressed himself intricately: “The representative of the part of the industrial microsocium with a transnational“ tint ”. When the journalists directly asked Alexei Mordashov whether he was not talking about him, he called him “funny” - and especially, they say, that the head of the region was about to fight with the largest investor in the region.

The conflict with the main in the level of budget revenues of the region’s enterprise really looks somewhat reckless. Although enthusiasm, of course, is impressive. The results, however, are not only in the comic. After the appointment of Filimonov, all vice-governors and mayors, including the influential mayor of Cherepovets Germanov, were left or fired from the regional authorities. “Following Vologda, the city of Cherepovets goes under direct management from the building of the Government of the Vologda Oblast, becoming the real part of the regional government team,” the governor commented on the resignation of Germanov, who was apparently resigning that no direct management of the municipalities as a representative of the regional authority was allowed by law.

The response was not slow: at the end of February, two associates of Filimonov, Vice-Governor Denis Alekseev and the head of the region’s representative office in Moscow, Kirill Bocharov, were arrested for the demand for a bribe from the local forestry company. According to the prosecution, officials demanded 100 million rubles from the Bereznik enterprise for extending the lease of forest plots. The governor reacted with a repost from the ultrapatriotic cart, which announced the event of the result of the intrigues of the Femoathedon Lobbie.

Both Alekseev and Bocharov used to work together in the Odintsovo heating system, then in the Department of the Federal Service for Supervision of Natural Management in the Central Federal District. Both are from the Filimonov team freshly disputed to Vologda. The “team” is a self -name, this is what is written on the Governor's Merche, into which he disengages his appointments. At the same time, the officials shouted: “One for all and all for one” and “We are Russians - God is with us”. All this animation was no longer surprised by Vologda. Indeed, in the election round, Filimonov managed to show Capoeira’s techniques, sit on the twine, read rap, make his subordinates push up on the camera and offer a person to fight from the public. This design has an obvious contradiction. The expression "place of power" is from the vocabulary of homegrown mystics, sofa pagans. And the Duginsky “Russian World”, as you know, mimifies to something Orthodox.

But in the world of Filimonov there is no contradiction. A person who is congratulates on the 45th anniversary of the Patriarch calls himself a pagan who even has some kind of secret mystical name. Old Slavic, and not Christian names, the official gave his daughters to his daughters. And the vice-governor “according to patriatism” appointed a neopagan-boxer Alexander Povetkin.

The days of the oprichnik

Filimonov’s activity is an amazing experience: Duginets on governorship. All these “Kaliks are crossing”, “round dances and sundresses”, a roster psychedelic from the channel of an eccentric philosopher suddenly - unprecedented! - migrated to real policy in a single region. Here is a field of experiments. Here, however, it is necessary to remember that the sundresses will reconcile from Dugin - the membership in the “Black Order of the SS” and the passionate passion for fascism will come out. Is it not from there the desire of the new regional government to control the physical side of people's lives? It is not the environment to make their habitat more tolerable, as it should seem to the governor, but to climb into the bed - and at the table. Both key decisions of Filimonov - both about abortion and alcohol - from the field of dense paternalism, this, for all comic, is a completely totalitarian approach, which implies the power of the state over the human body.

However, in addition to long -term consequences, Filimonov’s decisions have fast, visual. From March 1, alcohol in the region can only be bought from 12 to 14 hours on weekdays (on weekends - without restrictions). The first result was the departure from the field of one of the federal retail chains, in the stores of which not only vodka was sold. The region loses tax revenues, people are jobs. As for active consumers of alcohol, they have already experienced one dry law in the 80s and moonshine devices were unlikely to bury in the ground. Yes, and instead of obstetric tourism in the Vologda region of that, and look, alkotourism will begin to Yaroslavl and Leningrad.

“I will not turn and not go back, is it unclear? I will build, improve, create, change reality for the better, develop the region, fight with a rapid reduction in the population, based on the real support of the vast majority of Vologzhan ” - the last posts of Filimonov are clearly aggressive. This is a reaction to criticism and petition for the resignation of the Governor-Exentric. The last straw was just a restriction on the sale of alcohol.

Meanwhile, the governor became interested in cosplay - the authorities announced the opening of the youth organization "Trapants". Filimonov is not shy about his veneration of Ivan the Terrible - and is going to erect a monument to him on the Kremlin Square Vologda.

“We will install the monument in Vologda - on the Kremlin Square from the side of Victory Avenue. It was Vologda that Tsar Ivan IV considered the capital of the Russian state, he embodied his ambitious plans here, including the construction of a stone fortress and the laying of a cathedral temple, ”said George Filimonov. - The competition for the best sketch of the monument will be held until March 28. The winner will determine the commission. Everyone can become part of this historical initiative. ”

True, not everyone agrees with such standards. When the scandal with the “guardsmen” sounded on the federal agenda, I had to take it back, as with migrants. The regional authorities began to awkwardly explain that “guardsmen” are only one of the options for the name of the organization and in fact “did not go through the selection”. As he then got into a finished resolution, they decided to keep silent.

And Filimonov took up the children. Vologda authorities were the first in the country in the kindergarten "Talking about the important." Children are allowed to hold toy weapons, dressed in military uniforms and include a “sacred war”. Still, after all, it was Vologzhanka at Putin’s meeting with the finalists of the “Teacher of the Year” contest that the president invited the “conversations about the important” to children from the age of five. Putin agreed - and could Filimonov after that not show the result?

With an indefatigable demonstration of loyalty, he seems to compensate for his oddities. Journalists, amazedly observing the political stability of Filimonov, are looking for in his biography (joint sports training with Kiriyenko, two approaches to the service of the presidential administration) are signs of close relations at the very top, in the family.

But the secret of the equilibrium of any appointment is in the purpose of the appointment itself. They are never withdrawn - after all, withdrawing means to recognize the fallacy of the choice.

It is difficult to assume that the governorship in the small homeland is the limit of the dream of the official himself. Having served in Moscow, they perceive such positions as a stage preceding an increase, return to the capital. But here's the bad luck: to this, and, however, it was a logical continuation of his career. Now there, to the authorities, there is a new elite, and the dough for loyalty is not governorship, but participation in his. So the chances of Vologda to an ambulance are ghostly.

And the Vologda Trump itself becomes a test for normality. It would seem that his wild decisions, aggression and a strange manner of behavior had to cause a natural reaction. The system must be able to self -clean. But the exotic gripping of the governor causes only ripples in social networks and blocked media. The population of any region of Russia has no real tools for changing power. And the power level, it seems, is watching with a condescending grin. What, they say, the difference is what they have in Vologda? But it's funny: it can dance, and go out on the fists ...
