How it became possible over Krasnoyarsk and why the roof flies where it is being repaired

The regions of Central and Eastern Siberia are restored after a hurricane and accompanying fires, cliffs of wires, and local flooding. The Ministry of Emergencies reports 570 roofs damaged in three regions of Siberia. The prosecutor's office of the Krasnoyarsk Territory draws attention to an interesting trend: out of 28 buildings from which roofs were carried away in the region, only five residential buildings, the rest - social facilities, including eight schools and one kindergarten. I note these numbers: out of five residential buildings - not a single private, and all social facilities are regularly repaired (much more often than private housing).

The master of homebuilding (who wished to remain unnamed), watching the video with the collapse of the roof of the hostel of the Siberian Federal University (SFU) in the university lane, explained why the roof flew off (landed nearby, overwhelming cars; there are no dead by coincidence):

- The entire installation and fastening of the roof is broken. Apparently, when they did repairs/reconstruction (and judging by the reports from the SFU, the roof was repaired in a timely manner, there were no complaints), the old elements were simply drank by the grinder, and they did not attach the roof to the house again. I see here the beam 180 from Mauerlat, I see that he was not fixed. Mauerlat is a supporting beam/beam along the perimeter of the upper part of the walls of the building, serves as a support for rafters, ensuring their reliable connection to the walls, evenly distributing the roof weight, snow and wind loads on all supporting structures of the building.

Previously, how was Mauerlat? They made a strapping with a “six” wire: attracted to masonry, tied with the same wire to the rafters (at least one after one). That is, after a meter and a half, the entire strapping beam and the load-bearing walls through the Mauerlat were intended to be connected. Also use tabs, anchor fixing the wire strapping to the walls. In addition to wire, Mauerlat is attached to the walls of studs - they pass through the beam and monolithic armo -pods. Here I see neither studs, nor wire, nor traces of it. Anchor, tabs on such old walls will not be held, there the masonry is already half -empty. And it is unlikely that the anchor was there at all. The new roof simply lay on the walls with its own weight, and Mauerlat was not tied to the walls. Well, this is what I see.

I listened to the explanations of the master, and for some reason other studs were remembered. At the Sayano-Shushenskaya hydroelectric power station, where the disaster occurred 15 years ago. The government commission to investigate its reasons then talked a lot about the hairpins, which were supposed to hold the turbine, but suddenly refused. Tired. The point, of course, was not only that the mechanics did not tighten the studs and did not put the nuts, just further reasons could no longer be listed.

SFUD informed that he would resettle residents of the entire hostel, not only the upper floors. "This is about 150 people." They do not say about compensation for damage to the owners of four cars that were standing and passing by.

And here is the Solgon school. Uzhursky district of the Krasnoyarsk Territory. In 2023, the roof was repaired under the municipal contract. Several months passed, the spring wind blew, on April 19, 2024, the roof destroyed. Again repaired . Probably, they put a centimeter longer on self -tapping screws. And now the roof flew away again. I quote the regional prosecutor's office, release of April 7, 2025:

“The prosecutor’s audit showed that the inadequate quality of the recently performed work on the current repair of the roof of the building of the Solgonsskaya Secondary School of MBOU and their inappropriate acceptance led to its destruction.”

Immediately - that for schools this is almost widespread trouble. Well, yes, to whom to save on, while regularly repairing all children's institutions. "The prosecutors of the Dzerzhinsky, Idrinsky, Karatuz, Kuraginsky and Uzhursky districts where the roofs of schools occurred, sent materials to the investigating authorities to initiate criminal cases."

Let's go back to Krasnoyarsk. On the street North-Senisei. There, half of the roof of a residential multi -storey building flew up and collapsed, crippling a man, broke the balconies and cars in the yard. Last year, under such circumstances - a squallwood wind - demolished the other part of the roof, in the second half of the house. Then only the destroyed half was repaired.

And a month ago, on March 3, the former general director of the capital repair fund of the Krasnoyarsk Territory Mikhail Popelyshev was given seven years of strict regime and a fine of 24 million rubles, finding guilty of a commercial bribery (6.6 million) for guarantees to a friend in the receipt of construction contracts.

When he was detained, Gossmi was indignant : how did it happen that the work of the overhaul fund, which annually collects four billion from the residents of the region, no one controlled?

6.6 million are the first two tranches, Popelyshev had to receive 12 million, after which he promised a businessman and contracts, and resolving issues on the adoption of the work performed, even if they were fulfilled inadequate. The amount arose as a percentage of the income of the businessman himself on his cooperation with the fund. Then the visit of the security forces was shown to the mansion of Popelyshev, who was sitting to the fund from the post of envoy of the governor, and before that working in the GUFSIN: chic winery, many gold, hours, currency of almost all countries of the world, a dozen certificates for diamonds, compulsory skin (this time a wolf) in the billiard room. In addition to Krasnoyarsk, real estate was in Moscow - they also arrested. After the arrest of Popelishev, the former head of the GUFSIN General Poppeto became the new general director of the fund.

In the Popelyshev mansion, the wind does not demolish the roof. But the matter, of course, is not only in him. Not only in thief bureaucracy.
