Putin instructed to draw up a list of companies that have left Russia because of the war, and determine the conditions in which foreigners could redeem the assets back

Russian President Vladimir Putin instructed the government until May 15 to approve the list of companies from the "unfriendly" countries that stopped or reduced activities in Russia after 2022. The list of such companies is supposed to be “ongoing on a permanent basis”.

The relevant order, the Kremlin’s press service said, Putin gave, following the plenary meeting of the congress of the Russian Union of Industrialists and Entrepreneurs (RSPP), which was held on March 18.

In addition, Putin instructed to determine the terms of the return of shares by foreigners (shares in the authorized capital), "alienated by them after February 22, 2022 on non -market conditions." At the same time, the instructions say, it should be “to ensure the protection of the rights and legitimate interests of Russian citizens and legal entities”

• After the start of a full -scale invasion of the Russian Federation to Ukraine, many major international companies left Russia or significantly reduced Russia's activities in the Russian market. Some of these companies sold Russian assets for the symbolic value.
• In 2025, the Russian authorities and the media close to them and experts began to seriously discuss the scenario of returning to the local market of foreign companies that left the country due to the war. At the same time, Putin said, reminds RBC that some of the departed companies sold a business with a discount, but when returning they should not redeem it back at the same small cost.
• On April 10, RBC reported that the Russian government is working on conditions, subject to which foreign companies that have left Russia will be able to return. According to the publication, one of the conditions is a company or structures affected by it should not finance the Armed Forces of Ukraine, “foreign agents”, “undesirable” organizations and the like.
• In March, The Bell asked several dozen companies that were the largest revenue among those who left Russia, whether they plan to return to the Russian market. The company answered 21 - and not one of them announced plans to return.
