The corresponding bill introduced the government to the State Duma. The responsible developer of the document is the Ministry of Internal Affairs.
It is proposed to supplement the Code of Criminal Procedure Article 115.2. It will prescribe a new measure of procedural coercion - "suspension of operations with cash, electronic cash, advance payments."
Within its framework, investigators and interrogators will be able to suspend operations for up to 10 days if they suspect that the account was used in the commission of a crime. The suspension of operations does not provide for the withdrawal of funds and transfer to storage, the document says.
Over the past six years, crime with the help of IT has increased four times, and now every third crime is committed in a digital environment, approved in an explanatory note. According to the Cabinet of Ministers, more than 80% are “distance theft”.
“The crimes of the category under consideration are one of the fastest types of criminal acts. They encroach on the rights of individuals, pose a threat to national security, cause property damage to citizens, commercial structures and the state, ”the explanatory note is indicated. According to the authorities, in 2023, the damage from cybercressions amounted to 156.5 billion rubles.
