
On May 14, the St. Petersburg Arbitration Court refused the lawsuit to the chairman of the board of directors of Petersburg Oil Terminal JSC Elena Vasilieva on the suspension of the transfer of the controlling stake in the company under state control. The plaintiff indicated that the decision of the court of first instance was challenged in the 13th arbitration court. The first meeting should be held on July 8 of this year. And while the court of second instance does not make its decision, the decision of the court of first instance has not entered into force. According to the law, it is, but in the current conditions, few doubt that control over an enterprise that ensures the transshipment of oil products for 50 billion rubles a year will pass into the hands of the state.
The Petersburg Oil Terminal was created in 1996. From 2000 to 2022, one of the shareholders of the PNT with 50 percent of the shares was Sergey Vasiliev. Another package belonged to his partner Dmitry Skigin, and after his sudden death in 2003 - his children. Sergei Vasiliev began his journey in a large business in the 80s with the creation of his own “organized crime group of the Vasilyev brothers”. Vasiliev received control over PNT in 1996. Vasiliev-Middle (Sergey has two brothers, the eldest Alexander and Junior Boris) is known in St. Petersburg not only as a former criminal authority and a large businessman, but also as a person living in a wide foot. “New Russian”, “Raspberry Jacket”, “Golden Phone” - this is all about him. What is the “Vasilyevs” in the native village of Zasitsa (Leningrad Region), which is an exact, slightly reduced copy of the Catherine Palace! There is even its own amber room. Here is also an impressive car fleet, consisting of Rolls-Royis, Mazertti and Lamborghini. And a personal helicopter, not to mention such “trifles” as watches and yachts.

The Vasilyev brothers grew up in the village of Zasitsy, Leningrad Region. Before the collapse of the USSR in this village (about 12 thousand inhabitants) there was a rather strong boxing section, where all three were engaged. Zasitsy, located on the banks of the Oredezh River, was already considered a prestigious resort place. There were cottages of many famous people, for example, People's Artist Kirill Lavrov.
In 1974, 19-year-old Sergei Vasiliev was accused of raping summer residents and sentenced to 5 years in deprivation of liberty.
“In the 70s, thieves' law in the Soviet“ cover ”(place of imprisonment) was carried out strictly,” the thief in law, introduced as Ivan Ivanov, told the author. - The rapists in the zone are immediately lowered to the "roosters." They are not used in a sexual sense, but they are humiliated and no longer counted for people. In the case of Vasiliev, it turned out differently. The story with the rape turned out to be muddy, everything was not so unambiguous there. In addition, two authoritative tramps were entrusted for him. So Vasiliev was not lowered in the zone. In general, he was the right boy, familiar with concepts, savvy. So the looking behind the zone took him into his attachment.
Vasiliev was released three years later on parole. After the liberation, he got a watchman at the church in Vyritsa, but in fact he lived in St. Petersburg and was engaged in farms and currency trading. In the very center of St. Petersburg, at the intersection of Nevsky Prospekt and Sadovaya Street, there is a shopping center "Gostiny Dvor", even pre -revolutionary construction. A long two -story building used to be called perine rows, and in a criminal environment it is known as a "galley." In the 70s-80s, Galler was the main center of illegal trade. There Vasiliev studied business and was overgrown with criminal connections. Sergei Vasiliev called on Peter his brothers and several more people from the boxing section. By the mid-80s, Sergey Vasiliev “resolved issues” on the “Galler”, raised disputes and conflicts, decided who would work on the “Galler” and who is not, gradually becoming the unspoken master of the center of St. Petersburg Farsk. In 1986 he was arrested, accusing him of extortion. It was not possible to prove his involvement, but Vasiliev was still imprisoned for fraud. However, he served only two years and was released in 1989. But by that time, the "Gallers" had new owners.

Vasiliev was not upset. New opportunities opened around, so the “Gallery” ceased to be a profitable place. Squeezing raw materials, barter transactions, and trade in foreign cars that drove from Europe became more profitable. Sergei Vasiliev, along with friends from the boxing section, created a brigade, called the "organized crime group of the Vasilyev brothers."
“In the 90th year, when Vova (Barsukov/Kumarin) sat down for three years, Vasiliev tried to attract some Tambovites to his team,” Alexander Efimov, previously an authoritative entrepreneur, was known as Fima, who was considered one of the creators of the Tambov OPS. - Vova found out about this and was very angry. After liberation in 1993, he tried to avenge Vasiliev, but he had already gained strength and was financially cooler than Sergeyich. At that time, they are already with Ilya Traber (an authoritative entrepreneur, considered the “port king” of St. Petersburg). It was Traberer who resorted to me at the Research Institute of Prosthetics behind German mattresses that prevent the pressure sores when Vasiliev was wounded in the stomach. I later asked him (Vasilieva): do you understand where it came from? He only grinned.

Sometimes the Vasilyev brothers are called “Tambov”, but this is complete nonsense, ”continues Efimov. - Vasiliev had his own group, in which, for example, Pasha Kudryash (Pavel Kudryashov , one of the criminal authorities of St. Petersburg, who lived to the present day) began. In the 93rd, when Vova was released, Vasiliev already with Traber, Gena Petrov and Dima Skigin chased the forest abroad. And then the Petersburg oil terminal was established.

Dmitry Skigin-Vasiliev’s partner in the future terminal-was born in 1956, a graduate of the Mining Institute, champion of Russia in mountain climbing as part of a team of the same institute in 1989, took up a business, registering a joint Russian-Semetsky enterprise “SOEX” in 1989. German journalist Alexander RAR in his book “The Best German in the Kremlin”, dedicated to Vladimir Putin, pays quite a lot of attention to the gangly lawlessness that was happening in the 90s in Leningrad. Among the stories of the RAR there is a story about the "owl":

Here he found a business partner and created the Council of Ministers and Crystal Products with him. First, from abroad, the money was continuously for the goods that was in good demand there ... But then the era of complete lawlessness began, and the mafia felt the power simply ousted Tvarkovsky from the Russian market. First, the criminal authorities of the Vasilieva brothers demanded from Tvarkovsky 100 thousand marks for “patronage” and foreign cars. He decided to seek help from the KGB. The employee who accepted him was very kind and promised all kinds of assistance, but then he suddenly supported the Russian companion. ”
Rar does not name the name of Tvarkovsky’s partner, but, judging by the Spark, it was Dmitry Skigin.

In 1993, Sergey Vasiliev, Ilya Traber and Dmitry Skigin, according to Efimov, were mainly engaged in forest export. In 1994, Dmitry Skigin became part of the shareholders of Sigma, which was refueling aircraft at Pulkovo Airport. On the basis of an exchange of shares, CJSC “SEEX” was established, which was actually the only fuel supplier in Pulkovo. Later, the “owl” was sold to Gazpromneft and Lukoil.
But I liked the “oil industry” Skigin and Vasiliev: this direction made significant profit.

At the end of 1995, the “militants” Vasiliev entered the St. Petersburg oil depot, which was engaged in the transshipment of oil products and refueling sea vessels. A few months later, on the basis of the oil depot, the St. Petersburg Oil Terminal Joint -Stock Company was founded. The author of the scheme was Skigin, the performers - “organized crime groups of the Vasilyev brothers”, investors - Petrov and Triber. Gennady Petrov did not stay in the co -founders long, in 1997 he was forced to leave Russia and move to Spain, where he still became a defendant in a criminal case . His shares were blurred between the remaining co -founders. Then Triber left Russia, selling his package to Vasiliev. As a result, by 2000, Dmitry Skigin and Sergey Vasiliev were equal to the terminal owners .
Soon Skigin also left Russia - became a German citizen. But, unlike Traber and Petrov, he continued to take an active part in the activities of the terminal. In particular, he developed a foreign direction: PNT had a branch in Germany, in the UAE, then in Morocco and a number of countries. Vasiliev followed the Russian direction.

In 2003, Dmitry Skigin died suddenly from cancer, and the shares of PNT were inherited by his children: sons Mikhail and Eugene and daughter Polina.
“It was a good moment for Vasiliev to fully appropriate PNT,” says Alexander Efimov. - But he did not do this. Why? Question to him. Skigins remained co -owners of the terminal. But the distribution of profit has changed noticeably. Despite the fact that Vasiliev and Skigins had equal shares, the main money from the PNT left Vasiliev. And this, for a minute, is billions of rubles.
In May 2006, Rolls-Royce Vasiliev and a jeep with a guard were fired from Kalashnikov’s machine guns. One guard was killed, two were injured, and Vasiliev miraculously survived: during the assassination he spoke on the phone - the bullet fed from the gold corps of the apparatus. The “night governor” of St. Petersburg Vladimir Barsukov, arrested in August 2007 for raider seizures, was accused of this attempt on the murder. In 2014, the jury acquitted Barsukov, but the Supreme Court of the Russian Federation canceled the verdict for technical reasons. On August 18, the new jury nevertheless found Barsukov guilty of attempts on Vasiliev. The court sentenced to 23 years in prison (according to the aggregate of sentences, earlier Barsukov received 14 years for fraud).
Grace has come in Vasiliev’s life. A long -standing ill -wisher Barsukov behind bars, the terminal increases momentum and brings billions of profit, everything is calm with the authorities.
“Everything changed in January 2022, when Vasilieva broke a stroke,” Efimov believes. - The skigins decided to take advantage of the moment and began to rake PNT under themselves. First, the leadership was changed in foreign branches, placing their people everywhere. Then they tried to make a coup in Russia. Mikhail Skigin was the chairman of the board of directors of the company, he believed that besides Vasiliev there would be no one to interfere with him. But they did not take into account Elena Vasiliev. I know Sergey’s wife for more than 20 years, with her ear should be kept open!

In May 2022, Elena Vasilieva managed to draw up the transfer of shares of the terminal from offshore in Cyprus to the Russian operator. And in December of the same year, she reissued them on herself, presenting the authorities with a document on gift, certified by a notary. And she began to restore its own orders. The general director of the PNT was removed, and then Mikhail Skigin also lost the post of chairman of the board of directors. The latter was indignant and achieved a check of the notary's activity, resting that Vasiliev was incompetent, and therefore could not give anything to anyone, and, therefore, the notary assured the obviously false document.
“The skigins dug a hole for themselves,” Efimov believes. - After the start of “Svo” and the breakdown of relations with Europe, they could have guessed how their attempt to seek help from the authorities end. ” They joyfully grabbed the conflict. Even then, two years ago, it was clear that the conflict of shareholders would end in nationalization. And after Elena’s statement, there was no doubt about the attempt of the raider seizure of the terminal by citizens of unfriendly Russia, that the PNT will change the owners.
An application for an attempt by raider seizure appeared on the PNT website on October 29, 2024. In April 2025, the Arbitration Court of St. Petersburg decides to transfer a package of shares of the Skigins to the Federal Property Management Agency. Elena Vasilieva in the same decision loses 5% of the shares and becomes a minority shareholder. Thus, everything was taken from the Skigins, and Vasilyeva left 45%.
The final decision on PNT 13 will be issued by the Arbitration Court of Appeal in July. But almost no one has no doubt that the decision of the court of first instance will remain in force: the state receives a control package. And it is still unknown in what condition Sergey Vasiliev is located.
Thus, the history of the “Petersburg oil terminal” does not end, but a new chapter definitely begins in it.
