
Reuters publishes the full text of the peaceful proposals of Ukraine, which tomorrow Kiev delegation plans to submit at negotiations with Russia in Istanbul.
As stated in the publication, the document that journalists got acquainted with five paragraphs: “Key principles of the agreement and the negotiation process”, “The next step is the coordination of the ceasefire and the agenda of the meeting of the leaders”, “Crossing the fire”, “Measures to strengthen trust” and “Meeting of the leaders”.
In the first paragraph, the principles of negotiations are listed . In particular, it is said about a complete and unconditional ceasefire in the air, on land and at sea for at least 30 days. It is expected that monitoring for observing the truce will be conducted under the leadership of the United States with the participation of third countries.
The document also contains a proposal to exchange prisoners in the format of "all for all."
In addition, as Reuters claims, the text refuses Kyiv to preserve the neutrality and provides for the possibility of Ukraine entering the European Union and NATO, the lack of restrictions on the number of the army and its deployment, as well as the presence of foreign troops in the country.
The document proposes to discuss territorial issues only after a complete ceasefire. The international community will not recognize Russian jurisdiction over the territories of Ukraine lost since February 2014.
Kyiv also admits the phased lifting of sanctions from Russia with the possibility of their renewal and freezing of sovereign Russian assets until the full payment of reparations.
The meeting of the leaders of the two countries is called a condition for the coordination of key points of final peaceful settlement.
Moscow did not disclose its proposals. The Russian Foreign Ministry mentioned the neutral and non -block status of Ukraine, as well as the abolition of laws regarding the use of the Russian language.
In addition, Russia insists on recognizing its control over the annexed Crimea and the territories of the Donetsk, Lugansk, Kherson and Zaporizhzhya regions occupied by the Russian army.
Negotiations of the Russian and Ukrainian delegations were scheduled for Monday, June 2 in Istanbul. President of Ukraine Volodymyr Zelensky confirmed that Kyiv would take part in the meeting. The Russian delegation, according to TASS, arrived in Turkey on Sunday evening to participate in the meeting.
According to the agency, the meeting is planned at 13:00 Moscow time in the Palace of Chiragan.
