The children's ombudsman told the president very correct words - about the savings of families. And 10 years ago, the Cabinet of Ministers issued a very correct resolution - exactly the same. How does this affect real life?

The government, no matter what, is still a European. In any case, in matters regarding children. I thought about this, reading the recent conversation of the main children's ombudsman of Russia, Maria Lvova-Belova with the president.

What the numerous scientists, social activists, psychologists, including Lyudmila Petranovskaya, have repeatedly insisted about the world (by the denunciation of the activist, she was recently checked for discrediting the RF Armed Forces), now says the main responsible for children's well -being.

The fact that a huge number of children in Russia might not have to fall into the orphanage if the corresponding officials wanted and knew how to help families. That in government agencies performing children's destinies, a punitive approach prevails (“I will figure it out properly and punish anyone”). What is dominated by destructive families and replenishing the orphanage by the police and bureaucratic formalism, instead of which the main children's ombudsman proposes to introduce an enlightened interdepartmental humanism. And he argues that it is not necessary to change anything in material terms - there is a necessary personnel base, you just need to change the priorities.

With a smile, I recall my colleagues, all over the past years, the foreign word “Pride” was the name of the international program for the training of foster parents, which is also aimed at preserving blood families, from their training manuals and handout.

The idea, without any irony, is very correct.

I have been convinced more than once that the family could be helped if she herself wants it. And if there are people who want and can competently help.

But I do not have optimism and do not expect significant changes - not those on paper and “for the master”, but real ones, in the heads and deeds. I will illustrate my pessimism with a real situation.

Two papers

There are two documents in front of me. Reading one, you might think that we are talking about Morlocks - in the terminology of the writer Herbert Wells - dense evil creatures from the lower world, and the second - about the Elves of the Elf, blessed creatures from the upper world. But these are the official characteristics of the same family of Valentina and Vladimir Kolesnikov, issued by one institution - a branch of the regional center of the family and children in the village of Voznesenka, Berezovsky district of the Krasnoyarsk Territory.

• The first, dated October 25, 2024 and not signed by anyone, reports about parents: "In communication with a specialist, they behave extremely impudently, defiantly, only in high tones with complete neglect." This anonymous on the form with the seal of the institution, containing non -supported statements and in every possible way discrediting the family, was adopted by the prosecutor's office of the Berezovsky district and formed the basis of the criminal case.

• In the second document issued on May 30, 2025, already signed by the deputy director of the institution E.I. Trofimova, both parents are characterized only positively, as those who care about their children, their health and development, "regularly (every day), visiting children in the institution." “In meetings with mom and dad, minors were only positive emotions, the children with a desire went to their parents, there were no feelings of anxiety or fear. Parents, for their part, showed care and experience for the current situation in the family. ” Where the arrogance, increased tones and complete neglect, the document is silent.

Background

"New" has already told the story of the Kolesnikovs. In 2022, a large family with blood and adopted children moved from Krasnoyarsk to the village of Voznesenka Berezovsky district. In 2024, the 12-year-old Ira, who had studied before in the family, was sent to school No. 3 in Berezovka. In September, she was beaten by girls from her and parallel classes. Valentina turned to the social pedagogue of the school of Anastasia Beketova, she asked her not to declare the police and had a meeting with the parents of the girls. A month later, the same social pedagogue saw Ira Hematom on the forehead - and wrote a statement in PDN (a unit for minors). Soon, to Kolesnikov, when her parents were not at home (Vladimir was at work, Valentina went with a disabled child), an employee of PDN and the same school social pedagogue Beketova came up. Ira, the eldest of those who were at home, did not want to let them in, but one of the ladies stuck a booty leg into the doorway, which predicted the outcome of the struggle and allowed the ladies to penetrate the room. They examined the house (for the protocol) and called Valentina - to inform that the children were taken away.

So the children were in the regional center of the family and children in Krasnoyarsk, and then in his branch in Ascension.

Then 2.5 months, while the children were in the shelter (after that the boy was in serious neurological and psychological problems that were not before), all the structures were inactive, and Valentina wrote to the presidential administration. Here the commotion began - on December 20, all the children were returned, and seven days later they suddenly took the older girl, Ira - on the paper of the investigator of the SK P. Garmanova, because A criminal case of torture has been instituted on Vladimir. Why two younger children were not taken away from the “torturer”, it is not clear. In February of this year, Ira was returned to the family, and in April, when the investigator Garmanov again raised the question of the seizure of children, Vladimir voluntarily went to the UK and has since been in jail. On May 19, the first meeting was held in the Berezovsky court, the following was scheduled for June 23. The fate of the Kolesnikov family, her future is now in the hands of judge Evgenia Lapunova. The experience of recent years shows that it makes no sense to hope for a decision of the appeal and cassation instances.

Why did two extraneous citizens penetrated the house without the consent of children and their parents, why children were seized without trial and legal representatives, why the terms of consideration of the Berezovsky PDN of the statement of the social pedagogue Beketova were delayed, why children were muddy for several months, transferring from a shelter to a shelter, and then returned to their family and removed again, harmful to their development and health and, in fact, destroying those family ties, about about those family ties, about about those family ties, about which the Ombudsman Lvov-Belov is so baking, instead of immediately “close” Vladimir (what he was ready for)-these questions are still unanswered. Ahead of the court-maybe something will become clear.

A reason for pessimism

Once again: I am completely in solidarity with the children's ombudsman. Changes in the "orphan" system have long been rude, they are necessary. The proposed measures - the “seven -saving” approach - are very reasonable: figuratively speaking, the state should “feed, not shoot”, that is, help people to educate children, and not engage in repression. The same, by the way, is the Decree of the Government 481, which entered into force 10 years ago, in September 2015: according to him, orphanages become the centers of the construction of children in families and their support during the adaptation period and further, as necessary.

I am in the topic since 2008: I was a guardian, I regularly visit orphanages and custody departments and I can confidently say -

He who wanted to work for their families worked and works, and who wanted to revel in the authorities and engage in police officers, he continues, and it is very difficult to interfere with this.

Partly here would help, I think, regular independent monitoring. When the work, say, employees and heads of the department of guardianship would evaluate the adoptive parents addressing them. As in a taxi or Sberbank: I received a service - and you give an assessment, which then affects whether the employee will remain in its place. Professional and reputable NGOs could do this monitoring. In general, the entire social sphere should be permeated with a high -quality feedback by definition - otherwise its degradation is inevitable. But there is no feedback and is not expected.

Therefore, I would not wait for the bull terrier. A huge opaque system with its punitive attitudes and traditions, often with a clearly police bias, as we see, in which case it can always attract the Investigative Committee to conceal their flaws, and then write, because there is almost no feedback from there, especially when something is very required for different authorities.

This is exactly how Viti Shestakov made a serial killer out of the sick and weak graduate of the Minusinsky orphanage, supposedly at the age of 17, the deputy-journalist who was expertly shot him (for five years is behind bars, his rapid transformation has occurred immediately after the widow of the widow of the investigation of Bastrykin; The head, epileptic attacks, which only became more frequent - now he is in the Krasnoyarsk tuberculosis hospital and is not suspiciously for a long time that does not respond to my letters).

And from the 18-year-old orphan, Dasha Ugryumova, who conflict with guardianship for her accumulations, in the city of Kansk was similarly to the insane, and she spent the next five years in various psychiatric hospitals in forced treatment-just as much as she had the right to file an appeal; During this time, the guardian moved to another region and now teaches people to do business there.

Let us recall how the guardianship and PDN of the Sovetsky District Krasnoyarsk worked harmoniously, putting teenagers in the shelter for the non -notification of the school (none of the known ones I knew better). And as the inspector of PDN Shalygin talked with the 12-year-old Matvey, calling him a chm and in obscene expressions telling about his disrespect for him (by the way, the people on the forums supported her: they say, with such, they decided to send them abroad).

And here you have the story of the Kolesnikov family - fresh and very indicative. The Berezovsky district, notorious in 2018 by the first-grader Artem, who studied at the same school number 3 as the Kolesnikov children, for whom, as far as we know, no one answered, as well as his prosecutor-participant, is now famous for which can be judged, how much the state is interested in maintaining families.

However, Valentina Kolesnikova says that the regional officials and the Lviv-Belova team encouraged her, that if the children begin to pick up again, they will certainly intervene and do not allow it.
