The transfer was the result of agreements reached on June 2 at direct negotiations between the Ukrainian and Russian delegations in Istanbul. The parties agreed to transfer all seriously ill prisoners of war and prisoners under 25 years of age. The first stage took place on June 9 with the return of young military personnel .
Moscow insisted on an exchange of the dead on June 7 and at the same time delivered refrigerated trucks with bodies to the border. Kyiv responded that the date of the exchange had not been finalized.
