
From July 1, 2025 , tariffs for housing and communal services will be indexed in Russia. The national average growth will be almost 12%. At the same time, in a number of regions the premium will be significantly higher: for example, in the Perm Territory, tariffs will increase by more than 20%.
Large-scale indexation of prices for utility services became known last year. Then the authorities announced an increase in prices for gas - by an average of 10%, for electricity - by almost 13%. The head of the Ministry of Economic Development, Maxim Reshetnikov, said that the new tariffs are “macroeconomically justified” and reflect the rise in prices for housing and communal services.
At the same time, the increase in tariffs exceeds the rate of inflation, which at the end of 2024 amounted to 9.5%.
Moscow State University professor Natalya Zubarevich, in a commentary “That’s So,” indicated that the new tariffs will have an ambiguous impact on local budgets. “Municipal expenses for the maintenance of budgetary institutions will increase, but there will be some savings on subsidies to utility organizations,” Zubarevich noted.
The federal authorities allowed the regions to further adjust tariffs and increase them by 4.8% of the established level.

Against the backdrop of rising tariffs, the authorities announced new measures to combat non-payment. On June 24, Russian President Vladimir Putin signed a law postponing the payment deadline for housing and communal services from the 10th to the 15th of the month to give Russians more time to raise funds.
At the same time, a pilot system for online debt collection for utility services is being launched - justices of the peace will receive claims from operating offices electronically, and the decision on debt collection will be displayed in the account on State Services. Testing will begin on July 1. According to the authorities, this should speed up work with debtors.
According to calculations by the publication “7×7”, since 2022—the beginning of a full-scale war—tariffs for housing and communal services in Russia have increased by almost 40% on average. In 2022, the increase took place twice: in July and in December - the last time unscheduled. Because of this, subsequent indexation was delayed for almost two years. According to Putin, Russia's military spending amounts to 6.3% of GDP - 13.5 trillion rubles out of the country's 223 trillion GDP. “This is a lot, we paid for it with inflation, but the country is fighting it,” the president said. According to him, Russia’s spending is calculated for the “successful” completion of the war with Ukraine.
