*You are always obliged to disassemble for sins
Either prose is stupid, then stupid poems. *A.S. Pushkin, "Message to the Censor", 1822
Romanov Pavel Konstantinovich headed the key department in the field of censorship, the Main Directorate for Literature and Publishers (Glavlit), longer than Putin was in power - 30 years. Censorship was preliminary, although the incidents, of course, occurred, and post -fact, after the release of a particular publication. Sometimes the Central Committee or another committee came into business. Anyone happened. Censors-with all their then education and pugils-could have passed something.
A classic model of the battle with censorship is the ordeal of the New World Alexander Tvardovsky, whose books were delivered to the reader with a two- or three-month delay: a lot of time passed between “handed over to the set” and “signed in print”. In addition, the subscription to NM was banned in the army. The numbers sometimes “losing weight”, and sometimes they completely walked under the knife. Once, in a conversation with Romanov, the deputy of Tvardovsky, Alexei Kondratovich, complained: they say, as a result, state money for the production of a magazine was spent in vain. To which the state husband, showing state thinking, remarked: "There are questions of ideology, and you are about some money!" Well, directly "remove Lenin from the money" ...
The issues of ideology were oppressed by the “New World” and precisely under Twardowski. The editor-in-chief himself advised the authors to carry the manuscripts somewhere in the right-handed “banner”-there the same texts had a chance to pass, but not in NM. However, after Tvardovsky, with the cautious Kosolapov, who once got burned at the publication of Babyo Yara Yar Yevtushenko in Literary, and the new edition, and the censors, seemed to miss the almost “soil” verses of the talented poet Evgeny Markin from the Ryazan. A long poem about love “White Bacern” saw the light in Number 10 for 1971 (by the way, in a strange way of a good number, with fragments from Tsvetaeva’s poem, with an article by Semyon Lipkin and a review of John Le Carre of the future editor -in -chief of the liberal “New Time” by Alexander Pumpyansky). Lives for himself and lives a buckshot by the river. Well, a buzzer. Well, the river. Well, a hermit. Well, Ryazan region. Well, others love him - there are such men in the deep people. And if you think:
*It's not for nothing to him, hanging
From the passing side,
Waving afterwards: "Salute, Isaich!" -
Unfamiliar lads.*
Someone very guessed, having received the blue book of The New World, understood everything: Ryazanshchina + Isaich = Solzhenitsyn.
And there is no collection to the magazine or censors, although maybe they received, who knows. Evgeny Markin himself was pulled out of the Writers' Union in January 1972, and he graduated from his short days in a medical and labor dispensary.
However, all this is a saying, and a fairy tale is in a column in the “Russian newspaper” Mikhail Shvydky, a former Minister of Culture, now for more than a dozen years of the president’s special representative for international cultural cooperation (position-Ouskumoron in the current circumstances).

“It would be more honest to return to the censorship that professionals would be engaged in,” this is the key message of Mikhail Efimovich, who has passed all the steps of the cultural and state hierarchy, including the service in the magazine Theater.
Here the fundamental word is "more honest."
Mikhail Shvydka admits that the freedom of speech in the country is not only violated: the free word is dangerous and ends with arbitrary and not even consistent even repressive laws of persecution. This is unfair.
“You cannot create, holding on the table the decrees of the President of the Russian Federation and the arches of laws, including, in addition to the civilian, and the Criminal Code,” says Mikhail Efimovich. I remember that there was such a caricature in the old “literary” (those who worked at the time of Glavlit probably remember, but I was still, according to O.I. Bender, a child, but already with “LH” in their hands): there is a friendly and at the same time a female court, a clear Zabuldyga is facing the court, one of the women exclaims: “Can you live with such a husband?” And the lady choir honestly replies: "You can!" So - you can! You can write everything that is written in the prohibited, blocked, deprived of the media testimony of the press. You can say everything that is said in blocked YouTube. Because all this complies with the law.
Because articles of the Constitution of the Russian Federation have a direct (direct) action.
Here is an article, for example:
“Article 29
Once again: it, this article, has a direct action. It cannot be mediated by prohibitions and articles of other laws and by -laws. They must match her. Everything else is from the evil one.
But we live in the "crafty" world. That is - taking into account the "situation on Earth."
Well, let's come from the situation on Earth. And in this case, the initiative M.E. SHOP can be supported. Each time you write something/publish something and do not know what will be for it, what a mine is laid in which word, where whose corn is hidden. That is, we return to Soviet preliminary censorship. Then the numerous "but" begin.

As the special representative notes in the article, the censors in the field of culture, as a rule, were very educated and often sympathetic editions of people. A lady named Emilia is mentioned in the diaries of the employees of the New World, especially with Kondratovich, and even with Twardowski. She often brought the editors important information from the inside of the system. But there was little to influence. Nevertheless, the departments of culture and propaganda of the Central Committee were more important and carefully monitored the “NM”-the censors were not always omnipotent in terms of helping the publication.
And then, be a god, Mikhail Efimovich, you yourself write: "The revival of the institution of censorship is an expensive pleasure requiring thousands of enlightened servants of the state."
There is no money for this. They, as all that are related to the economy, recognize them, go where they need to. “Ready -made metal products” (as well as, as T. Romanov said, “Ideology issues”, i.e., the money of taxpayers, which is leaving for the approval of the Russian imperial messianism) is more important than “enlightened” censorship.
And where to get these thousands of “enlightened servants of the state”? Conscious education of the mythological ideas about peace and history, the production of ignoramuses with broken morality and unified consciousness - this is the function of state ideology, propaganda and educational policy.
In Soviet times, it was even fashionable to be a frontier inside the system, and now it is fashionable to be a turbo patriot.
These are completely different systems, and the current regime is absolutely anti -Soviet, destroying the Soviet cultural heritage, the meaning of the Soviet sixties, its literature, cinema, art. And it, this is a legacy, was anti -dender (as, indeed, Russian classical literature of the XIX - early XX centuries). Smart, bold, romantic, not loud. Talented.
“For this book, you will be responsible to the Party Central Committee,” the editor -in -chief of the Politizdat told the editor of the series “Fiery Revolutionaries” to Vladimir Novohatko, when he with the greatest difficulty, including the exhortation of Okudzhava, broke into the seal “Sip of freedom. The Tale of Paul Pestelier »Bulat Shalvovich. Alla Pastukhova, the then wife of Yuri Trifonova, who also tormented with censorship and a specialtorous editing, was related to work on the book. There were people!
And to whom now the new "enlightened servants of the state" will answer? Before the administration of domestic policy, which tells the population of history about unique, incomparable properties of the Russian people? Before the Culture Advisor and other cultural authorities that remove inscriptions with Latin letters or establish the Medal named after Twardowski (Twardowski!) For cultural projects during hostilities. Why is Alexander Trifonovich so?! During his lifetime, he tormented the authorities, they drove him into the coffin, so after death now ... Is it worth being a servant of such a state? Can he serve him, being enlightened?
Nothing will work. This is a retroutopia. Nostalgia. Now, to print in official mass media, no “house on the embankment” or “children of Arbat” would have passed, and half of the members of the USSR joint venture would go to “foreign agents” - no one would have filed with them, did not call for meetings, and did not exhort. And no advisers of the leaders of the level of Georgy Arbatov, Alexander Bovin, Anatoly Chernyaev would go to ask for theaters, publications, academic institutions subjected to attacks of orthodox.
Because there are no more such people. What an era, what a political system, such people. So with preliminary censorship it will not work. Yes, and in the permitted media to arrange a subversive action, there is no one to flash a fig in the pocket.
There is no one to write: "Salute, Isaich!"
They are not even capable of a figure in their pockets - and suddenly someone sees ...
