The State Duma adopted a law on the right of the FSB to have its own pre -trial detention centers for accused of crimes against the security of the state

The document passed the third reading in the State Duma, follows from the database of bills.

In insulators subordinate to the FSB, they will place those accused of crimes against the security of the state.

“This will increase the effectiveness of the investigation of criminal cases of this category and guaranteed to protect the under investigation spies and terrorists from unauthorized communication with other types of crimes under other types.

And besides, it will help to stop attempts by foreign intelligence and terrorist organizations to establish contact with their agents, to prevent the conduct of the investigation and involve them in further subversive activities, ” said one of the authors of the bill Vasily Piskarev.

The FSB had the right to its own insulators until 2006. However, after Russia joined the Council of Europe, the SIZO was transferred to the criminal executive system.

The bill on the return of the FSB of the right to its pre -trial detention center was submitted in February 2025 . As indicated in the explanatory note, against the backdrop of hostilities in Ukraine, the number of accused of Stateizer, confidential cooperation with foreign states and organizations, as well as in espionage increased significantly. According to the authors of the initiative, such suspects and accused "is manifested by increased interest from representatives of foreign states and organizations, which requires additional measures to protect state secrets."
