The list of “extremists and terrorists” of Rosfinmonitoring began to add the defendants in “anti -war” articles: about “fakes” (Article 207.3 of the Criminal Code) and about the discrediting of the army (Article 280.3 of the Criminal Code). The insider draws attention to this.

The list already included Valentina Kogut, convicted for two years conditionally because of the video, and the Ukrainian journalist Yanina Sokolovskaya, sentenced to seven years in the colony in the case of Fakes.

At the end of 2024, the State Duma adopted a law that expands the grounds for inclusion in the list of Rosfinmonitoring. According to amendments, the list may include convicted, suspected and accused of any crimes committed "based on political, ideological, racial, national or religious hatred or enmity or based on hatred or enmity in relation to any social group." In addition to “anti -war” articles, this applies to some others: for example, about violation of the territorial integrity of the Russian Federation (Article 280.2 of the Criminal Code) and on calls to activities directed against the security of the state (paragraph “d” of part 2 of article 280.4 of the Criminal Code). On June 1, the law entered into force.

Valery Vetoshkina, lawyer Valery Vetoshkina, believes that the new law is another repressive measure: “The law that worsens the situation of the convicts should not have retroactive force, therefore, from the point of view of protecting human rights to the list of Rosfinmonitoring, involved with old criminal records. But will they do this in practice - a controversial legal issue. On the one hand, according to Art. 54 of the Constitution, a law that establishes or aggravating liability has no return force. On the other hand, the Russian authorities can consider that getting into the register is not criminal liability and not punishment, but a certain additional preventive measure. In reality, we understand that no matter how it is, being in the register worsens the situation of people. ”

  • Once in the list of Rosfinmonitoring leads to restrictions on financial transactions. People included in the list can be spent monthly no more than the minimum wage - now this amount is 22,400 rubles. The same amount included in the list can spend on each family member without their own income. To get the amount larger, it is necessary to submit a request to the bank, which will apply to Rosfinmonitoring. OVD-Info told how these restrictions work and how people who are on the list cope with them.
