Vladimir Putin signed a law that allows the Federal Security Service to create his own investigative insulators for the maintenance of suspects and accused of criminal crimes. The document was published on the website of legal acts.

Now the head of the FSB will be able to establish requirements for the conditions of the detention of suspects and accused, as well as the procedure for their escort, participation in investigative actions and court hearings.

It is assumed that in these pre -trial detention centers will contain suspects and accused of Stateizer, espionage, confidential cooperation with foreigners, terrorism and extremism - with the aim of “additional measures to protect state secrets” in the conditions of “sucker”.

According to the document, the FSB is also returned to the pre -trial detention center of central subordination, which were previously subordinated to the FSIN (Department of the Ministry of Justice).

The bill was submitted to the State Duma on February 26. Its author was the head of the Duma Commission of the State Duma on Security Vasily Piskarev along with a group of deputies and senators.

In the explanatory note, the parliamentarians wrote that Russia has committed to transfer the management of all penal institutions and supervision of the enforcement of punishments to the competence of the Ministry of Justice in connection with the entry into the European Council in 1996.

In order to fulfill these obligations, Putin in 2005 issued a decree on the transfer of investigative insulators to the Ministry of Justice. Corresponding amendments to federal laws were adopted only in April 2006.
