This value was higher than all previous indicators recorded in annual reports since monitoring began in 2003. In particular, it has already surpassed 2024 , in which the Ministry of Internal Affairs registered 1,191 terrorist attacks.

Also in Russia, there continues to be a trend towards an increase in crimes of a terrorist nature - in addition to terrorist attacks, the authorities include a number of articles of the Criminal Code, including public calls for terrorism, organizing a terrorist community and hostage-taking. Thus, over the six months of 2025, security forces recorded 3,125 such crimes. For the entire previous year there were 3,714.
In addition, according to the Ministry of Internal Affairs, the number of extremist crimes is growing, but not so rapidly. This category of the Criminal Code includes crimes committed based on political, ideological, racial, national or religious hatred. Over six months, the Ministry of Internal Affairs registered 1,137 such crimes; for the entire previous year there were 1,719.
The statistics of terrorist attacks in Russia began to grow in 2022, after the full-scale invasion of Ukraine. Russian security officials give this classification to actions that can be regarded as anti-war actions - arson of relay cabinets and military registration and enlistment offices - or provocations of telephone scammers who force people to commit such actions.
