In the fall, the Duma may be adopted by a law on a year -round draft in the army. We tell you what these are the law and what are its consequences

After spring, marked by the most massive draft over the past 14 years (160 thousand people were sent to the army), the fall of 2025 in Russia also promises to be hot. 99 percent that the authorities will make a call year -round.
The corresponding bill has already been introduced and registered in the State Duma. Its authors are the head of the Duma defense committee Andrei Kartapolov and his deputy Andrei Krasov. Both United Russia has long been lobbying for the country's militarization and the tightening of the draft. Both, by coincidence, do not have sons, but this, as they say, is lyrics. Kartapolov gained fame when he was in the main military-political department of the Ministry of Defense of the Russian Federation, when he actively defended the appearance on the walls of the Main Temple of the RF Armed Forces with Stalin, because, according to the colonel general, he "made the whole severity of the war and made the most responsible decisions." Now, according to the “responsible decision” of Kartapolov, the draft events are proposed to be carried out indefinitely - from January 1 to December 31. The people have already received the name "Eternal Call". The initiators declare the goals - the “unloading” of the military enlistment offices and nothing more. Human rights activists warn of possible risks and even more draft lawlessness. The New Gazeta tried to understand what in practice the initiatives of Kartapolov and Krasov could turn into practice. The essence
The bill implies the cardinal restructuring of the draft system. The authors propose to correct two federal laws:
“On military duty and military service”;
"On Alternative Civil Service."
And although the call will still be declared by the presidential decree, instead of seasonal draft campaigns, he will become unlimited-the draft commissions will work year-round, and a medical examination and psychological selection will be carried out.
The decision to call a particular person in the old fashioned way will be valid for one year.
The deadline for sending to the place of military service, according to the authors of the bill, will coincide in time with the current spring and autumn call campaigns.
In the “Movement of Conscious Refusers” (footnote 1) (from the appeal) in this regard they explain: “It is important to understand. It will still be only twice a year to send conscripts to the army - from April 1 to July 15 and from October 1 to December 31. These terms will not change. So there will be no “on any day of the year” itself. ”
Most men of draft age will fall under the introduction of the new law on an indefinite appeal.
Kartapolov and Krasov left exceptions to the general rule for categories such as:
Residents of the Far North (for them, the call will remain twice a year - from May 1 to July 15 or from November 1 to December 31);
residents of rural areas, “directly involved in sowing and harvesting work” (only the autumn call is applied to them - from October 15 to December 31);
Teachers (only spring appeal - from May 1 to July 15).
As for the alternative civil service (AGS), if the applicants' bill adopted it, they will also be called up for it all year. The statements of the AGS themselves are submitted on the old terms:
until April 1 - for an autumn call,
Until October 1 - for the spring.
Goals
The head of the Duma defense committee Andrei Kartapolov and his deputy Andrei Krasov explain their initiative to the desire to increase the “quality of the call”. “It seems that the call throughout the calendar year will evenly distribute the load on the draft points evenly,” the explanatory note to the bill says.
But the deputy of the Unoross Aleksey Zhuravlev, giving comments to journalists, could not hide, as it seems, the main goal: according to him, the year-round call will reduce the number of slope: “Moreover, we do not know when and what kind of tasks to be fulfilled by the Russian armies, we must be ready for everything. And, in my opinion, this will also reduce the number of slope - so they relax in summer and winter, crawl out of Nor. And if there is no such break, then they will run less, there will be no chance of running away, ”he said.
Lawyers and human rights activists who are using conscripts agree that, first of all, by this bill, the authorities want to create a permanent machine to fulfill high plans for a call, obviously impressed by the indicators of the spring call of 2025.
“The military enlistment offices will be able to call conscripts at any time - not only in the spring and autumn, but also in winter, in the summer. As a result, there will be a noticeable acceleration of draft procedures - the medical board and the meetings of the commissions will be more uniform, without howls. But the pressure on the draftees will increase - if earlier there were “breaks” between the calls, now the military registration and enlistment office will be able to work continuously, ” the lawyer Daniil Derlugyan comments on Novaya Gazeta. - What will change for conscripts? The summons can now come all year round, and not just in the draft periods. It will be more difficult to delay the process: if it was possible to postpone the decision before the next call, now the military registration and enlistment office will be able to “keep” the conscript in the process longer. Plus risk of errors-due to a denser schedule, unreasonable decisions of the commissions are possible. ”
“In our opinion, there are two main dangers in this initiative,” says the project “Go Forest!” (footnote 2) Ivan Chuvilyaev . -Firstly, this means that 12 months a year in Russian cities will now be raids, which now only take place in the autumn and spring appeal. Secondly, this year-round call smells very much that people will be “wrapped in a contract”. After all, as you know, the contract can now be signed (thanks to the same Kartapolov) immediately after the draft commission passes. And the authorities will use this backlash at 12 months in order to convince a person to sign a contract. And this is very alarming. "
As noted in the “Movement of Conscious Refusers”, the military registration and enlistment office will now receive a legal opportunity to call citizens on the commission and medical examination in any month: “Now in Moscow this is done so - but semi -legal. If the law is accepted, the scheme is legitimized. For example, you can be called in February, recognize as suitable, and send only in April. Or, conversely, start the process in the summer, but pick up in the fall. All this will greatly complicate the protection of its rights and reduce the time to prepare. The system begins to work without pauses - and this increases risks. The conscript will be under constant pressure. In other words, the car is spinning. The costs of a forced call are growing, which means that the motivation of the authorities to bring the plan to the end is also. ”
According to human rights activists, if the bill is accepted, to appeal, for example, a summons for a medical examination outside the call as illegal no longer succeeds.
The military lawyers project draws attention to the risk that conscripts will not be able to ignore the agendas for a medical examination or meeting of draft commissions long before the deadlines. Indeed, often the military registration and enlistment office is awarded the agenda for the tests and passing of doctors in March or September. And there is no responsibility for ignoring such a summons. If the bill is signed by the president, failure to appear on draft events in any of the 12 months of the year will lead to criminal prosecution.
It may not be lucky to graduates of universities. According to amendments, they can now be called upon at the time of graduation from one educational institution before entering the next.
Well, no less important: Russian men from 18 to 30 years will no longer have a relatively calm period for a thorough preparation for a call when they could collect documents for delay or release and undergo the necessary examinations. While in year -round mode, you need to be prepared every minute for a call, human rights activists from the draft “School of Distribution” (footnote 3) noted. Lawyers of the organization advise citizens to submit applications to the military registration and enlistment office for an alternative civil service now. This will give a chance to avoid calling, even if the formal submission time is missed.
True, if the draft commissions work year -round, then the necessary documents (for health, for example) can be sent to them immediately after receipt and dispute the decisions of the draft commission.
Such a small plus, if, of course, it is appropriate to say that in the case of the bill as a whole.
However, as the bill will work in practice, yet there is a big riddle.
“We still do not know what final form this bill will be adopted in the final form, what will be added there and what will be removed. During these six months, he can somehow escape from the attention of the Ministry of Defense. A person has a certain play.
Secondly, one of the misfortunes along with the direct raids of the current call is “call one day”, when a person is executed formally through the draft and medical commissions in one day and send it to the unit.
Now, perhaps, there will be no call in one day. But, I repeat, this is if you very much pull the owl on the globe and interpret the bill in a positive way. But this is nonsense.

The fact that the State Duma will already approve of amendments at the speed of the wind this fall, there is no doubt, given who the authors of the bill are. Then the amendments should be approved by the Federation Council and the president is signed. Something tells, it will be so. And from January 1, 2026, an unlimited call for all men aged 18 to 30 years will begin for Russia.
Has a single register of summons or not yet?
Against the backdrop of conversations about the new bill of authorities, information appeared that Russian border services have already received a tool to combat military service - an automatic system for checking conscripts on a single information system, which contains the military enlistment offices. That is, now, when you try to cross the border, border guards can instantly determine whether the citizen received properly (personally under signature, by mail with a notification of delivery, in the personal account of the “public services”) the agenda or not. If so, then he will be stopped at the border.
The information that the border guards already had access to the unified register of military accounting was extended by the pro-government Mash Telegram channel. So far, there is no evidence of this, and the experts surveyed by the “new” experts said that there are still no official statements about the launch of a single registry, as well as mass cases of detention of draft age at the border.
“To date, we have not received information that data on conscripts are really accessible to the border service,” they say in the “Movement of Conscious Derphants ”. “But if you go to call, be especially attentive before leaving the country and check if you are an unusual agenda.”
“There were already situations on the border when people were given out some of the same type of paper with a ban on leaving and, citing a single register of military liable for military service. But we have not yet received more significant confirmations that this register works, and not just exists as a technical platform that sends push notifications, except for these one-time non-letters abroad at passport control, ”says Ivan Chuvilyaev from“ Go Forest! ” . - We will observe. And the danger is not even that you will not be released abroad. In addition, there are much more sensitive restrictions that have not yet earned: this is a ban on issuing loans, a ban on opening an individual entrepreneur and a ban on real estate operations. In a word, the council for people of draft age from lawyers and human rights activists is very simple - most likely, soon 12 months a year must be very careful and guided by some rules. Namely:
Still carry with you all the documents confirming the right to delay (from July 22 to August 6, 2025, you can submit an application, including the IT-sales from urgent service);
draw up a power of attorney on loved ones;
draw up documents on the disease, if any;
Keep a copy of an alternative civil service with you;
Be always in touch with loved ones;
carry with you the contacts of lawyers, human rights activists and lawyers recorded on a piece of paper;
Have a second, and preferably button, a phone with emergency contacts already driven there.
