From the "Party of Progress" to the "Party of Tanchiks"

In Russia, according to the Ministry of Justice, 23 parties were registered (in 2024 there were 25 of them). Some of them are in the liquidation stage.

As in 2023, four parties submitted zero reports: “Democratic Party of Russia”, “Party of Progress”, “Party for Justice!” (Parzas) and "Party of Direct Democracy." The reports of three of them (The Democratic Party of Russia, the Party of Progress and the Party of Direct Democracy), as well as the “Green” Russian Ecological Party, ”the same person, the chairman of the“ Party of Progress ”Olesya Petrienko, signed as an accountant.

All these parties are often used in the elections as spoilers. Some of them associate them with political strategist Andrei Bogdanov. He created or headed many similar parties. For example, he renamed his party “Civil Platform” to the “Party of Progress”. In 2018, this prevented the policy of Alexei Navalny to receive an official status for his party of the same name.

Parzas arose in 2012 and acted as the spoiler of the Party of Folk Freedom (Parnassus), whose co-chair was the former deputy prime minister of Russia Boris Nemtsov.

"Party of direct democracy", known as the "Party of Tanchiks." It was created by the Director of the Game of World of Tanks Vyacheslav Makarov on the eve of the elections to the State Duma of 2021. The party was registered in orderto write the Medusa publication in order to create the illusion of political competition.

Party accounting

In 2024, United Russia spent more than 10 billion rubles. This is almost twice as much as the rest of the parties combined. The party’s annual expenses, for example, exceed the budgets of some regional centers of the North-Western Federal District: Veliky Novgorod, Pskov and Naryan-Mar. The main articles of party expenses of “United Russia”: the content of regional branches and leadership, elections and “propaganda activities”.

The annual reporting of the parties lists donations from legal entities (exceeding 300 thousand rubles) and from citizens (exceeding 100 thousand rubles), introductory and/or membership fees (if their combined size exceeded 100 thousand rubles), financial transactions for spending funds with legal entities (exceeding 300 thousand rubles per year) and individual entrepreneurs (exceeding 20 thousand rubles per year), as well as with citizens (on the basis of civil law contracts).

For many years, a significant part of the funds of United Russia has come from opaque funds created by party members in almost every region. Where did these funds get the money is unknown. 11 of such funds registered in the NWFO donated 240.3 million rubles in 2024.

Money goes on rails

As in past years, the main sponsors of United Russia are among commercial companies - enterprises related to Russian Railways. In 2024, six such legal entities from the NWFO, transferred parties to 43.3 million rubles. This is the maximum possible amount of donation from the legal entity. We are talking about the companies "Energomontazh", "Bureau of Infrastructure Decisions", "Corporation of the R-Industry", "Renaissance", "R-Vostok", "Nevatransproekt". Some of these enterprises have been containing United Russia for many years. But there are newcomers.

The St. Petersburg company Energomontazh is engaged in the railway infrastructure, including for the high -speed railway between Moscow and St. Petersburg. Since the end of 2024, the company has changed the owner - now it belongs to the joint -stock company "Group of Companies of the National Processing" Arkady Rotenberg. In 2022, the United States submitted Rotenberg to the sanctions list, where the Russian elites ... who support President Putin, despite his brutal invasion of Ukraine. These persons were enriched at the expense of the Russian people, and some of them arranged their families in high positions. Others lead the largest companies in Russia and provide resources necessary to maintain Putin's invasion of Ukraine. ”

The company "Nevatransproekt" - for several years contains a "party in power". Among the largest sponsors, the enterprise was flashed a year ago. In 2022, Nevatransproekt was fined for a bribe of 11 million rubles to the head of Transbaikalzhldorproekt. It was about engineering surveys at the training ground of the Trans -Baikal Railway. The head of "Transbaikalzheldorproekt" was sentenced to 7 years and 6 months of a maximum security colony.

Another contractor of Russian Railways from St. Petersburg is the company "Structure Automation". In 2024, she transferred 2 million rubles to United Russia, but a quarter of the amount was returned due to errors in payments.

The large northwestern sponsor of United Russia, which transferred 18 million rubles, was the supplier of medical equipment-the St. Petersburg company VTS. True, a year before, VTS donated 10 million more. The company has a large portfolio of state contracts for 9.6 billion rubles, starting in 2011. At the same time, in 2024, the company entered into state contracts for a record 1.8 billion rubles. In recent years, the company has received most contracts without competition.

The St. Petersburg Construction Company "Baltic Coast" transferred a million rubles "Party of power". The company specializes in road and railway work, mainly in the NWFO. The company has an impressive portfolio of state contracts for 19.2 billion rubles. At the same time, in 2024, the Baltic Coast sharply increased the number of such contracts, for which, perhaps, he supported financially United Russia.

Arkhangelsk sponsors

Arkhangelsk sponsors of United Russia are often associated with regional deputies. Thus, the Trojan company, which transferred the parties of a million rubles, belongs to the regional deputy and chairman of the parliamentary committee on construction, the fuel and energy complex and housing and communal services to Viktor Zare. Trojan owns a car market on Moskovsky Prospekt in Arkhangelsk.

1.5 million rubles “United Russia” were sent by the Arkhangelsk construction company “Specialized Developer“ A6440 ”.” Its only owner is Mikhail Fedotov, who had been elected on the pre -election in 2024 to the parliament of the Arkhangelsk region from United Russia. The mandate was freed after the deputy Ivan Novikov went to work in the Federation Council. It is possible that in this way Fedotov paid for the mandate, since before that his company was not appeared among the sponsors of the Party of Power.

The Arkhangelsk repair and maintenance base of the fleet transferred the party 3 million rubles. The main owner of the company is Konstantin Kuznetsov. He owns 82.89% of the shares of the enterprise, in which, according to the reporting , he works as a chief economist. Kuznetsov - a fairly large entrepreneur in the region, is engaged in river and sea transportation. Together with his wife Irina, he also controls the Arkhangelsk River Port.

Kuznetsov has a rich criminal past. In 2019, the entrepreneur was found guilty that he gave a large -scale bribe for the right to monopoly transportation to the Solovetsky archipelago.

Before the trial, when Kuznetsov was kept in jail, the businessman’s wife asked the public organization of small and medium -sized enterprises “Rossiy Russia” to rescue her husband. A year later, he was transferred under house arrest, and the “Rossi of Russia” recorded this almost as her victory.

Kuznetsova eventually sentenced to five years a maximum security colony and a fine of 9 million rubles (fifteen -fold bribe size). A few months later the verdict was softened , and Kuznetsov was released. After a year and a half, a criminal record was removed from him. In the relevant decision of the court, many “good cases” of the bribe taker were listed: “On a permanent basis, it provides charitable assistance to children's organizations (including educational), actively engages in sports in the region, ... supports the holding of other tournaments and competitions, including for young athletes ...”, etc.

Only a year later, in April 2022, Konstantin Kuznetsov was again convicted of an economic crime-the deliberate bankruptcy of Ecotek-Bunker. The company was engaged in river and sea transportation, including for the Ministry of Defense, and Kuznetsov’s actions caused “major damage”. This time, Kuznetsov received 1.5 years of conditional term. But by the end of 2022, this criminal record was also removed for some other merits from him. And now he is a sponsor of United Russia.

The trade union leaders also did not stand aside from the support of the Party of Power: the donor of United Russia was the chairman of the Federation of Trade Unions of the Arkhangelsk Region Sergey Savochkin - he transferred the party a million rubles. He made large donations a year before, which was already told by the Chronicles. Media.

Transportation and fish

Another sponsor of United Russia, related to crime - registered in the Arkhangelsk region, but working in the Nenets Autonomous Okrug (NAO) construction company Stroyuniversal. She transferred the party a million rubles. The company has an impressive volume of state contracts for 6.6 billion rubles and received them constantly until 2021.

In 2022, the former head of the company Alexander Kolybin, who had been elected to the NAO parliament, was convicted of the head of the Arkhangelsk Department of the Federal Tax Service for a bribe. Then the NAO parliament deprived Kolybin of the deputy mandate: in 2014, he was elected from the Communist Party, and in 2018 already from United Russia.

In 2024, after a three-year break, when the scandal around Kolybin has already subsided, Stroyuniversal received a new contract from the Naryan-Mar City Hall at 171.4 million rubles. The company contained United Russia in 2023. It is worth noting that all this time the owner of Stroyuniversal remained the daughter of Alexander Kolybin Natalya.

Another sponsor of EP is connected with the NAO - the public organization “Center for the Promoting of the Development of the Nenets Autonomous Okrug“ Arctic ””. It was created only in August 2023. In 2024, she had already transferred 3 million rubles to United Russia. What does the organization do and where it got money from is unclear.

The head of the Arctic is Ivan Kalyuzhny. In 2019, the “Boxing Federation of NAO” reported that Kalyuzhny was appointed to the lead to the apparatus of the “Federation”. In turn, the “federation” was created and once headed by the current senator from the region Denis Gusev. "Chronicles" have already written about him.

Ivan Kalyuzhny has been registered as an individual entrepreneur and over the past five years received three state contracts in the NAO for 32.9 million rubles for the transportation of people on municipal routes. At a minimum, in one of the auctions, he competed with the municipal enterprise Naryan-Marsky Auto Transport Enterprise, which was headed by his father Viktor Kalyuzhny. In other cases, the "competitors" of Kalyuzhny were hidden.

Another company from the NAO, which transferred the money of United Russia - the “fishing collective farm“ Andeg ”, which has been led by Alexei Dityatv for many years. His family controls the entire enterprise. Dityatev is also headed by the Nenets Rybakkolkhozsoyuz. Earlier, the Chronicles. Media included Dityatev among the "fish owners" of the North -West.

The Andga portfolio has many state contracts with a total value of 35.5 million rubles, and a fifth of the total amount of contracts for almost 15 years has been concluded just in 2024.

The party reporting also displays membership fees exceeding 100 thousand rubles per year. In the north-west in 2024, two former residents of the NAO were noted this: the governor of the district Yuri Motherland and his deputy Anton Lebedev were resigned in March 2025. Both transferred parties for 120 thousand rubles. These two were among the largest payers of membership fees in 2023. Lebedev resigned two months after his boss - in May 2025, but a month later he became the deputy head of the government of another region of the North -Western Federal District - the Novgorod region. And now, perhaps, it will become a sponsor of the Novgorod "United Russia".

Donor factory

The long -standing sponsor of "United Russia" is the Pskov "Plant of electrical equipment". In 2024, the company transferred to United Russia almost 3 million rubles.

The Electrical Engineering Plant hides the owners, but it is associated with the family of the State Duma deputy Alexander Kozlovsky, who himself once worked as the general director of the plant. The previous general director - works as deputy head of the Great Luke, the head of the city is the father of the deputy Kozlovsky Nikolai.

Donated - won

In the Vologda region, large donations of United Russia were, apparently, within the framework of the election campaign. So, Maxim Gorshkov transferred the party 150 thousand rubles. In 2024, he was a participant in party primaries before the election of deputies of the city parliament of Vologda. Perhaps the amount turned out to be insufficient, so he lost the primaries, and did not participate in the elections.

The head of the Vologda regional branch of the “Young Guard of United Russia” Albert Sarkisov transferred the party 240 thousand rubles, and, apparently, therefore was able to win both the primaries and the elections. In 2024, he became a deputy of Vologda. True, already in January 2025, Sarkisov unexpectedly abandoned the mandate, citing the fact that he was moving to another region. But he still leads the Vologda "young guard", and nothing is known about his new place of work.

United Russia, noted by the Kommersant newspaper, is the only parliamentary party, in which more than half of the income comes at the expense of donations, and not from the state budget. The remaining Duma parties receive from the federal budget from 76% to 93% of revenues. However, the money from opaque funds, state groups, including with a criminal train, and participants in party primaries leave too many questions.
