In Dagestan, mass disconnects of electricity regularly occur. This affects dozens, and sometimes hundreds of thousands of people. Increasingly, such shutdowns cause a wave of indignation, complaints and protests. Local telegram channels publish complaints from different areas daily.
So, the inhabitants of the center of Makhachkala, in particular houses on Imam Shamil Avenue, have been told about the shutdowns of light and water from the beginning of 2024, which occur without warning and can last a day and longer. According to public utilities, the reason is worn feeders and equipment of the substation on Ibakova Street. Accidents are eliminated, but not for long - then everything is repeated.
In the Reduced village of Makhachkala, outraged shutdowns went out into the street and blocked the road to attract the attention of the authorities. Representatives of the administration and the police arrived at them.
The administration of the Leninsky district of Makhachkala said that they understand the discontent of residents "in connection with temporary disconnections of electricity" and that "all possible measures are being taken for an early solving problem." But they asked to refrain from rallies.
Local administrators in the telegram channel called for reducing electricity consumption during peak load hours. In the comments, one of the residents wrote: “I walk past electrical appliances. What to turn on there. I only have charging from the phone is turned on. ”
The head of Dagenergo, Magomedshapi Shapiev, appealed to “understand and tolerate”, recognized the seriousness of the situation and the fact that the repairs of previous years were “rather on paper”.
“We share your pain and your irritation, because we ourselves live here in Makhachkala, and we feel the same. The situation is really difficult. This abnormal heat, together over the years of accumulated infrastructure problems, led to an overload of electric networks. Overloads, technological failures, emergency shutdowns - all these are the consequences of systemic problems that need to be solved not on paper, but in real work. We recognize this. And we are not looking for excuses, ”he said.
The Chernovik publication notes that in this way Shapiev, in fact, admits that the repair work carried out in the last and before last years in Makhachkala solved the problems of the Dagestan capital more on paper than in real life.

Residents of August 7 wrote :

On August 6, a resident of Imam Shamil Avenue 45 said that every day for a month there is disconnected water and light in the morning and in the evening, "and it happens, it happens, they turn off for days."
In the village of Untsukul, they complained about the two -day lack of light: there is no gas in the village, products have deteriorated, medical equipment does not work, there is no connection.
The causes of the locals consider the transfer of local RES to another district and the dismissal of all local workers.

“Just imagine, the 21st century in the yard, five thousand people are sitting without a vital resource, given that we have no natural gas. People do not receive proper honey. Help, because the clinic does not work, honey equipment, there is no cellular connection inside the village, products in houses, stores have deteriorated, many have no water and many other consequences. And all because someone wanted to transfer the Untsukul RES to the Gumbet, having fired absolutely all local workers who, in time, eliminated such problems. ”
The largest power outage occurred in the republic on July 28 due to the fire at the Novaya "substation. More than 86 thousand people in Makhachkala remained without light, including the city center-the Dzhum-Mosheli district, the streets of Askerkhanov, Yaragsky, Irchi of the Cossack, Imam Shamil, Nakhimov and others.
The head of Dagestan Sergey Melikov explained on July 27 that the July heat caused record loads on nets that are not ready for them. He claims that he repeatedly raised the problem at the federal level.
Earlier, on July 16, as a result of an accident at the Rostov NPP, more than 2.5 million people were without light in Dagestan, Karachay-Cherkessia, Kabardino-Balkaria, Rostov Region, Krasnodar and Stavropol Territories, annexed Crimea and the occupied part of the Zaporizhzhya region.
On June 15, 2025, the accident left no light about 10 thousand people in 27 settlements.
At the same time, the Russian Ministry of Energy reported that by 2030, electric consumption in the North Caucasus Federal District would increase to 35 billion kW/h and it is planned to introduce 754 MW of new generating capacities, as well as modernize 118 MW existing, bringing the total installed generation capacity of up to 10 GVT.
Residents of Dagestan regularly go to protests due to electricity disconnects. The reasons for the energy criticism, according to Activatica, are in monopolization of the market and the extremely outdated infrastructure of the region.
Experts told “important stories” that different factors have influenced the power outage of electricity, among which not only the heat, but also such reasons as:
Consumption growth: the load on the part of the industry, as well as the household sector, has increased, especially because of the massive use of air conditioners, which was not before;
Network wear: power networks have not been repaired for a long time, moreover, they use mainly imported equipment;
an influx of tourists;
Military and infrastructure: military facilities and railway transport give additional load;
Management problems: officials are often reinsured and introducing fan shutdown, without thinking about the consequences for people, everyone solves the problem “within their site”, without a systematic approach.
The overall increase in the load on the electrical system has been overcome by infrastructure wear, the publication notes. In addition, the cause of mass disconnects could be a shortage of reserve capacities that are produced by electricity, an expert in the field of electric power industry told reporters.
