Satellite operators will be obliged to put SORM and TSPU

According to the new requirements of the Ministry of Construction, the operators will be required to install equipment for traffic of users at their ground stations. Experts expect in the medium -term perspective to strengthen the fight against illegal Starlink terminals and lobbying for Russian satellite projects.

Minzifra developed requirements for satellite operators in the organization of communication 5G. As follows from the draft changes to the requirements for the use of earthly satellite communication and broadcasting stations published on the federal portal of draft regulatory legal acts, they will be required:

• receive frequencies in the State Commission on radio frequencies (GKRC, is responsible for the distribution of this resource in Russia);
• create an earthly conjugation station (takes a signal from the cosmos and further transmits it to the objects on Earth);
• establish a system of operational-search measures (SORM; technical means for conducting operational-search measures through communication networks, allow special services to access calls, Internet traffic and other data of the Internet subscribers and users);
• Connect to technical means of counteract threats (special equipment that Roskomnadzor installed on communication networks is limited to access to blocked content).

The representative of the Ministry of Construction told RBC that the document stipulated the conditions for using 5G standard phones in satellite communication mode - they regulate any connection of phones with 5G support to satellite networks.

According to him, the requirements are similar to the fact that mobile telecom operators are already being carried out providing services in Russia. The interlocutor of RBC added that the signal will be transmitted according to the scheme: the telephone - satellite is a ground -based conjugation station, and SORM and TSPU will need to be placed at a ground station. For non -fulfillment of new requirements, the document provides for a fine under an article on violation of the rules for the use of satellite communication networks in Russia under the jurisdiction of foreign states (Article 13.47 of the Code of Administrative Offenses): for officials it will be from 10,000 to 30,000 rubles, for legal entities - from 500,000 to 1 million rubles).

The costs of satellite communications operators for the fulfillment of the new norm of the Ministry of Cyphra estimated at 3 billion rubles in six years. In case of adoption, an updated order will enter into force on March 2026 and will act until September 2028. The draft order states that the purpose of regulation is the creation of conditions for the legal use of foreign low -organ satellite systems.

According to experts, satellite 5G terminals of foreign companies through parallel imports may fall into the country, and local developments have not yet reached the commercial stage. Such devices are applicable with destroyed infrastructure, driving management and as a backup connection. Their use is contrary to the law, and it is unlikely to oblige foreign operators to connect SORM and TSPU. In the future, toughening the fight against illegal terminals and lobbying of domestic projects is expected.
