The Russian Ministry of Digital Development has prepared a draft concept for the development of regulation of relations in the field of artificial intelligence technologies until 2030. The document is at the disposal of Vedomosti, the representative of the ministry confirmed its authenticity.
The document is still undergoing expert discussion and consultations with industry representatives, including participants in the AI - Siber, Severstal and others.
Now in Russia there is a hybrid model: regulatory acts in the field of AI are stimulating in nature, and restrictions are applied pointwise. The concept proposes to maintain this logic, but to supplement it with basic principles, which should form the basis of the future regulation.
According to the concept, the basis should be based :
- Humanant approach;
- power of attorney of technology;
- the principle of technological sovereignty;
- respect for autonomy and freedom of human will;
- a ban on causing harm to a person and preventing anthropomorphization (“humanization”) of technologies.
According to experts, the document sets the framework, and specific norms will be spelled out in separate acts. Representatives of the ANO "Digital Economy" emphasize: it is important to create a barrier -free environment for the development of AI, but at the same time protect the interests of society.
Some market participants warn that excessive regulation can “transmit” the industry - as happened in a number of European countries. Therefore, the concept relies on the balance: development without barriers, but with ethical and legal landmarks.
